accumulating overtime or being paid for the accrued overtime during the following
month. Overtime shall be paid or accrued on a straight-time basis. Employees
required to attend mandatory courses, training sessions, or drills (except fire
drills and burn drills) during off-duty times, shall accrue overtime at the rate
of fifty (50) per cent of the training time on a straight-time basis, with a mini-
mum one (1) hour guarantee. Fire Department personnel will be compensated for fire
drills, burn drills, and overtime, on a straight-time basis. Due to the fact that
Fire Department personnel work a 63t hour week rather than a 40 hour week, all
accrued overtime shall be multiplied by a factor of 1.6 before the compensating
time off is deducted or payment is made in lieu thereof. Police personnel will
maintain each month, a continuing balance of twenty-four (24) hours of accrued
overtime. Police personnel called back on their days off for court appearances
shall be granted a minimum of two (2) hours overtime. Any accrued overtime balance
remaining at the end of the fiscal year (June 30) shall be paid as prescribed in
this section unless the employee desires to retain a maximum of 24 hours or written
permission is granted by the appointing authority to retain any portion in excess
