Minutes 1950/10/02 ~- 20 0 Gilroy, California October 2,1950 This regular monthly meeting of the Common Council is called to order by His Honor Mayor George C.Milias. Present:Councilmen George M.Mason,J.H.Wentworth,David V.Stout, Dale D.Daniels,Carl W.Pate. Absent: Councilman James B.Thomas. Minutes of the regular monthly meeting of September 6,1950 and the regular adjourned meeting of September 13 ,1950 are read and approved. The Mayor now calls upon Mr.John Cassara representing San Jose Chapter,Disabled American Veterans, who presents to the City of Gilroy and i ts ~:;.6ple~~ a polio pack. Mayor Milias responds thanking the Disabled American Veterans for this fine gift and states that the poliO pack will be turned over to Wheeler Hospital for the use of all the -p,eople::.residing in this comraunity. Motion by Councilman Stout,seconded by Councilman Daniels and carried that the city accept the 'llliti:,()j"::,the poliO pack from the San Jose Chapter of the Disabled American Veterans and that the Clerk be instructed to write a letter to the San Jose Chapter of the- Disabled American Veterans thanking them for th8.:.'gift. A communication is read from the Division of Highways with ref- erence to approval 0 f certain additional work to be done with Gas Tax money in addition to projects already approved. A camaunication is read from the City Engineer with reference to the expenditure if In Lieu Tax money form t he resurfacing of Forest Street ~om Oad Gilrqy Street to Sixth Street at an estimated cost of $2,057.00. Motion by Councilman Wentworth,seconded by Councilman Stout and carried that the improvement of Forest Street from Old Gilroy Street to Sixth Street with It inch plant mixed surfacing at an estimated cost of $2,100.00 said improvement cost to be ta}2n from In Lieu Tax money, be approved. Transfer of an On Sale Beer license from D.T.Bettencourt and Joe Vega to Walter Placencia and Joe Vega,d.b.a.Tonyts Place,63 S.Monterey Street, is presented. No object ion is made. Reports of water samples taken by the Santa Clara County Health Department in September,1950, indicates samples are satisfactory. Reports are ordered filed. Mr.Jack Rocca,commander of Las Animas Post No.669,American Legion now appears before the Council to request permiss ion to hold an Armistice Day parade,November 11,1950, on Monterey Street; that if permission is granted that no cars be permitted to park on Monterey Street between Second Street and Seventh Street for the parade. Motion by Councilman Daniels ,seconded by Councilman Stout and carried that the request of the American Legion to hold an Armis- tlce Day parade on Saturday,November 11,1950, on Monterey Street from Second Street to Seventh Street at 10 o'clock A.M.,be granted and that the request that no cars be permitted to park on Monterey !... ~! Street between Second Street and Seventh Street be grant ed and this matter referred to the Police Departmen~ torbe carried out. ORDINANCE NO.488 is presented and read. Byron Brown reports on meeting of County Supervisors and Mayors held in San Jose recently at which time several matter ooncerning civilian defense were discussed. Motion by Councilman Daniels,seconded by Councilman l~son that 1 202' ORDINANCE NO.488 be adopted. ORDINANCE NO.488 AN ORDINANCE RELAT IN} TO DISASTERS, PROVIDIID FOR THE APPOIN'D.1ENT OF A DISAS'l'ER COUNCIL AND OTHER OFFICERS,AND PROVIDING FOR THEIR DUTIES. The Mayor now re~8 on a recent meeting with Colonel Jno.H. Skeggs of the Divis ion of Highways with reference to the proposed widening of Monterey St~eet. Councilman Daniels also attended this meeting with the Mayor and Colonel Skei*s. It is unanimously agreed that the Council meet Monday,October 16, 1950 to further discuss the proposed widening of Monterey Street and the estab lishing of a sales tax to defray the expense of this proj ect. It is unanimously agreed that the City Attorney contact Mr. Howard Campencounty counsel for the County of Santa Clara to d:is cuss an ordinance to be presented to the Board of Supervisors and the Common Council est~lishing a truck route for trucks bound to and from San Joaquin Valley points,;via Leavesley Road. An Oath or Af:r:i:~t.1an of Allegiance for Civil Defense Workers and Public Employees is now read by the Mayor. Motion by Councilman stout,seconded by Councilman Pate and carried that the City Clerk be instructed to have the necessary number of 4ath or Affirmation of Allegiance for Civil Defense Workers and Public Employees, printed and to have all city emp- loyees and civil defense workers,~he Mayo~~nduDounci~en sign the oath before October 27,1950. Councilman Mason reports that he has discussed the matter of salary increase for Building Inspector Byron Brown with Mr.Brown and that he had agreed to accept $250.00 per month for salary plUS eight gallons of gasoline per week for his car plus ~l"the(:neaaBaa.!Y amsuatof oil for his car which he uses in city business. Motion by Councilman Pate ,seconded by Councilman Stout and carried that the annual Firemen's and City Employees banquet be held on Friday,October 13,1950 and that arra~ements for this banquet be made by the Fire Committee. Reports of city officers are presented and read. Motion by Councilman Stout,seconded by Councilman Daniels and carried that reports of city officers be accepted as read and placed on file. Motion by Councilman Daniels ,seconded by Councilman Stout and carried that bills as presented be allowed and warrants ordered drawn on the Treasurer. The Mayor now discusses the rent charged for oammercial use of ~beeler Auditorium and requests that Councilmen give this matter some tho~ht.
