This regular monthly meeting of the Council is called to or-
der by His Honor Sig Sanchez.
Present: Council Members: Norman B. Goodrich, Wilford E.
Jordan, Carl W. Pate, Kenneth L. Petersen, Everett C. Wentworth,
and Sig Sanchez.
Absent: Council Members: Courtland M. Rush.
At this time the Mayor presents certificates of service to
retiring members of the Planning Commission - Dr. Elmer Chesbro,
George Martin, and Elmer Weymouth. A certificate is also avail-
able for Paul Scheck who is absent from this meeting.
The Mayor calls for the opening of bids for Forest Street
Storm Drain.
City Engineer Hanna Jr. opens the bids and they read as
follows: 1. George C. Renz Construction Company - $8,598.00,
2. Monolithic Pipe Line - $6,473.60, 3. Granite Construction
Company - $8,989.20, 4. A. T. Lantz & Son - $8,855.60, 5. Wm.
Radtke & Son - $6,332.04.
The low bid is referred to the City Attorney for study.
The Mayor calls for the opening of bids for the alley improve-
ment behind Hecker Pass Shopping Center.
City Engineer Hanna Jr. opens the bids and they read as fol-
lows: 1. George C. Renz Construction Company - $5,254.35 and 2.
Granite Construction Company - $5,726.48.
The low bid is referred to the City Attorney for study.
The City Attorney reports that the low bid of William Radtke
& Son in the amount of $6,332.04 for the Forest Street Storm Drain
is in order.
Motion by Councilman Jordan second by Councilman Wentworth and
carried that William Radtke and Son's bid for the Forest Street
Storm Drain in the amount of $6,332.04 be awarded.
The Mayor calls for the opening of bids for the bridge at the
Sewer Farm.
City Engineer Hanna Jr. opens the bids and they read as fol-
lows: 1. George C. Renz Construction Company - $9,590.00, 2. Gra-
nite Construction Company - $9,900.00, 3. C. O. Bodenhamer from
Redwood City - $10,478.00, and 4. William Radtke & Son - $7,928.00.
The low bid is referred to the City Attorney for study.
The City Attorney reports that the low bid of Renz Construc-
tion Company for 'the alley improvement is in order.
Motion by Councilman Pate second by Councilman Jordan and
carried that George C. Renz Construction Company's bid for the alley
improvement behind Hecker Pass Shopping Center in the amount of
$5,254.35 be awarded subject to the City Administrator and Direc-
tor of Public Work's study of the funds budgeted for this purpose.
Councilman Wentworth suggests that the City sell the forty
acres at the sewer farm east of Llagas Creek and purchase addition-
al property on the west of the Creek in lieu of building a new
bridge.
Discussion is had on the matter.

~e City Attorney reporb$ that the low bid of William Rad-
tke & Son for the bridge at the Sewer Farm is in order.
Motion by Councilman Pate second by Councilman Goodrich
and carried that William Radtke & Son's bid for the bridge at
the Sewer Farm in the amount of $7,928.00 be awarded.
A notice is read from the Public Utilities Commission of
Southern Pacific Company's intention to abandon the freight
house. No person present protests this notice.
City Administrator Carr reports on the progress of the
ordinance codification.
Mr. Carr recommends that the City'S fire ordinances be
repealed by adopting the latest Fire Prevention Code.
Discussion is had on the matter.
All Councilmen present agree to adopt the latest Fire Pre-
vention Code.
City Administrator Carr reports that some of the Health
Ordinances are outdated and states that he will find out from
the Santa Clara County Health Department which ordinances they
would like us to keep and which new ordinances to adopt.
City Administrator Carr also reports that the Gas, Elec-
tric, and Plumbing Codes are outdated. The Mayor instructs
City Administrator Carr to proceed with the introducing of
new codes for adoption at a later meeting.
City Administrator Carr recommends that C. Jim Laizure be
appointed Chief of Police. Motion by Councilman Pate second
by Councilman Jordan and carried that ~ity Administrator Carr's
recommendation be accepted and that Mr. C. Jim Laizure be
appointed Chief of Police as of September 1,1960.
Motion by Councilman Pate second by Councilman Wentworth
and aarried that Harold Sturla be authorized an additional
months salary when he terminates employment with the City on
September 1, 1960. '
The Mayor states that every effort has been made to ob-
tain the best possible candidate for the Chief of Police posi-
tion and commends City Administrator Carr, his staff, and Mr.
Charles Shean for conducting an excellent examination.
City Administrator Carr gives a financial report of the
1960-61 Fiscal year.
The City Attorney presents and reads Ordinance No. 631.
Motion by Councilman Wentworth second by Councilman Petersen
,that Ordinance No. 631 be adopted.
ORDINANCE NO. 631
ORDINANCE OF THE COUNCIL OF THE CITY OF GILROY FIXING AMOUNT
OF REVENUE FROM PROPERTY TAXES NECESSARY TO SUPPORT ITS DE-
PARTMENTS FOR THE CURRENT YEAR, 1960-1961, AND TO PAY THE -
BON DED AND OTHER INDEBTEDNESS OF THE CI TY.
AYES: COUNCIL MEMBERS: Goodrich,Jordan,Pate,Petersen,Went-
worth, and Sanchez.
NOES: COUNCIL MEMBERS: None
ABSENT:COUNCIL MEMBER: Rush
City Administrator Carr recommends that the tax rate be
set at $1.40 in the old City and $1.38 in territory annexed
to the old City.
The City Attorney presents and reads Ordinance No. 632.
Motion by Councilman Goodrich second by Councilman Jordan that
Ordinance No. 632 be adopted.

ORDINANCE OF THE COUNCIL OF THE CITY OF GILROY FIXING TAX
RATES FOR THE CURRENT FISCAL YEAR 1960-1961.

worth, and Sanchez.

Water samples taken by the Santa Clara County Health
Department on August 4th are read and are satiSfactory.

City Administrator Carr requests permtssion to be absent
from a council meeting in the evident that such meeting is on
the same date that he is on vacation. All Councilmen have no
objection to Mr. Carr's request.
The Mayor reminds the Council that they will be the chefs
at the barbeque on August 24th for the Charter Committee.
City Administrator Carr asks the Council's decision as to
whether or not all City employees shall be invited to the bar-
beque on August 31st, for the auxiliary policemen' and volun-
teer firemen. It is the Council's decision to invite all City
employees.
The Mayor instructs City Clerk Payne to invite all City
employees and the press.
Councilman Jordan asks the status of the proposed County
building. The Mayor states that the County is making an
economic study and it will be ready in six weeks.
Motion by Councilman Goodrich second by Councilman Pate
and carried that this Council meeting adjourn.
