This regular adjourned meeting of the Common Council is called to
order by His Honor Mayor George M.Mason.
Present:Councilmen Carl W.Pate,Charles Gallo,J.Hughes Kennedy,
Courtland M.Rush,Kenneth L.Petersen,Segundo Sanchez.
The Mayor states that the first subject to be discussed will be
the proposal to establish a labor camp in Gilroy for Mexican
Nationals.
The Mayor now asks if there is anyone present who desires to speak
against the establishing of a l~b~rcamp for Mexican Nationals in
Gilroy. No: person appears to discuss this matter.

Councilman Rush states that he believes a labor camp located out-
side the city limits would be favorably received.
Councilmen Kennedy and Sanchez discuss the matter of a labor camp.
Mayor Mason suggests ~hat a portion of the city sewer farm land be
considered as a location for the camp. The City Attorney advises that
any portion of the city sewer farm land not being used for municipal
purposes could be sold or leased .
The Mayor asks if anyone present would object to having the camp
located on city sewer farm property. No one appears to discuss this
matter.

Mr.Garretson,representing Mr.C.W.Englund operator of several labor
camps in adjoining counties, states that he does not known what Mr.
Englund's thoughts would be on locating the camp at the city sewer
farm and states further that Mr.Englund was requested by the
Progressive Growers to establish a camp in Gilroy.
Mr.Ned Driscoll,of Driscoll's Strawberries,n9w appears to discuss
the need for Mexican National labor in harvesting crops.
(Prior to discussion on this subject of labor camp a petition
signed by 122 persons was presented and the heading of the petition
is read)
Councilman Kennedy states that Mr.Englund does not want to
establish a labor camp in Gilroy if it is not wanted.
Motion by Councilman Kennedy that the matter of a Ibor camp in
Gilroy be laid over until next Monday and the Council has had an
opportunity to hear from Mr.Englund. This motion fails for want
of a second.
Mr.Garretson states that he is sure Mr.Englund would be interested
in anything the Council proposes.
Mr.Joe Mondelli ap~ears to discuss the matter of the persons
signing the petition against establishing the labor camp in Gilroy.
Motion by Councilman Gallo,seconded by Councilman Kennedy and
carried that no labor camp be established inside the city limits
of the City of Qilroy.
The Mayor states that the matter of establishing a prison labor
camp in the vicinity of Gilroy will be discussed in a meeting at
Morgan Hill on April 20,1956. Councilman Kennedy volunteers to
attend this meeting and the Mayor appoints Councilman Kennedy to
represent the city at this meeting.
The Maypr discusses a fire that occured recently in a building
located on property on North Church Street adjoining the
Presbyterian Church property and appoints Councilman Gallo and
Fire Chief M.J.Ramezane to inspect this building.
Motion. by Councilman Pate, seconded by Councilman Sanchez ahd'-
carried that Hannah Eschenburg be appointed Deputy City Treasurer
to serve as such during the absence and illness of H.R.Eschenburg,
the City Treasurer of the aCityof Gilroy,and that said Hannah
Eschenburg be, and she is hereby authorized to execute all warrants
and other papers in the place and stead of the said City Treasurer.

A proposed map of Park Meadows subdivision Unit No.2 is presented.
Motion by Councilman Rush,seconded by Councilman Gallo and carried
that the map of Park Meadows subdivision Unit No.2 be referred tp
the City Planning Commission of the City of Gilroy for recommendation.
Councilman Pate reports that the Bank of America is ready to dis-
cuss the sale of their property. The discussion with the bank on
the sale of the property is referred to the Finance Committee.
Councilman Pate reports that the First Street route for school
busses has not proved satisfactory and that he will have a rec-
ommendation on the use of Second Street for a school bus route at
the next meeting.
W.J.Hanna,Jr. of the City Engineer's office, now appears before
the Council to discuss methods of construction for a new bridge
across the Llagas creek at the city sewer farm;and presents his
estimate of cost for a steel and concrete bridge at $8,000.00
and for a timber deck and concrete abutment bridge $6,000.00.
Motion by Councilman Sanchez, seconded by Councilman Rush and
carried that the City Engineer prepare alternate specifications
for a new bridge at the city sewer farm-a steel and concrete bridge
and a timber deck bridge with concrete abutments.
Motion by Councilman Kennedy,seconded by Councilman Pate and
carried that the city purchase a new lawn mower for use of the
Parks Department and that the Purchasing Agent and the Superintendent
of Public W9xks make up the specifications and purchase the mower.
Building Inspector Brown reports that improvements to the dwelling
located at Owsley Park are about completed.
Motion by Councilman Pate, seconded by Councilman Petersen and
carried that this meeting adjourn to Monday,April 23,1956 at 8
o'clock P.M.,Council chambers,City Hall,Gilroy,California.
