0RDINA'_NTCE NO. AN ORDINANCE REGULATING THE INSTALLATION OF ELECTRIC WIRES AND ELECTRIC APPLI 4 ORS IN THE CITY OF GILROY AND CREATING VIE 6FFICE OF CITY I14SP OTGR OF ELECTRICITY FOR THE CITY OF rILROY. The Mayor and Common Council of the City of Gilroy do ordain as follows: -- Section 1. Every Parson, firm or corporation engaged in the business of running or installing; electric wires, or electric appliances of whatever nature and for any and all purposes, before conducting or transacting such trarlo or business in the City of Gilroy, shall first register hio name as an electrician, together 1!rith his place of business, in the office of the City Clerk of the City of Gilroy, who upon the ga!rMent of t11,9 sum of One Dollar license tax or regi -Arat on f:��:, will issue, to paid electrician a perrait to censluct said business in said City of Gi lroy, Section ?. That befor.a receiving such license or permit from the City , the ap -glieant shall first file 1,7ith the City Clerk, a bond approved by the Mayor, in the penal sum Of Three hundred ( 300.) Dollars, with two good and sufficient sureties, payable to the City of Gilroy, and conditioned that said applicant and licensee will cOM91y with all and every provision of this Ordi- nance on his part to be kept and performed. Section 3. That the Offioe of City Inspector of Electricity of the City of Gilroy is hereby created and the said office shall be filled by the appointment of some suitable person by the Mayor and Common Council, to plold office during the ple ;sure Of said iytayor a.nd Connon Council, or until his successor is appointed and qualified. Section 4. ' The latest Rules and Requirements of the National Board of Fire Underwriters, whenever istaued, for the installation Of electrical wiring, are hereby adopted as the Riles and Relulat- ions under which all electrical wiring, and all electrical appli- ances are to be installed, or placed in the City of Gilroy. The City Ins3j .)ortor of Electricity is hereby authorized, to issue Office Rules covering all cases not specified in the Riles of the national Roarc3 of Fire Underwriters. Said Jbilee to meet with the approval of the Mayor and co ninon council of the City of Gi lro*. Section 5. ,Any person, firm, company or corporation in,_tali n,g any electric 'sires or electric appliances of ary kind: whatsoever, or which is about to make any ©lianges in the installation of any electric wires or electric appliances, rhall, before, . in �tallir� an- oreect-*a apl3 nanooa, Or making such alterations or changes, make application in vrriting, to the City Inspector of Electricity for a -germit so to do and re- ceive from the City Ina actor of Electr3c3t;r .)�f permit ai.ithoriz ing him to install aach electric spires or electric appliances, (subject to ins-nection when installed or altered) at the place mentioned in the application. When the 11►ork of installing such electric sires or electric ap Pliances3 has been completed, or the 'pork of altering or changing any old installation has been completed, the person, firm or corporation installing the same, or Faking such alterations, shall notify the City Inspector of Electr. icity that the same is ready for inspection, 'In all caasen of concealed wiring the City Inspector of Electricity shall be notified thereof, and said conceal. wiring inspected by him before said wiring is covered. It shall be the duty of the City Inspector of Electricity to inspect all and every installation of eleeirie wires or electric appliances within twenty —four hours after he has been notified that the Name is ready for inspection, and if he finds that such electric wires or electric appliances have been properly in— stalled, or that all alterations have been made in accordance with this Ordinancd and with the Rules herein 4ientioned for the government of the installation of electric wires and electric appliances, he shall issue a certificate to that effect. If from such inspection the City Inspector of Electricity finds that such installation of electric 17ires or electric ap- pliances does not conform to the requirements of this Ordinance and to the rules herein mentioned, then said Inspector shall direct in what wanner the said wiring or installation does not conform to this ordinance and the rules herein mentioned, and he shall post a notice at the At infO.Mi.ng all persons, firms and corporations furnishing , OL that said wiring or installation is defeotive and con- demned, and that current mist not be turned on without permission Of the Inspi3etor, and th?reafter is shall be unlmrful for any person, firm or corporation to furnish electric light or power to be used where 811o3i work has been condemned, rrithout the permit 7 city Of the inspector of Electricity. After any work of installing eldotric wires or eleetrie appliances has been inspected by the Inspector and found defeotive, it shall be the duty of the owner or person installing such wires or appliances to correct the name wherein it is deficient and in accordance with the direction of the City Inspector of Elec- tricity. Section 6. The inspection and control by the City Inspector of E.ieetrieity of electric wires, and electrical appliances shall be made for the purpose of lessening the danger to life aiid property from the same. Such inspection and control, and the granting of certificates by the City Inspector of Electricity and the granting of a license by the City, as provided for in this Ordinance, shall not make the City liable for arty damages accruing after the issuance of such license and certificate, or lessen the liability of any person, firm, company or corporation owning, operating or installing such electric wires or electrical appliances, which miight have aeenued in the absence of sitch in- 3p9etion, control or issuance of such license or certificate. Section 7. Any company, firm, person, or corporation operating, owning or controlling any electric light, electric power, or electric light and power plant, shall admit the City Inspector Of Electricity is deemed necessary by him for the purpose of ins_ ecting the same. The City Inspector of Electricity shall likewise have tree access to all theatres, churches, halls and ?daces of public asSeMblage, as often as is deemed necessary by him, for the Purpose of insipecting name; and all electrical apparatus and lighting of same shall be under his supervision and control. Section 8. Whenever arrr defective installation of electric wires or of electric applian -,es comes to the notice of the City In- „p-�)ctor of ElOotricity he shall report the mame to the Mayor and Common Council of the City of Gilroy. It shall be the duty of the City Ins��aetor of Electricity to inspect any and all installation of electric wires and electric appliances in any part of the City Of Gilroy, or in any building in said City of Milroy whenever requested so to do by the Mayolb and Coimnon Counoil of said City, and if said Inspector finds after such in speetion that the installation of any electric wires or of any electric appliances is defective and does not conform to the regi.tir:araents of this Ox °(,a.nancaeand the riles herein mentioned he shall condemn the same, and p ivtl, notice of aauc3h conJc: )nnation in the manner prczscribed by Section 5 of this Ordinance, and thereafter the rules that apply to eondemn.ed installation,under Section 5 of this Ordinance shall apply to work condemned under the provisions of this Section. Section 9. It shall be the duty of the City Inspector of Elec- tricity to keep, at all times, in a book provided for that pur- Pose a complete list of every inspection ruade, by hirn, together with the name of the person or firm performing the work, the location of the property effected, the changes in wiring ordered and directed, if any, with the date upon which the inspection was iaade, and S loll other matters of information concerning his fees as the Mayor and Common Counoil may direct, He shall also preserve in his office all data, specifications, X sketches of work, together with a record of all certificates issued., pertaining to work by hirn performed as such official, for which I fees are collected, and a full and complete record of all such fees. All fees collected by the said City inspector of Electricity shall be, by him deposit(-,d. with the City Treasurer, and shall be by the said City s'relamxrer credited to the General fund.. Any person, firm or corporation installing any electric wires or any electrical apelianoes3 of any kind, before a ear- tificate of inspection, as provided by Section 5 of this or- dinance,is issued by the City Inspector of Electricity, pay to said Inspector for such inspection the following fees: For each i nnspction of five lights or udder, the gum of fifty cents. For each additional light over the nnMbPr of five, the rl.lm of ten cents per light. For each motor of one horse power or less, f ifti.r cents. For each Motor of more than one horse poorer One Dollar. Section 13. The City Inspector of Electricity shall receive .for his services as 8110119 to be paid from the City Treasury, monthly, the following eorn?aensation, vi!.?,:— For all inspection rriade by him at the request of the owner or contractor as provided in Section 5 hereof, a slum equal to all fees collected under said Section during the month. For all services by him under the instruction Of the Mayor and Common Council under the Provisions of Section 8 Of this Ordinance the slim of Fifty cents i0er hour. Section 14. Any ner:so.n e r corporation, or any r t f agent or manager df any firm, company or corporation violn.ting any of the provisions of this �`Ordinance, shall be guilty of a misdemeanor; a.nd, upon (,,onvietioqVtjjerf3of, nhall be Punished by a fine of not more than One hundred (100,) Dollars; or by imprisonment it thf, City Prison for s. term not exceeding thirter days. Section 15. All Ordinances or )arts of ordina)"4es in conflict herewith, are hereby _repealed... Section .16.
