This regular monthly meeting of the City Council IS,called to order
by His Honor Slg Sanchez.
Present: Council Members: George T. Ouffln, Wilford E. Jordan,:Ken-
neth L. Petersen, Charles F. Quartlroli, Everett C. Wentworth, arid Sig Sanchez.
Absent: Council Member: Norman B. Goodrich.
The Mayor states that this is the time and place for the public hear-
ing on zoning Castlewood park Annexation No.3 add asks if anyone in the au~
ience wishes to speak for or against the proposal. There Is no comment.
The City Attorney presents and reads a proposed ordinance on the zon-
Ing of Castlewood Park Annexation No.3.
Councilman Goodrich enters and takes his seat at the-Council table.
Motion by Councilman Duffin second by Councilman Wentworth and carried
that the ordinance be Introduced and that it be published by title and summary.
Motion carried by unanimous vote of the Council present.
The Mayor states that this is the time and place for the public hear-
Ing on amending the zoning ordinance to Include an 11511 Zone.
The City AttorBey presents a proposed ordinance amending the zoning
ordinance to include an "S" Zone.

proposed ordinance be introduced,the reading waived, and that it be published
by title and summary. Motion carried by unanimous vote of the Council present.
A letter is read from Mr. and Mrs. L. G. Edwards requesting approval
to relocate the Pacheco Pass Motel neon sign from 63 South Monterey Street to
107 South Monterey Street. Discussion Is had.
Motion by Councilman Goodrich second by Councilman Wentworth and car-
ried that Mr. and Mrs. L. G. Edwards be allowed to relocate the Pacheco Pass
Motel neon sign as requested.
A letter Is read from Mr. Richard Shrun requesting permission to oper-
ate live pony rides at property located on First and Monterey Streets. The

Mayor calls on Mr. Shrun to explain his request. . Mr. Shrun addresses the
Council and informs them concerning the operation of his live pony ride
business.
Discussion is had.
Motion by Councilman Petersen second by Councilman Wentworth and
carried that Mr. Shrun be allowed to operate a live pony ride business on
the First and Monterey Street lot for a license fee of $25.00 per fiscal
year providing that this business does not prove to be a publ ic nuisance and
the neighborhood does not complain about It being a nuisance, and that should
this prove to be the situation that the license will be revoked.
A letter is presented from the National Cystic Fibrosis Research Found-
ation rFquesting to solicit funds In the City.
elty Administrator Carr reports that he usually handles these requests
for solicitation of funds, however, this particular request was received when
he was on vacation. The Mayor states there is no action necessary and: he in-
structs City Administrator Carr to handle this request.
A letter is read from Mr. Rowley Thomas concerning height of hedges
and other obstructions at intersections.
Ordinance No. 658 is presented. Discussion is had. Motion by Council-
man Duffin second by Councilman Goodrich that Ordinance No. 658 be adopted.

The City Attorney presents an agreement between the City of Gilroy and
Mr. and Mrs. Sydney Johnson for purchase of a recreation site. Discussion is
had. No action is necessary since authorization to enter into an agreement
for this particular site was given at the last Council meeting.
City Engineer Hanna Jr. presents, reads, and explains his report on the
prpposed east outfall sanitary sewer line. Discussion Is had.
Motion by Councilman Duffin second by Councilman Wentworth and carried
that the City Engineer be authorized to advertise for bids with two alternates
for the proposed east outfall sanitary sewer line.
City Administrator Carr reports that he would like to obtain all the
necessary easements before th is proj ect is put out for bid.,
The Mayor instructs the City >Engineer to prepare the necessary maps
and states that he will obtain the easements.
City tEngineer Hanna Jr. presents his specification for the proposed
extension of the Ninth Street Sewer line and suggests that this be Included
as a third alternate with the proposed East Outfall San.ltary Sewer Line bid.
Discussion is had.
Motion by Councilman Goodrich second by Councilman Jordan and carried
that the City Engineer be authorized to include the proposed Ninth Street
Sewer line as Alternate No.3 in the East Outfall Sewer I ine bid.
The Ci ty Attorney reports that the Ci ty does not have any deeds for
the alley between Eighth and Ninth Streets and Rosanna and Hanna Streets.
City Administrator Carr reports that one property owner wishes to grant
a deed to the City for an alley but suggests that easements be obtained from
all property owners concerned.
Councilman Petersen suggests that easements be obtained also for the
all ey between First and Second Streets and Monter:ey and lEi gl eberry S,treets.
The Mayor Instructs City Administrator Carr to Investigate the matter
of obtaining easements for both alleys.
Discussion is had concerning the proposed tax rate for the current
1961-1962 fiscal year.
City Administrator Carr presents and reads Ordinance No. 659~ Motion
by Councilman Goodrich second by Councilman Quartiroli that Ordinance No.
659 be adopted.

City Administrator Carr approves Chief Laizure's recommendation.
Motion by Councilman Jordan second by Councilman Wentworth and carried
that Frank Biafore be advanced to the next step in his salary range from
$395.00.to $415.00 to be effective September I, 1961.
City Administrator Carr presents and reads Resolution No. 635. Motion
by Councilman Goodrich second by Councilman Jordan that Resolution No. 635
be adopted.
RESOLUTION NO. 635
RESOLUTI ON OF THE COUNC I L OF THE CITY OF GILROY ADQPTED I N MEMORY OF ROBERT
CORONADO LEON OF THE PUBLIC WORKS DEPARTMENT.
WHEREAS, Robert Coronado Leon was fatally Injured while performing his
duties as an .employee of the Publ ic Works Department on the eleventh day of
August, 1961, at the age of thirty-one years; and
WHEREAS, said Robert Leon served in that Department as a Laborer from
June 19, 1961, and
WHEREAS, while serving in that Department he performed his duties with
skill, diligence and great understanding; and
WHEREAS, the said Robert Leon served his country as a member of the
United States army from March to August 1952, being honorably dIscharged;
and
WHEREAS, the Council believes the passing of one of Its employees who
has served both the City and his country should not be permitted to go un-
not iced but mer its a perpetua 1 memor I a 1 in the records of th is city;
NOW, THEREFORE, BE IT RESOLVED that by.the death of Robert Coronado
Leon the City of Gilroy has lost a valued employee and citizen who will be
sorely missed by his fellow employees and his friends and acquaintances;
BE IT FURTHER RESOLVED that this Resolution be entered upon the minutes
of this session of the Council, that a copy thereof be delivered to the sur-
viving wife and family of the said Robert Coronado Leon to whom the Council,
in behalf of itself and the citizens of Gilroy, express their deep soprow and
sympathy.

The Mayor recommends that a check be given to Mrs. Robert Leon equiva-
lent to one month's salary.
Motion by Councilman Wentworth second by Councilman Quartlroli that one
month's salary be given to Mrs. Robert Leon.
A letter of appreciation Is read from Patricia Baker.
Water samples taken by the County Health Department are presented and
read. All samples are satisfactory.
City Administrator Carr presents and reads a letter from City Lfbrarlan,

Marjorie Grodhaus accompanied by the annual report of the Library. Copies of
this report are submitted to each Counci I member;;
Councilman Wentworth requests that he be excused from this meeting.
The Mayor excuses Councilman Wentworth.
Discussion is had concerning the recent change In the municipal business
II cense fees.
Discussion Is had concerning city vehicles not having adequate warning
devices when doing maintenance on Momterey Street.
Councilman Duffin commends those persons responsible for oiling the
Council chairs and installing the foot-rest.
Councilman Goodrich req~ests more than once a week sweeping of First
Street since it is a business district.
The Mayor suggests that the downtown merchants dispose of their own
sidewalk trash instead of sweeping it onto Monterey Street after the Sweeper
has already swept the main street and requests that the Chamber of Commerce
contact the local merchants regarding this matter.
The City Attorney presents and reads Resolution No. 636. Motion by
Councilman Duffin second by Councilman Goodrich that Resolution No. 636 be
adopted.

Secretary of the Chamber of Commerce, Mr. Roy Westphal Inger addresses
the Council and thanks them for their support in the Chamber's membership
drive and for lowering the tax rate.
