This regular monthly meeting of the City Council is called to order by i
His Honor Sig Sanchez. I
Present: Council Members: Norman B. Goodrich, Wilford E. Jordan, Ken-
neth L. Petersen, Charles F. Quartlroll, Everett C. Wentworth, and Sig Sanchez.
Absent: Council Member: George T. Duffin. :
A petition is read from residents on Filice' Drive and Miller Avenue r~
questing grading and resurfacing of the alley bounded by Filice Drive and Miller
Avenue.
Discussion is had.
Councilman Duffin enters and takes his seat at the Council table.
Director of Public Works Kludt reports that there are funds available
in the budget under equipment rental. He states that this project Is necessary.
Motion by Councilman Jordan second by Councilman Wentworth and carried
that Director of Public Works Kludt be authorized to grade and surface the alley
bounded by Fi lice Drive and Miller Avenue. .

The report of the Planning Commission is read notifying the Council of
the public Hearing on zoning Castlewood Park Unit No.4; that the public hear-
ing on the official plan lines for Miiler Slough were discontinued; that Mr.
Nestor Barrett favors Ninth Street for the Interchange location on the free-
way and he recommends that a 6,000 square foot minimum be included in the
zoning ordinance; and that a Sub-Committee of the Planning Commission will work
with the Recreation Commission on future park sites.
Secretary of the Planning Commission Kludt reports that their will be a
public hearing on August 3rd for establishing an "SII zone In certain districts.
Discussion is had on the report of the Planning Commission.
Assistant City Administrator Reinsch presents Ordinance No. 656 for
adoption. Motion by Councilman Goodrich second by Councilman Wentworth that
Ordinance No, 656 be adopted.

AN ORDINANCE OF THE CITY OF GILROY REPEALING SECTION 5.4 AND AMENDING SECTIONS
5.6, 5.7, 5.9, 5.10, AND 5.U OF THE GILROY CITY CODE PERTAINING TO THE REGIS-
TRATION, REGULATION AND LICENSING OF BICYCLES.
PASSED AND ADOPTED this 17th day of July, 1961 by the following vote:

The City Attorney presents a proposed ordinance controlling the height
of hedges and other obstructions at intersections. Copies of this ordinance
are given to each Council member.
Discussion is had. The City Attorney reads the proposed ordinance.
Motion by Councilman Goodrich second by Councilman Jordan and carried
that the proposed ordinance controlling the height of hedges be introduced
and published by title and summary.
The City Attorney presents a proposed ordinance requiring property
owners to install, 'maintain, and repair curbs, gutters, and sidewalks. Copies
of the proposed ordinance are given to each Council Member. Motion by Coun-
cilman Duffin'second by Councilman Wentworth and carried that the proposed
ordinance pertaining to curbs, gutters, and sidewalks be introduced, the
reading waived and published by title and summary.
A letter is read from Chief of Police Laizure recommending advancement
for Police Cadets White, Meeks, and Charvez Jr. to the next step in their
hourly wage range, from $1.47 to $1.55 per hour.
Motion by Councilman Jordan second by Councilman ijuartiroli and carried
that Po'lice Cadets White, Meeks, 'and Charvez Jr. be advanced to the next step
In their hourly wage range from $1.47 to $1.55 to be effective August I, 1961.
Counci lman Goodrich reports that he has had an occasion to call the Police
Department and commends the Cadets for thei r efficient manner in handl ing a
particular situation.
A letter is read from Director of Public Works Kludt recommending that
Refugio Ramirez be advanced to the next step in his hourly wage range from
$1.97 to $2.06. Motion by Councilman Go'odrich second 'by Counci lman Jordan:

wage range from $1.97 to $2.06 to be effective August 1,1961.
A letter is read from the Santa Clara County Hospital Commission regard-
ing ,the appointment of three members of the Council to a Hospital Liaison
Committee.
The Mayor instructs Assistant City Administrator Reinsch to write Mr.
Olson to determine if this committee can consist of citizens or if it is
strictly reserved to Council members.
A letter is read from the County Department of Public Works regarding
the site and building to house the Gilroy Judicial Court confirming results
of the meeting that the Mayor and Assistant City Administrator Reinsch had
with County representative, Mr. Miller.
The Mayor suggests that he and City Administrator discuss this matter
further with County Executive Howard Campen.
Water samples taken by the Sant~ Clara County Health Department are
read and are satisfactory.
Director of Publ ic Works Kludt reports that the wells are maintaining
their normal drop.
Councilman Wentworth suggests that the City discontinue washing of
Monterey Street during this water shortage.
Discussion is had.
Councilman Wentworth also suggests that the City flush hydrants once a
year Instead of twice a year during this water shortage period. Director of
Public Works Kludt states that the City flushed the hydrants in April and

do not intend to do this project in the near future.
Councilman Wentworth reports that he was requested by Mr. Masaru
Kunimura to determine if the City would close Alexander Street from the
Conrotto Trucking Company entrance to Banes Lane for the Japanese annual
festival.
The Mayor states that a formal request is not necessary since the
City has cooperated with the Japanese Association for the Japanese festival
in the past.
Discussion is had concerning washing of Monterey Street.
The Mayor instructs Director of Publ ic Works Kludt to determine the
amount of water used each week in washing Monterey Street and to report back
to the Council on his findings.
Mrs. Phoebe Christopherson, of Chris' Fine Foods, addresses the
Council and asks about her rights as an American at her place of business.
She informs the Council that since pickets were established in front of her
establishment, the place has been constantly invaded and harassed by uniden-
tified persons creating acts of vandalism and threatening her employees. Mrs.
Christopherson informed the Council that when the police are called no arrest
is made.
Chief of Police Laizure states that officers are in no position to
make an arrest, unless they witness the acts or unless someone makes a citi-
zen's arrest. He states that evidence is necessary to make any charges hold
and the complaint must be filed and reviewed by the District Attorney's Office.
He states that when a complaint is signed and a warrant issued an arrest will
be made by his department.
Mr. August Sommerfeld, representing the Cal ifornia Restaurant Associa-
tion, addresses the Counci I and states that Chief of Police Lalzure has been
extremely cooperative and helpful in this case. He explains the situation
between the restaurants involved and the Union. He suggests that the Council
adopt an ordinance to define the purpose of picketing.
The Council agree that they will not enter into an area of labor
dispute, but indicate that where there is a violation of the law the police
department will act accordingly.
The Mayor suggests that Mrs. Christopherson meet with Chief of Police
Laizure to see what can be done in a cooperative manner to aid this situation.
Councilman Duffin compliments the Department of Public Works for
painting the cross-walks at the yield of right-of-way intersections.
Chief of Police Laizure reports that the State of California has
been requested to paint the crosswalks at the intersections at Fourth and
at Lewis Streets on Monterey Street and at Fffth Street on Monterey Street
where accidents are most frequent, however he states that this request is
still under consideration and does not believe that the State will grant this
request.
Councilman Jordan suggests that it be noted in the minutes that
Councilmen Goodrich and Petersen were the first Council members to arrive at
this meeting and that the Mayor was five minutes late.
The Mayor reports that the two cemeteries will now be taxed for the
unused crypts at the Masoleum.
Since this recent annexation cannot be removed from the tax rolls
this year the "Mayor asks the City Attorney if the City can legally refund this
assessment to the Masons and I.O.O.F. Cemetery and the St.Mary's Cemetery.
The City Attorney states that this tax can legally be refunded but that this
property should be removed from the tax rolls next year.
Discussion is had.
Motion by Councilman Jordan second by Councilman Petersen and car-
ried that any taxes collected by the County for unused crypts at the Gilroy
Masoleum be refunded to both cemeteries.
The Mayor suggests that warning notices be placed on vehicles parked
in the residential areas if they are blocking the way of the Street Sweeper
because if the streets are not swept It creates an unsitely appearance in
these areas. It Is thought that newspaper publicity might aid the situation
by bringing this matter to the attention of the citizens who neglect to re-
move their vehicles when the sweeper passes through these areas.
The Mayor states that there will be a League of California Cities
dinner meeting in San Mateo on July 27, 1961.
The Mayor comments that the annual report of the Police Department
as submitted by Chief of Police Laizure is probably the first detailed report
that has been received from this department and states that after reviewing
the report the Council will comment on Its content.
Motion by Councilman Wentworth second by Councilman Goodrich and
carried that this Council meeting adjourn.
