This regular monthly meeting of the Common Council is called
to order by His Honor Mayor Sig Sanchez.
Present: Councilmen Carl W. Pate, Courtland M. Rush, Kenneth
L. Petersen, Everett C. Wentworth, Charles Gallo, and Wilford E.
Jordan.
The Mayor now asks if all Councilmen have received copies of
the minutes of the regular monthly meeting of October 6th, the
special meeting of October 13th, and the regular adjourned meet-
ing of October 21st. All Councilmen answer in the affirmative.
The Mayor now asks if there are any errors or omissions in the
minutes as presented. No errors or omissions are noted. The
Mayor now declares the minutes of the regular monthly meeting of
October 6th, the special meeting of October 13th, and the regular
adjourned meeting of October 21, 1958 approved.
An application for an on-sale beer and wine license for J..M.
Costa of Happy Day's Cafe is read. All Councilmen have no objec-
tions to this application.
Chief Administrative Officer reports that the Chamber of Com-
merce requests use of the parking lot on Tuesday, November 18th
from 2:00 p.m. to 3:00 p.m. and every Tuesday thereafter. Kenneth
Murdock, Secretary of the Chamber of Commerce, explains the reason
for the request and explains that the Chamber of Commerce will
have the proper sign made to help in clearing the lot on those
days. Motion by Councilman Petersen second by Councilman Pate and
carried that the Chamber of Commerce be granted use of the Parking
Lot on a temporary basis and that the lot be properly signed by
the Chamber of Commerce.
A letter from Joyce Balanesi, President of the Adam's 4-H
Club, is read thanking the Council for use of Wheeler Auditorium.
This letter is ordered to be placed on file.
, Director of Public Works Kludt recommends that a progress
payment of $7419.18 be, made to Frank Vigna for work at Miller Park.
Motion by Councilman Petersen second by. Councilman Rush and carried
that a progress payment of $7419.18 be ~ade to Frank Vigna for work
at Miller Park.
A letter is read from the California Disaster Office submit-
ting an agreement providing for a 10% service and ~andling charge
for purchase of surplus property from t~e California Disaster Office
which was authorized by Resolution No. 478. Motion by Councilman
Rush second by Councilman Petersen and carried that the agreement
providing for the 10% service and handling charge for purchases of
surplus property from the California Disaster Office be executed
and that the Mayor be authorized to sign the modified contract.
Mayor Sanchez submits Edmund Bullard's name for appointment
to Assistant ,Director of Civil Defense as recommended by Cecil
Reinsch, Director. Motion by Councilman Wentworth second by Council-
man Gallo and carried that Edmund Bullard be appointed Assistant
Director of Civil Defense.
Chief Administrative Officer Carr reports that Max Kludt,
Director of Public Works, and Cecil Reinsch, Purchasing Agent,
have completed their six months in the first step of the salary
range and recommends that they be advanced to the second step
in their ranges of the salary schedule. Motion by Councilman
Pate second by Councilman Jordan and carried that Max Kludt, Dir--
ector of Public Works, and Cecil Reinsch, Purchasing Agent, be ad-
vanced to the second step in their salary range.
Director of Public Works Kludt reports that Richard Piedmont,
Water Department Maintenance-Man, has completed his six months in
the first step of the salary range and recommends that he be ad-
vanced to the second step in his range of the salary schedule.
Motion by Councilman Rush second by Councilman Petersen and car-
ried that Richard Piedmont, Water Department Maintenance-Man, be
advanced to the second step in his salayy range, to $310.00.
Reports of the Building Inspector, Police Department, and
City Officers are presented and read.
Water samples taken by the Santa Clara County Health Depart-
ment on October 15th are read. The reports are satisfactory and
are ordered filed.
Motion by Councilman Pate second by Councilman Gallo and car-
ried that bills as presented be allowed and warrants drawn on the
Treasurer.
At this time William Hall comes before the Council requesting
the City to consider essential parking lots in Gilroy because the
parking situation has become a serious problem. James Sacco also
comes before the Council requesting the City to install parking
meters to cope with the parking problem. At this time there is
some discussion on the matter. Gill Bordenave states that some
cities have found that parking meters are more of a hazard than a
help. Councilman Pate requests that Eigleberry Street be patroled
very carefully for over-time parking violators. Mayor Sanchez in-
structs Marshal Sturla to have a full-time officer patrol parting
from 9:00 a.m.to 5:00 p.m.. Mayor Sanchez also instructs Council-
man Jordan, Chairman of Off-Street Parking Committee and William
Hall, Chairman of the Merchants Committee to have a meeting for a
possible parking solution to the parking problem.
Councilman Petersen reports that the water at Uvas Dam is
considerably low.
Councilman Wentworth asks if the City is going to have the
pipe line this year or not. This matter is referred to the Water
Committee.
Chief Administrative Officer Carr requests a meeting with
the Sewer Committee on November 10th at 7:30 p.m. The Committee
is in agreement with the meeting.
City Engineer Hanna states that the purpose of parking meters
are not for revenue but to assist in parking enforcement.
Mayor Sanchez r~orts that there will be a forum on "Flood
Emergency Activities" at San Jose City Council Chambers on Novem-
ber 13th at 2:00 p.m. sponsored by the California Disaster Office.
Mayor Sanchez reports that there will be a meeting on Novem-
ber 6th at 7:30 p.m. with the Council and the citizens charter
committee.
Mayor Sanchez reports that he attended the League of Calif-
ornia Cities Convention in Los Angeles along with Councilman Pet-
ersen and Chief Administrative Officer Carr.
Motion by Councilman Pate second by Councilman Gallo and car-
ried that this meeting be adjourned to Monday, November l7th,1958,
at 80'clock p.m.,in the Council Chambers,Wheeler Auditorium,Gilroy,
California.
