This regular monthly meeting of the Council is called to order
by His Honor Sig Sanchez.
Present: Council Members: Carl W. Pate, Kenneth t. petersen,
Courtland M. Rush, Everett C. Wentworth, and Sig Sanchez.
Absent: Council Members: Norman B. Goodrich and Wilford E.
Jordan.
The Mayor asks if all Councilmen have received copies of the
minutes of the regular monthly meetings of September 6th and Sept-
ember 19th, and the adjourned meeting of September 23, 1960. All
Councilmen answer in the affirmative. The Mayor now declares the
minutes of the regular monthly meetings of September 6th and Sept-
ember 19th, and the adjourned meeting of September 23, 1960 approved.
A letter is read from the Gilroy Elementary School District
requesting limited parking signs or bus loading zone on Hanna Street
at Jordan School. City Administrator Carr explains the bus parking
problem of the School District. Discussion is had on the matter.
The Mayor instructs City Administrator Carr and the Chief of Police
to meet with school authorities to see if the problem could be work-
ed out without the limited parking or unloading zone.
A letter is read from the Planning Commission recommending
that the final map of Sherwood Park, Unit No.4, be approved under
conditions set forth in their letter.
The City Engineer informs the Council that the map has been
corrected to meet the conditions required by the Commission.

Motion by Councilman Wentworth second by Councilman Petersen
and carried that the final map of Sherwood Park, Unit No.4 be
approved as recommended by the Planning Commission subject to
ordinances, resolutions and requirements of the City regarding
the development of land.
The City Attorney presents and reads Resolution No. 585.
Motion by Councilman Wentworth second by Councilman Petersen and
carried that Resolution No. 585 be adopted.

OF SHERWOOD PARK, UNIT NO.4, SUBDIVISION, UPON CERTAIN~CONDITIONS.

Mr. Jack De Bell asks City requirements on the bond for
Sherwood Park, Unit No.4.
A letter is read from City Engineer Hanna Jr. making recom-
mendations on the bond for installation of utilities and require-
ments in Sherwood Park, Unit No.4.
City Administrator Carr states that he would like separate
bonds for each subdivision.
Discussion is had.
City Engineer Hanna Jr. suggests that two bonds be issued,
one for Unit No. 3 and one for Unit No.4 and divide the amounts
by the number of lots.
The Mayor also suggests that sep~rate bonds be issued for
drainage for each Unit in Sherwood Park.
The Mayor states that the contract on Unit No.3, in Sher-
wood Park be changed from the City accepting cash to the City
accepting a bond instead.
The City Attorney is instructed to prepare the bonds.
The City Attorney presents and reads a proposed ordinance
to change direction of traffic in one way alleys in the central
business district. Motion by Councilman Pate second by Council-
man Rush that this ordinance be introduced and published by title
and summary. Motion carried by unanimous vote of the Council
present.
City Administrator Carr presents and reads a proposed ordi-
dinance aqopting the 1959 Edition of the Uniform Electrical Code.
Motion by Councilman Pate second by Councilman Petersen that
this ordinance be introduced and published by title and summary.
Motion carried by unanimous vote of the Council present.
The City Attorney presents a proposed ordinance adopting
the 1958 Edition of the Uniform Plumbing Code.
Motion by Councilman Wentworth second by Councilman Peter-
sen that the reading of the proposed ordinance be waived and
that it be introduced and published by title and summary. Mo-
tion carried by unanimous vote of the Council present.
The City Attorney presents and reads a proposed ordinance
providing for adopting the 1956 edition of the Fire Prevention
Code. Motion by Councilman Pate second by Councilman Wentworth
that this ordinance be introduced and published by title and
summary. Motion carried by unanimous vote of the Council pre-
sent.
The City Attorney presents Ordinance No. 63~, for adoption.
Motion by Councilman Petersen": second by Councilman Pate
that Ordinance No. 634 be adopted.

ORDINANCE NO. 635 OF THE CITY OF GILROY AUTHORIZING THE CITY OF
GILROY TO DECLARE NOXIOUS OR DANGEROUS WEEDS GROWING UPON THE
STREETS OR SIDEWALKS OR UPON PRIVATE PROPERTY IN THE CITY OF GIL-
ROY, TO BE A PUBLIC NUISANCE, CREATING A LIEN UPON THE PROPERTY
FRONTING UPON SUCH STREETS OR SIDEWALKS OR UPON WHICH SUCH NUISANCE
EXISTS FOR THE COST OF ABATING THE SAME, AND PROVIDING THAT SUCH
COST SHALL CONSTITUTE SPECIAL ASSESSr~NTS AND PROVIDING FOR THE
ENFORCEMENT AND COLLECTION OF SUCH SPECIAL ASSESSMENTS.

tion by Councilman Petersen second by Councilman Wentworth that

A RESOLUTION AMENDING SECTION 6 OF RESOLUTION NO. 509 ESTABLISH-
ING STANDARDS FOR THE SUBDIVISION OR DEVELOPMENT OF PROPERTY AND ..
DEFINING TYPE AND QUALITY OF THE PUBLIC SERVICE FACILITIES RE-
QUIRED, BY REQUIRING THAT THE PROPERTY DEVELOPER SHALL FURNISH AND ~
INSTALL WATER SERVICES IN SUBDIVISIONS AT NO COST TO THE CITY.

Director of Public Works Kludt gives a report on the stop
sign survey made by the California Automobile Association.
Discussion is had on the report.
Councilman Petersen states he thinks this is an excellent
survey.
The City Attorney is instructed to prepare an ordinance to
cover the stop sign changes as recommended by the California Auto-
mobile Association.
City Administrator Carr presents and reads proposed regulations
for dances at Wheeler Auditorium. City Administrator Carr requests
permission to try the regulations first before adopting a resolu-
tion. All Councilman agree to tryout the regulations before adop-
ting a resolution and glv~ City Administrator Carr permission to
do so.
Councilman Petersen asks if a soft drink stand has been in-
stalled at the Wheeler Auditorium lobby. City Administrator Carr ..
reports that he has not had any further requests for a soft drink
stand. ..
A letter from Director of Public Works Kludt is read recom-
mending that Jesus Ramirez and Silvio Dal Bon be advanced to the
next step in their salary range from ~325.00 to $341.00.
City Administrator Carr reports that he approves the recom-
mendation.
Motion by Councilman Pate second by Councilman Petersen and
carried that Jesus Ramirez and Silvio~Dal Bon be~advanced to the
next step in their salary range from ~325.00 to ~341.00.
A notice from the Southern Pacific Company is read notifying
the City of their intention to discontinue the Del Monte passenger
train. This matter is tabled.

A letter from the Division of Highways is read regarding the
City's request to restrict trucks to the inside lane on u. S. 101
through Gilroy.
Discussion is had and it is decided that there is nothing
the City can do on this matter.
Councilman Petersen asks about the progress on the proposed
freeway. City Engineer Hanna Jr. states that the Highway Commis-
sion are supposed to have a hearing this fall.
City Administrator Carr is instructed to write Mr. Sinclair
of the Division of Highways requesting information as to the
progress on the proposed freeway by-passing Gilroy.
Water samples taken by the Santa Clara County Health Depart-
ment on September 19th are read and are satisfactory.
Reports of the Building Inspector, Police Department, Pound-
master, and reports of receipts of City Officers are presented
and read. Motion by Councilman Pate secondlby Councilman Petersen
and carried that these reports be accepted as read.
Councilman Petersen commends Director of Public Works Kludt
for the excellent job he has performed on Miller Park improvements
and suggests that the citizens of Gilroy should know that we will
accept donations for additional playground equipment and that a
list of suggested equipment be placed on file at the City offices
for public reference.
The Mayor presents and reads letters of recognition to be
sent to the Four "H" Club for donating the picnic table, Mr. Herb
Sheldon for donating two rare redwood trees, and to Dr. Elmer J.
Chesbro for also donating redwood trees.
The Mayor states that the press should give these donors pub-
lic recognition.
The Mayor thanks City Administrator Carr for his excellent
job on his 1959-1960 report to the Council. He suggests that this
report be published in the local newspaper in order to inform the
public of the progress of the City of Gilroy under the new charter.
He states that this publication will cost approximately $290.00.
Motion by Councilman Petersen second by Councilman Wentworth
and carried that the 1959-1960 report of the City Administrator be
published in the local newspaper.
The Mayor reports that Councilman Goodrich informed him that
he had other committments and was unable to attend the Council
meeting tonight.
Director of Public Works Kludt requests permission to join
the American Association of Public Works and to transfer the dues
and membership costs from the travel and convention account of
the budget to the dues and membership account.
Motion by Councilman Pate second by Councilman Petersen that
the request be granted.
City Administrator Carr states that according to the charter
the budget cannot be changed without an amendment. He suggests
that these adjustments for "B" accounts be amended at the end of
the year and that the budget requests for transfers in the "R"
accounts be done without amending the budget until the end of the
year with City Administrator's approval as it is his duty to see
that each activity account does not exceed the budgeted amount.
Councilmen Pate and Petersen rescind their motion to transfer
budgeted money from the Director of Public Works travel and con-
ventions account to dues and membership account because it is
decided to' make one transfer at the end of the year for the "B"
accounts.
Assistant City Administrator Reinsch reports that he has
forms available for reimbursement of expenditures if any Council-
men should need them.
City Administrator Carr reports that he has received recom-
mendations from Chief of Police Laizure for improvement of the
police department and that he will send photostat copies of this
report to the Council for their study and discussion at a work
meeting to be scheduled at a later date.
City Administrator Carr reports that the plans and specifi-
cations for the Princevalle Storm Drain were on the agenda of the
Board of -Supervisors.
City Administrator Carr reports that the State of California
now requires five acres of land in order to build an armory. It

is suggested by the City Engineer that a letter be written on this
matter to the State National Guard. All Councilmen present agree.
City Administrator Carr says that he will also talk to Major
Wright and Charlie Gubser on this matter.
City Administrator Carr reports that he has received complaints
of dogs being in the play area of Miller Park. He suggests that a
"no dog's allowed in play area" sign be installed. Discussion is
had. No formal action is taken on this matter.

add carried that this Council meeting adjourn.
