This regular adjourned meeting of the common Council is called to
order by His Honor Mayor George M.Mason.

Present:Councilmen Carl W.Pate,Charles Gallo,J.Hughes Kennedy,
Courtland M.Rush,Kenneth L.Petersen,Segundo Sanchez.
Councilman Pate reports that several of the local butcher shops
have inquired into the possibility ~of the city repealing ORDINANCE
No.418-regulating hours in which uncooked meats can be sold. This
matter is referred to the Ordinance Committee for report.
Councilman Rush,chairman of the Finance Committee states that his

committee has no report or recommendation on the matter of increase
in salary for Police Department personnel.
The Mayor states that the City Marshal is not satisfied with his
own recommendation for an additional man for his department and wants
more time to study the matter.
~ ~ Councilman Sanchez discusses the matter of a location for a

National Guard armory and suggests that the Buildings and Grounds
Cmmmittee meet with the school trustees, along with any other Council-
who would care to attend, to discuss the availability of school
owned property for an armory site.
The matter of altering Wheeler Auditorium for City Hall purposes
is discussed and Mayor Mason advances the idea of building an annex
to the auditorium on the Church Street side to be used for City Hall
purposes.
Motion by Councilman Sanchez, seconded by Councilman Pate and carried
that City Administrator Cox draw up a rough sketch of the annex
proposed and contact architects to draw up a rough plan for the annex,
secure a quotation from the architects for plans and buildihg cost,

the Administrator's sketch to be submitted to the Council before

being submitted to the architects.
A communication accompanied by a resolution from the Salinas
Chamber of Commerce is submitted and read.
Motion by Councilman Sanchez, seconded by Councilman Rush that
RESOLUTION NO.377 be adopted.

WHEREAS, the Common Council of the City of Gilroy being formed
of duly elected members representing the people of the community
and,
WHEREAS, there exists at Salinas a municipal airport that services
the expanding populatipn of Salinas Valley and adjacent areas in
San Benito and Santa Clara Counties and,
WHEREAS, air transportation is vital to the commercial, industrial
and agricultural interests of this central portion of Monterey County
and South Santa Clara Valley and,
WHEREAS, withdrawl of air commercial service will impose a hard-
ship upon the people of this area by effecting increased transportation
costs and inconveniences and,
WHEREAS, there is a strong community interest existing between
Salinas, the Salinas Valley and San Benito and Santa Clara Counties,
NOW,THEREFORE BE IT RESOLVED that the Common Council of the City
of Gilroy urges the Civil Aeronautics Board to deny the application
United Airline Company to withdraw service from Salinas without
providing adequate aire commercial travel to the Salinas Municipal
Airport,the Salinas Valley and South Santa Clara Valley.
BE IT FURTHER RESOLVED that the Common Council of the City of Gilroy
urges the Civil Aeronautics Board to provide more adequate and
improved airK service to the central portiona of Monterey ~ounty
and South Santa Clara Valley via Salinas Airport affording users
an opportunity to make better connections to major,metropolitan

markets for the purpose oj transacting business and return by air
transportation" to their own area in one day period and~
BE IT FURTHER RESOLVED THAT the Common Council aof the City af
Gilroy urges the Civil Aeronautics Authority to favorably consider
the installation of an instrument landing system at the Salinas
Municipal Airport as the most strategic location for this installation
and as a vital link in the air safety transportation of the west
coast.

Motion by Councilman Pate,seconded by Councilman Kennedy that
ORDINANCE NO.538 be adopted.
ORDINANCE NO.538
ORDINANCE OF THE CITY OF GILROY AMENDING SECTION NO.72 OF
DRDINANCE NO.480,REGULATING PUBLIC TRAFFIC UPON THE STREETS OF
THE CITY OF GILROY BY RESTRICTING PARKING TIME ON CERTAIN ADDIT-
IONAL STREETS IN THE CITY OF GILROY.
Vote on the motion to adopt ORDINANCE NO.538:
AYES: Councilmen Pate,Gallo,Kennedy,Rush,Petersen,Sanchez
NOES: Councilmen None
ABSENT: Councilmen None.
The matter of holding an additional Council meeting each month
is discussed;that reports be read at the first regular monthly
meeting and meetings be held the first and third Mondays of each
month.
Motion by Councilman Pate,seconded by Councilman Gallo and carried
that this meeting adjourn ,to March 26,1956 at 8 o'clock P.M.,
Council chambers,City Hall,Gilroy,California.
