RESOLUTION NO. 83 - 29
RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY ADOPTING NUllliRICAL
LIMITS FOR RESIDENTIAL DWELLING UNITS TO BE ISSUED BUILDING PERMITS
FOR EACH OF THE YEARS 1984, 1985 AND 1986.
WHEREAS, pursuant to the City of Gilroy Residential Development
Ordinance, once each year, the City Council of the City of Gilroy shall
determine the maximum number of dwelling units to be issued building
permits; ar.d
WdEREAS, the City Council of the City of Gilroy desires to en-
courage a rate of growth which will not exceed the City's ability to
provide adequate and efficient public services of the ability of the
local economy to support such growth, the Council desires to maintain
and improve the quality of the environment and preserve the City's
natural setting, desires to provide and maintain a balanced community
with adequate housing to meet the needs of local employment and resi-
dents, and desires to provide and maintain a sound economic base for
the City; and
WHEREAS, pursuant to Section 5 of the City of Gilroy Residential
Development Ordinance, the City Council of the City of Gilroy has fixed
the 4th day of April, 1983, at the hour of 8:00 o'clock p.m. in the
Council Chambers in the City Hall at 7351 Rosanna Street, Gilroy, Calif-
ornia as the time and place for considering and adopting the said Numeri-
cal Limits for each of the years 1984, 1985 and 1986, and notice of
said hearing has been given in accordance with said Ordinance, and a
public hearing has now been held upon the said Numerical Limits, at
the time and place fixed in the said notice, before the Council, and
the Council having duly considered studies and testimony relevant to
the residential development program, and having determined that the
Numerical Limits should be set with the following findings:

1) The proposal represents a comfortable margin of growth
based on current building rates, anticipating additional
housing need due to industrial growth.
2) The proposal reaffirms the 1984 limits recommended and
adopted by the Council last year (375), combined with
the unassigned buildout from 1983 (37).
3) A large number of previously-committed build-out assign-
ments are still pending, with some degree of uncertainty
as to the timing of build-outs. Raising the numerical
limit allows more developments to compete for buildout,
rather than allow speculative proposals to monopolize
existing allotments. Projects demonstrating desire and
capability to build within approved periods should re-
ceive priority.
4) The proposal allows for Gilroy to absorb its fair share
of the region's housing growth, as adopted in Appendix
G of the General Plan.
5) A number of additional personnel and equipment will be
required by increased growth. Raising the numerical
limits slowly allows time to plan for this additional
municipal expense.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Gilroy that in accord with the City of Gilroy Residential Develop-
ment Ordinance, the Council hereby establishes that:
1) 407 be the maximum number of dwelling units issued
building permits for 1984, in accordance with the
Residential Development Ordinance.
2) 400 be the maximum number of dwelling units issued
building permits for 1985, in accordance with the
Residential Development Ordinance.
3) 450 be the maximum number of dwelling units issued
building permits for 1986, in accordance with the
Residential Development Ordinance.
PASSED AND ADOPTED this 4th day of April, 1983, by the follow-
ing vote:
