Alert/Mobilization of RACES 12 - ii - I# E K COMMUNICATIONS PLAN SANTA CLARA COUN'T'Y Effective Date: September 28, 1984` I. PURPOSE A. The purpose of this plan is to provide emergency o nnunications using amateur radio frequencies and networks which will be utilized by duly enrolled licensed amateur radio operators during periods of emergency, when RACES is activated by this jurisdiction in support of emergency services. B. Area Covered. The California Office of Emergency Services has designed this county as an Operational Area of Region 2. The location of this area is shown on the enclosed map (Attachment A). It has a population of 1,295,000 (as of June 1981) and an area of 1,310 square miles. There are 15 incorporated cities and 8 unincorporated communities within this county. (See Page 5 for subscribers to this plan). C. Communications Equipment. Two (2) existing HF transmitters and three (3) proposed VHF/FM transmitters are to be used as Operational Area Control Stations. Emergency power is available at the Emergency Operating Center. The Emergency Operating Center operates 24 hours a day as the Communication Dispatching Center for the County of Santa Clara. RACES resources, both operators and equipment, are considered as a FACILITY to all services as required. Specific channels are not assigned exclusively to any one service. II. ACTIVATION OF PLAN A. Automatically upon outbreak of war. B. When authorized by appropriate civil authority during peacetime. III. RESPONSIBILITIES A. OPERATIONAL NETWORKS A. National Emergency (Wartime) Utilization In the event of any emergency which necessitates the invoking of the President's war emergency powers, RACES operations will be in strict accordance with rules and regulations of the Federal Ccsmiunications Ccnmission Part 97, subpart F and appropriate Civil Defense regulations operations will be restricted to frequencies assigned by and coordinated through the State of California Office of Emergency Services. Frequency assignments and diagrams of networks to be utilized by this jurisdiction in a national emergency are contained in Attachment B to this plan. B. Peacetime Emergency (Natural Disaster) Utilization Frequency utilization for RACES activated in response to a peacetime emergency will be in accordance with FCC regulations, Part 97, Subpart F: "...all of the authorized frequencies and emissions allocated to the Amateur Radio Services are also available to the Radio Amateur Civil Emergency Service on a shared basis." - 2 - Calling frequencies and predetermined frequency or network assignments and diagrams of network operations under the provisions of this section are contained in Attachment C to this plan. V. INTERFERENCE/COORDINATION A. Interference. The jurisdiction's Chief Civil Defense Radio Officer (RACES) is charged with the responsibility of resolving all interference problems. Interference problems involving wartime RACES operations, if necessary, will be referred to higher levels of Civil Defense authority. Peacetime interference problems shall be resolved within the amateur oc munity. B. Coordination. Coordination with adjacent areas will be maintained through close liaison with area and regional officers, using cannon channels shown in Attachments B & C. VI. CIVIL DEFENSE RADIO OFFICER (RACES) Primary and alternate Civil Defense Radio Offic-i -s (RACES) have been appointed in sufficient depth to insure proper activation and operation of RACES communications. (See Attachment D). A. Loyalty and Reliability. The loyalty and reliability of Civil Defense Radio Officers (RACES) will be checked on a local basis through personal acquaintances, police records, organization membership, employment and scholastic records, or other means, as necessary. B. Registration. A11 Civil Defense Radio Operators (RACES) shall be registered by appropriate authority as Civil Defense workers.. C. Personnel. Personnel available for activation of this plan fall under one of two general classifications; they are either paid ernployees of this jurisdiction designated by public officials, or they are volunteers. All Civil Defense (RACES) personnel will report to their assignments as quickly as possible. All RACES networks will be activated at the Emergency Operations Center. VII. IDENTIFIERS AND CALL SIGNS This jurisdiction does not assign beat, network or specific assignment identifiers. Civil Defense operators (RACES) will identify using FCC assigned amateur call signs. VIII. RESOURCES Civil Defense RACES resources - -Wth operators and equipment- -are considered as a facility available to all services as required. Specific channels are not assigned exclusively to any one service. - 3 - IX.
