This regular adjourned meeting of the Common Council is called to
order by His Honor Mayor George C.Milias.
Present:Councilmen George M.Mason,J.H.Wentworth,Da le D.Daniels,
Carl W.Pate.Absent:Councilmen James B.Thomas,David V.Stout.
The Mayor announces that NO B%.O. this meeting is for the
purpose of hearing those opposed to rent decontrol and those in
favor of rent decontrol,as set forth in a legal notice calling
this hearing.
The City Attorney outliaes the proceedure necessary for such a
hearing and states there should be a court reporter present to
take down the proceedings which shall be transcribed and forwarded
to the Governor of the State of California along with the necessary
documents showing that Council in favor of or opposed to rent dec-
ontrol,the Council's decision to be based tpon evidence presented.
The Mayor now asks if there is any one present who desires to
speak on continuing of rent control: No person appears to speak In
favor of continuing rent control.

Mr.William Hall now appears before the Council and states that
he-,made a telephone .check with several landlords and they along with
himsdif have eight vacancies to rent property. He states that he
favors decontrol of rents.
Mr.Jack Howson now appears before the Council and states that he
believes the petitions as presented asking for rent decontrol give
sufficient reasons for asking for rent decontrol.He also states

that he believes the rent decontrol law was wrong in the first place;
that his taxes are up over 2009 and he has only been allowed a 109
in crease in rents.
The City Attorney now advises the petitioners present of the pro -
ceedure they must follow to place this matter before the Governor.
Motion by Councilman Daniels,seconded by Councilman Mason and
carried that the hearing on rent decontrol be continued to Friday,
May 25,1951 at 1 o'elook P.M. in the Council Chambers,City Hall,
Gilroy,California.
A representative of the San Jose Mercury Herald now appears
before the Council to discuss the city's participation in the
centennial edition of the P,Sereury- Herald to be published June 17th.
It is unanimtusly agreed that the directors of the Chamber of
Commerce be called in on the discussion of whether or not the
city should purchase some Apace in this special edition and the
Secretary of the Chamber of Commerce is requested to notify the
proper officers to be present at the Council meeting,Friday,May
25th,1951,at which time this matter will be discussed.
The Mayor states that the directors of the South Santa Clara
Valley tsar Memorial District have requested that the gift of
the late Barrie Rea of $500.00 which has been field in trust by
city, be turned over to the Memorial district to be used for
the purchase of a television set for the new memorial building
and that acknowledgement of the gift will be suitably inscribed
on a plaque to bb placed in the building.
Motion by Councilman Daniels,seconded by Councilman Pate and
carried that the gift of $500.00 from the Estate of Carrie Rea
be paid to the South Santa Clara Veterans Memorial District for
the purchase of a television set for the new veterans memorial
building with the understanding that a suitable plaque acknow-
ledg #ng the gift from the Estate of Carrie Rea be placed within
the building in a proper location so that all may view it.
Councilman Pate now presentsa request from the merchants div-
ision of the Chamber of Commerce that Eigelberry Street between
Fifth and Sixth streets be closed all day June 15,1951 for an
implement and automobile show to held in connection with Greater
Gilroy Days.
Motion by Councilman Daniels,seconded by Councilman Mason and
carried that Eigelberry Street between Fifth and Sixth streets be
closed all day Friday,June 15,1951 and that the merchants division
of the Chamber of Com, -terce be P
ranted permission to hold an automobile

and implement show on the street.
A communication is read from John Berri Post,Veterans of Foreign Wars
requesting permission to hold a parade on Monterey Street on Friday
evening,July 1 ,1951 and a stree-r dance on Sixth Street between Monterey
Street and the alley on the same evening the dance to conclude at 11:30
P.M. of that day.
Motion by Councilman Daniels,seconded by Councilman Pate and carried
that John Berri Post of the Veterans of Foreign Wars be granted per-
mission to hold a parade on Monterey Street Friday eve ning,July 13,1951.
The matter of the street dance is discussed and it unanimously agreed
that the committee in charge fdr the Veterans of Foreign ears meet with
the Council and the City Marshal on Tuesday eve ning,May 29,1951 at
7:30 P.M. in the Council Chambers in the City Hall, to discuss this
matter further.
The City Attorney now discusses the matter of court fines as set up
in Senate Bill 442 , which is now before the legislature, stating that
the bill,in its present form,whuld deprive the city of considerable
revenue from fines.
Motion by Councilman Mason,seconded by Councilman Daniels and
carried that the Clerk send a telegram to Senator John F.Thompson
urging him to oppose Senate Bill No.642.
The City Attorney now discusses Assembly Bill 3217 which is before
the legislature and is sponsored by the League of California Cities,
stating the powerful interests are endeavoring to defeat this bill
which would require unincorporated areas to be assessed for all
installed
utilities /comparable to those installed in incorporated areas,instead
of permitting the counties to use general fund monies to pay for these
utilities as at present.
Motion by Councilman Daniels,seconded by Councilman Pate and carried
that the Clerk be instructed to send telegrams to Senator John F.
Thompson and Assemblyman Charles Gubser requesting that theyvote in
favor of Assembly Bill No.3227.
