This regular monthly meeting of the City Council is called to
order by His Honor Sig Sanchez.
Present: Council Members: Wilford E. Jordan, Carl W. Pate,
Kenneth L. Petersen, Courtland M. Rush, Everett C. Wentworth, and Sig
Sanchez.
Absent: Council Members: Norman B. Goodrich.
The Mayor asks if all Councilmen have received copies of the'
minutes of the regular monthly meetings of February 6th and February 20th,
and the regular adjourned meeting of February 9, 1961. All Councilmen ans-
wer in the affirmative. The Mayor now asks if there are any errors or omis-
sions in the minutes as presented. No errors or omissions are noted. The
Mayor now declares the minutes of the regular monthly meetings of February
6th and February 20th, and the regular adjourned meeting of February 9,
1961 approved.
The Mayor states that this is the time and place for opening of
bids for refinishing the floor In the Wheeler Auditorium.
Purchasing Agent Reinsch opens the bid from M. D. Strawn from
Watsonville in the amount of $920.00.
Motion b~ Councilman Wentworth second by Councilman Pate and car-
ried that M. B. Strawn be awarded the bid in the amount of $920.00 for re-
finlshing the floor at the Wheeler Auditorium.
The Mayor asks for the opening of bids for the window coverings at
the Library.
Purchasing Agent Reinsch opens the bids and they read as follows:
1. Friesen Upholstery and Drapery Shop - $746.00, 2. Simmon's Home Fur-
nishers - $469.12.
The low bid is referred to the City Attorney for approval.
Motion by Councilman Pate second by Councilman Jordan and carried
that the bid of Simmon's Home Furnishers in the amount of $469.12 be allow-
ed on approval of the City Attorney.
The Mayor states that this is the time and plac~ for the hearing
on the Drainage Element of the General Plan. The Mayor asks if anyone in

the audience wishes to speak for or against the proposal. There is no com-
ment.

The Mayor Qsks for the report of the Planning Commisshon.
City Administrator Carr states that a work sheet is before all Coun-
cil members on the Capital Outlay Program as submitted by the Planning
Commission. .
The Mayor suggests that the .council set a date for a work meeting
with the Planning Commission for further discussion on the Capital 'Outlay
Program. City, Administrator sets Aprr11 Oth for th is work meeting. . A 1'1

City Administrator Carr reporits that the:Council hQve before them
a copy of the Planning Commission's report on the Off-Street Parking ard~
inance. He states that Ed Peterman, ,Member. oJ the Plann,lng €ommission, is
present to discuss this report with the Council.
Mr. Peterman comes forward and reviews and explains the Planning
Commission report.
The Mayor suggests that this r~port be.held for further study by the
Counci 1 and referred back to the Pl:a,nning Commissi on lat a Ja,ter date.
City Administrator Carr reads the report of the, Planning Commission
concerning the tentative map of Eschenburg Park, Unit NQ. 4. No action is
necessary at this time.
City Administrator Carr presents a proposed business license ordin-
ance. He also brings to the Council IS attention typographical errors noted
in the copies of this proposed ordinance, that were mailed to all Council
Members. Motion by Councilman Pate second by Councilman Jordan and car-
ried that the ordinance be introduced, the reading waived, and that it be
published by title and summary. Motion carried by unanimous vote of the
Counc i) present.
City Administrator Carr presents a proposed ordinance regulating
solicitors. Discussion is had.
Motion by Counci Iman Wentworth second by Councilman Petersen .and
carried that the ordinance be introduced, the reading waived, and p~blished
by title and summary. Motion carried by unanimous vote of the Council
present.
City Administrator Carr presents a proposed Ordinance providing rules
and regulations for private patrol service. Discussion is had. It is unan-
imously decided to change the insurance requirement to $50,000.00 and $100,
000.00. Motion by Councilman Pate second by Councilman Petersen and carried
that the ordinance be introduced, the reading waived, and that. Lt be pub-
lished by title and summary. Motion carried by unanimous vote of the Coun-
cil present.
City Administrator Carr presents Ordinance No. 645 for adoption.
Motion by Councilman Peter~en second by Counc ilman Jordan that Ordinance No.

A letter is read from Congressman Gubser regarding the National Guard
armory site.
The Mayor instructs City Administrator Carr to write a letter to Con-
gressman Gubser thanking him for his efforts.
City Administrator Carr presents a deed from Bonanza Corporation for
acceptance. The City Attorney prepares a resolution for its acceptance.
Discussion Is had on the matter of the Council setting plan lines on
Tenth Street.
City Administrator Carr requests appointment of the precinct officers

and designation of polling places by the Council for the General Municipal
Election of April II, 1961. The proposed officers and polling ~laces are
read. .Motion, by Councilman Petersen second by Councilman Wentworth and
carried that the precinct officers as read be appointed for the General
Municipal Election of April 11, 1961, and that Notice of Election, Election
Officers and Polling Places, as follows, be published in the Gilroy Evening
Dispatch on March 15, 1961:

A letter is read from the Air Pollution District requesting the Cou~
cil to adopt a policy of compliance with air pollution control regulations.
Motion by Councilman Pate second by Councilman Jordan and carried that this
request be tabled.
City Administrator Carr states that all Council members have a copy
of the progress report on projects completed or under way during the month
of February.
Purchasing Agent Reinsch reports that the opening of bids for two
new pol ice cars wi 11 be on the agenda at the Apri 1 3, 1961 Counci 1 Meeting.
Reports of receipts of City Officers are presented and read.
The reports of the Police Department, Poundmaster, and Building In-
spector are submitted to each Council member.
Motion by Councilman Rush second by Councilman :Wentworth and carried
that all reports be accepted as read and submitted.
Councilman Wentworth reports that there are three electrolier lamps
out on Monterey Street. City Administrator Carr reports that it has been a
policy in the past to change all of the lamps at one time however, since
this project Is not scheduled until the next fiscal year the three lamps
that are out of order will be replaced at this time.
City Administrator states that the Council will be meeting on the
regular meeting of April 17, 1961, and again on April 18, 1961, to canvass
the votes of the April 11th General Municipal Election.
The Mayor states that he has received a request from the Catholic
Ladies Aids Society to use the jury room at the Old City Hall for storing
used clothing fo~ destitute familLes.
Motion by Councilman Pate second by Counci lman Wentworth and carried
that City Administrator Carr be authorized to make the necessary arrange-
ments with the Catholic Ladies Aids Society to use the jury room at the Old
City Hall for storage of old clothing.
Discussion is had on the. matter of the Welfare Department closing
their Gilroy office.

City Engineer Hanna Jr. reports that he has not received a proposal
from the Division of Highways for a drainage structure on Monterey Street. Mr.
Hanna Jr. explaIns the drainage structure problem in brief.
City Engineer Hanna Jr. requests authorization to engi,neer the entire
sewer plan for the City. Discussion is had and no action taken.

that this Council meeting adjourn.
