This regular monthly meeting of the Council is called to order
His Honor Sig Sanchez.
Present: Council Members: Norman B. Goodrich, Wilford E. Jor-
dan, Carl W. Pate, Kenneth L. Petersen, and Sig Sanchez.
Absent: Council Members: Courtland M. Rush and Everett C.
Wentworth.
The Mayor calls on Mr. Floyd Emerson, District Superintendent
of Schools, who has requested to appear before the Council regard-
ing bus loading problems at Jordan School.
Mr. Emerson comes before the Council and states the problem
that the school is having regarding picking up transfer students
at their available bus loading space. He states that a white load-
ing zone eighty feet from the bus loading outlet would serve the
purpose.
Discussion is had on the matter.
Motion by Councilman Jordan second by Councilman Pate and car-
ried that an eighty foot white loading zone on Hanna Street be
granted on a trial basis to the Gilroy School District at Jordan
School, ~tarting from the bus loading outlet. It is also decided
that if,,, parking time limit signs are desired it will be up to the
School to furnish them.
Mr. Floyd Emerson thanks the Council for granting his request.
A letter from Hahn, Wise, and BarbeF is read notifying the
Council of completion of the Parking Report. A joint meeting of
the Council and the Off-Street Parking Committee is set for Nov-
ember 14th. The Mayor instructs City Administrator Carr to make
the necessary arrangements with Mr. Jim Pray, Chairman of this
committee.
Ordinance No. 636 is presented for adoption. Motion by Coun-
cilman Pate second by Councilman Jordan that Ordinance No. 636 be
adopted.

City Administrator Carr requests that a date be set for a
work meeting of the Council to study and discuss Chief of Police
Laizure's recommendations for improvement of the Police Department.
All Councilmen present agree to set October 31st as a work meeting
with Chief of Police Laizure.
An ordinance regulating trailer parks is presented. Discuss-
ion is had on the proposed four acre minimum requirement for trailer
parks. The Mayor instructs Director of Public Works Kludt to check
out the reason for the four acre requirement, which was taken from
a trailer park ordinance of another city, before introducing the
proposed trailer park ordinance.
A letter is read from the Division of Highways regarding the
scheduling of the steps for the adoption of a route for the South
County Freeway.
The Mayor instructs City Administrator Carr to write another
letter to the Division of Highways bringing to their attention the
proposal made at a Morgan Hill meeting that a hearing of the High-
way Commission would be scheduled for late October of 1960 and that
at this time the freeway route would be approved if there were no
protests. It is also suggested that copies of this letter be
sent to Bruce Allen and Jack Thompson.
Correspondence from Congressman Gubser and from Major NiRhol-
son is read in regard to land required for a National Guard Armory.
Discussion is had on the Federal requirement of five acres of land
for an armory.
The Mayor instructs City Administrator Carr to send a copy of
Major Nicholson's letter to Congressman Charles Gubser.

City Administrator Carr requests Council approval to advertise
bids for repainting the interior of the library and the interior
of Wheeler Auditorium because this project is expected to exceed
the $1,500.00 item budgeted. Motion by Councilman Pate second by
Councilman Petersen that City Administrator Carr be authorized to
advertise for bids to repaint the interior of the library and the
interior of Wheeler Auditorium, both jobs to be included in one
bid.
City Administrator Carr requests Council authorization to
pay Hirasaki Farms $2,500.00 for land as per agreement.
Discussion is had on the matter. .
Motion by Councilman Pate second by Councilman Jordan and
carried that City Administrator Carr be authorized to negotiate
with Hirasaki Farms and to pay the Title Company $2,500.00 if
everything is in accord with the payment to be m~de by County
Flood Control.
Resolution No. 587 is presented and read by City Administra-
tor Carr. Motion by Councilman Jordan second by Councilman Good-
rich that Resolution No. 587 be adopted.

RESOLUTION NO. 587
RESOLUTION ACCEPTING CONVEYANCE OF REAL PROPERTY FROM HOWSON'S
INCORPORATED FOR NORTHERLY EXTENSION OF CHURCH STREET.

Discussion is had on the agreement between the City of Gil-
roy and Howsons' Inc. negotiated in 1954. City Administrator -Carr
is instructed to check with the State to find out if they have a
copy of this agreement.
A letter from Mr. E. J. Valencia is read congratulating the
Council and Planning Commission on street planning. ..
The Mayor urges all Councilmen to attend the hearing of the
Planning Commission on October 20th concerning the plan, Nestor ..
Barrett, Planning Consultant, has worked out with the Planning
Commission on the traffic study.
Director of Public Works Kludt reports that the protection
against erosion at the Sewer Farm Bridge will be taken care of
by the County.
Discussion is had.
City Engineer Hanna Jr. reports that a year ago the Chamber
of Commerce asked what might be done about an airport in this
area. He states that he recently observed large executive type
airports in Texas and Oklahoma and thinks that an airport of this
type would help the growth of the City if the South County loca-
ted an airport near the proposed freeway and a good motel site.
Discussion is had on this matter.
Purchasing Agent Reinsch requests permission to examine
different makes of portable dewatering pumps by demonstrations
from the companies handling them rather than advertising for bids.
Discussion is had.
Purchasing Agent Reinsch is requested to proceed with ar-
rangeing demonstration of portable dewatering pumps and that be-
fore purchasing, that bids be invited for the pump reguired.
Assistant Administrator Reinsch reports that a $3,000.00 item
in Account 40C4 of the budget was listed in the budget but omitted
in the totals, and requests that the item be added to the budget. J

ried that the $3,000.00 be added to account 40C4 of the budget.
The City Attorney presents a proposed ordinance providing
intersections and other places in the City at which vehicles must
stop. Director of Public Works Kludt is fnstructed to review the
proposed ordinance to find out if the changes are in accord with
the survey made by the California Automobile Association.
Motion by Councilman Goodrich second by Councilman Jordan
and carried that the reading of the proposed ordinance be waived
and that it be introduced and published by title and summary. Mo-
tion carried by unanimous vote of the Council present.
City Administrator Carr reports that there will be an Inter
City Council Meeting in Mt.View on November 3rd at 7:30 p.m.
Motion by Councilman Pate second by Councilman Goodrich and
