This regular adjourned meeting of the Common Council is calmed to
order by His Honor Mayor George C.Milias.
Present:Councilmen Carl W.Pate,Sig Sanchez, Charles Gallo,Kenneth L.
Petersen,Everett C.Wentworth. Absent:Councilman Courtland M.Rush.
Councilman Pate reports that he has talked with Mr. Ames with ref-
to the extensio'n of Alexander Street south to the south city limits
and he has advised that everything is in order to proceed except final
word from Purity Btores,L~d.,
Councilman Sanchez statez that his Recreation Committee will meet
with Architect Fred Richards on Tuesday,December l$th to discuss details
of the proposed swimming poml and that he will have a report ready for
the next Council meeting.
Councilman Sanchez reports that the drain line at Owsley Park has
been completed.
Councilman Pate reports t~at the Lewis Street bridge will be opened
Tuesday,December l$th and .sIcusses the possibility of cleaning Miller
Slough channel in the vicinity of the bridge. It is unanimously agreed
that the slough channel should be disced from the rear of the cannery
to a point below the Lewis Street bridge.
Councilman Sanchez reads a letter from the County Communications
Department with reference to the radios in the local police cars, the
department suggesting that l2 volt sets be purchased. It is agreed
that new radios be purchased when new cars are bought for the police
department and that the city should continme to purchase 6-cylinder
automobiles for the department.
Councilman Sanchez discusses a request from a Spanish speaking
group from San Leandro who have asked permission to stage a bloodless
bull fight exhibition at Wheeler Field.
Motion by Councilman Petersen, seconded by Councilman Wentworth and
carried that that Wheeler Field be rented to the Spanish speaking
group of San Leandro for a bloodless bull fight exhibition for the
sum of $200.00 for the day;that the exhibition be held within two
weeks after June 16,l957;that they be required to post the sum of
$250.00 as a guarantee that the grounds and improvements will be
returned in the same condition in which they were received and to
apply to any damages which may occur to the improvements, grandstand,
fences,etc.;that a liability insurance policy in the amount of
.$100,000.00 be provided by those conducting the exhibition to cover
any ingury to those attending the exhibition or participants;that
this liability policy be approved by the City Attorney and a certif-
icate of insurance be filed with the City Clerk before the exhibition;
that the City Attorney approve this type of exhibition before any
contract is made.
Motion by Councilman Pate,seconded by Councilman Sanchez and carried
that each city employee be given the sum of $10.00 as a Christmas
gift from the City.
Councilman Pate states that the Ministerial Association has announced
that they will resume the offering prayer before Council meetings.
A communication is read from W.J.Hanna,City Engineer, with reference
to the closing of Forest.Street between I.O.O.F.Avenue and Swanston
Lane the school district to construct a street to connect I.O.O.F.
Avenue with Leavesley Ro~d suggesting that the street plan in this
area should be re-worked in view of the proposed free-way to be
constructed by the State along the east boundary line of the city.
It is unanimously agreed that a copy of Mr.Hanna's letter be sent to
the Board of Trustees of the high school district for their consider-
ation and that the board be advised that the Council has committed
itself to the closing of Forest Street through the school grounds
when the district has constructed a street to city specifications to
connect I.O.O.f~ Avenue with Leavesley Road.
A communication is read from W.J.Hanna,City Engineer,requesting
information on the administering of the provisions of Resolution No.
3$2 which requires the deposit of $100.00 per lot in -subdivisions for
drainage.

It is unanimously agreed to refer this matter to the Sewer
Committee and City Attorney for discussion and report to the
Council.
A communication is read from W.J.Hanna,City Engineer,recommend-
ing that Sherwood Park Units 1 and 2 be accepted as completed
and the subdivider released from his bond. The City At~orney is
instructed to prepare a resolution covering the release of the
bond.
A communication is read from the County Counsel of Santa Clara
County with reference to a request made by the Inter-City Council
that sales tax collection costs be paid by the county to the
cities quarterly instead of yearly as provided in the agreement
with the County.
Motion by Councmlman Pate,seconded by Councilman Sanchez and
carried that the agreement with the County with reference to
the sales tax be continued and that the settlement for collection
charges be made on a fiscal year basis as provided in the agree-
ment.
A communication is read from the Childrens' I.O.O.F.Home re-
questing permission to "instal loud speakers in the music tower
pn the Home grounds to occasionally broadcast soft music suitable
for the children throughout the grounds.
Motion by Councilman Sanchez,seconded by Councilman Gallo and
carried that the permit requested by the Childrens' I.O.O.F.Home
to instal loud speakers in the music tower on the grounds be
granted as requested.
A communication is read from the Division of Highways with
reference to the city's request to instal traffmc actuated signals
at First and Hanna streets ,the letter stating that an investigation
had been made and it is found that the installation of the signals
at this time is not justified. .
The Clerk is instructed to send a copy of this letter to the
President of the Jordan Parent-Teacher Association and the Brownell
Parent-Teacher Association along with a letter offering to cooper-
ate with both groups in any further action they may care to take.
A communication is read from the Division of Highways advising
that the trees and shrubs that interfere with the view on Efu~st
Street east of Hanna Street are to be removed.
The City Attorney presents and reads a'legal advertisement calling
for bids for a Comprehensive Liability Insurance Policy ·
Mr. Firman Voorhies,agent, for the present carrier of Liability
insurance is present and a general discussion of provisions in the
new policy follows.
Motion by Councilman Sanchez,seconded by Councilman Pate and
carried that advertisement be made in the Gilroy Evening Dispatch
calling for bids for furnishing comprehensive insurance for the
the City with the following limits-~200,OOO.OO each person:
~500,OOO.OO each occurence;~200,OOO~00 aggregate products;
ilOO,OOO.OO for damage to property; ~50.00 deductible on all~
passenger vehicles;~lOO.OO deductible on all commercial vehicles;
bids to be opened in open session of the Council on January 4,
1957 at 1 o'clock P.M.;polic~ or policies to be for three years
from January 6,l957.
The City Attorney now presents a deed from Howson Brothers to
the City of Gilroy deeding a portion of Church Street adjacent
to Miller Slough.
RESOLUTION NO.409 is presented and read.
Motion by Councilman Pate,seconded by Councilman Wentworth that

The City Attorney a deed from Manabi and Sumi Hirasaki to the
City of Gilroy deeding a forty foot strip of land for the extension
of Alexander Street, south of 9th Street, to the City Limits.
RESOLUTION NO.410 is presented and read.
Motion by Councilman Sanchez, seconded by Councilman Pate that
