AN ORDINANCE OF THE CITY OF GILROY REGULATING
SECURITY PERSONNEL AT SPECIAL EVENTS.
THE CITY COUNCIL OF THE CITY OF GILROY DOES
ORDAIN AS FOLLOWS:
:SECTION I: Chapter 18C of the Gilroy City Code
regulating security personnel at special events is hereby
adopted as follows:
CHAPTER 18C
SECURITY PERSONNEL AT SPECIAL EVENTS
Sec. 18C.1 General. In any instance in which a special
event or occurrence within this city such as, but not limited
to, a public dance, bazaar, parade, carnival, circus or any
other gathering which may attract a large number of people, or
which for any reason may become a hazard to the public peace,
health, safety or general welfare unless supervised by security
personnel, the Chief of Police may require said event to be so
supervised prior to the issuance of any city permit.
Sec. 18C.2 Private Security - Intent. It is the intent
of this ordinance to encourage the use""0'f Private security
agencies under the monitoring and control of the Chief of Police.
If a private security agency cannot be obtained or cannot, in the
opinion of the Chief of Police, provide adequate security for
such event, city police officers will be hired by the sponsor.
Such hired officers will not be acting as employees of the city
unless specifically authorized at such special event by the
Chief of Police.
Sec. 18C.3 Appeal. The applicant shall have the right
of appeal to the City Administrator and Council as to the necessity
of security protection or the number of officers required by the
Chief of Police.
Any permit may be refused or revoked by the Council
if a public event is to be, is being or has been conducted
in such a manner as'to be detrimental to the public peace,
safety, health or welfare.
Sec. 18C.4 Compensation For Personnel. The applicant for
a special event per'it requiring c-~ty Police personnel shall
pay the city an amount sufficient to cover the cost of wages plus
such sum or sums as may be determined by the Director of Finance to
cover other associated costs. The Finance Director may require
such deposit or pre-payment prior to issuance of any permit as
he deems necessary to insure the payment of the total costs when due.

SECTION II. All other ordinances and parts of
ordinances in conflict herewith are herebY repealed.
SECTION III. This ordinance shall take effect and be in
full force thirty (30) days from and after its adoption and
approval.
