This regular monthly meeting of the City Council is called to order
by His Honor Sig Sanchez.
Present: Council Members: George T. Duffin, Norman B. Goodrich,
Wilford E. Jordan, Kennth L. Petersen, Charles F. Quartlroli, Everett C.
Wentworth and Sig Sanches.
The Mayor asks if all Councilmen have received copies of the
Special meeting of August 1st and the regular meetings of August 7th
and 21, 1961. All Councilmen present answer In the affirmative.
The Mayor now asks if there are any errors or ommissions In the
minutes as presented. No errors or ommissions are noted. The Mayor
now declares the minutes of the Special meeting of August 1st and
regular meetings of August 7th and 21st approved.
The Mayor states that the petition for annexation of property on
South Monterey Highway cannot be considered at this time. The description
of the proposed annexation did not include Monterey Highway and the
petition would be considered at the next meeting.
City Administrator Carr reads request from Stokely Van Camp Co.
to renew lease on 3 acres at the Sewer Farm.
Discussion Is had.
Motion by Councilman Quartlroll second by Councilman Duffin and
carried the City Administrator be instructed to notify Stokely Van Camp
their lease on three acres of Sewer Farm Property will be renewed and
rent will be increased to $100 per acre per year.

protesting use of a driveway on forest Street by the Filice and Perrelli Canning
Co. Don Martin and RQbert Tt'emblay are spoKesman for thegroup'of petitioners.
Discussion is had. Mayor states nothing can be settled without a meeting with
the Cannery peopl.e. The City Adminisjtrator is asked to arrange a meeting other
than Council*s regular meeting night to which the press is inv~ted.

Motion by Councilman Goodrich second by Councilman Duffin that Ordinance
661 be adopted.

ORDINANCE OF THE CITY OF GILROY AMENDING ORDINANCE NO. 442 (ZONING ORDINANCE)
BY PROVIDING FOR THE CREATION OF SUPPLEMENTARY OR COMBINED DISTRICTS FOR THE
PURPOSE OF ESTABLISHING REGULATIONS FOR SITE CONTROL, PARKtNG;ANDOTHER
DEVELOPMENT REQUIREMENTS IN CERTAIN AREAS OF THE CITY OF GILROY, IN ADDITION
TO ZON I NG REGULATI ONS ALREADY APPLI CABLE TO SUCH AREAS, TO BE KNOWN AS 115"
DISTRICTS, AND PROVIDING FOR PARKING REGULATIONS IN IIA" AND "EII DISTRICTS.

City Administrator Carr reads the recommendation of ,the City Engineer
for a progress payment to Bilardi Construction Company. Motion by Counci lman
Jordan second by Councilman Quartiroli that a progress payment of $34,500.25
be made to Bilardi Construction Company. Motion carried by unanimous vote
of the Council.
City Administrator Carr presents and reads a proposed ordinance amend-
ing Sections 21 .IOb, 21.32, 21.66, 21.107 and repealing Sections 21.108 and
21.109 of the Gilroy City Code pertaining to regulations for the subdivision
of land. Director of Public Works Kludt explains Section 21 .10b is being
amended due to a typographical error. Motion by Councilman Peterson second
by Councilman Duffin and carried that the ordinance be introduced, and that
it be published by title and summary.
Director of Public Works requests authorization to advertise for bids
for reconstruction work on Princevalle Street from Fifth Street to Sixth Street,
and on the alley in back of Oak Court and for realignment of Wayland Lane.
Motion by Counci Iman Goodrich second by Councilman Wentworth and carried that
authorization be given to advertise for bids for reconstruction work on Prince-
valle Street, and on the alley in back of Oak' C6urt, and for realignment of
Wayland Lane. Date for opening of bids is set for September 18, 1961.
City Administrator Carr reads a letter from Contractors and Homebuilders
Association urging adoption of the 1961 Plumbing Code. Director of Public
Works states that he has never seen a copy of the 1961 Code. The Mayor states
a copy should be secured before taking action. Discussion is had. No action
is taken at this time.
A letter is read from W~ J. Thomas commending the Gilroy Police Depart-
ment for assistance given.
Water samples taken by Santa Clara County Health Department are read
and are satisfactory.
Reports on projects completed or underway during month of August and
anticipated to begin in September, are submitted to each Councilman.
The reports of Police Department, Poundmaster, and Building Inspector
are submitted to each Counci Iman.
Reports of receipts of City Officers are presented and read.
Motion by Council~an Petersen second by Councilman Wentworth and carried
that all reports be accepted as read and submitted.
A letter from Central Labor Counci I A. F. of L., requesting observance
by proclamation of Union Label Week is read by Mayor Sanchez. Motion by

Councilman Wentworth second by touncilman Quartiroli and carried to give recog-
nition to Union Label Week.
Mayor Sanchez announces Thursday September 14th is Gilroy Day at the Santa
Clara County Fair. Councilman Petersen is to represent Mayor Sanchez as he is
unable to attend. Councilmen Quartiroli and Jordan state they will attend the
Fair also on Thursday September 14, 1961.
Chief of Police Laizure reports on the new Police Department neon sign on
Monterey and Sixth Streets to direct attention to location of the station.
Councilman Petersen brings up a complaint of parking of big trucks on Mon~
erey Street across from Douglas Oil Station. He states trucks block the view to
the north when going out onto Monterey Street from Tenth Street. These trucks
are legally parked. Councilman Wentworth and Councilman Quartiroli state that
another bad spot is Monterey and Leavesley by the small park. Councilman Peter-
sen recommends action to correct this problem. Mayor Sanchez would like to see
the projection of the center strip on Tenth and Monterey Streets shortened.
Director of Public Works states this project would have to be done by t8e City.
Director of Public Works informs the Council that the State has been approached
on the subject and they informed the City that this project would have to be
done by the City.
Sydney Johnson states the Code reads, lithe City Administrator can place
Ino parking' signs where he deems there is a public hazard.'1 The City Adminis-
trator would have to make an Investigation to determine where these hazards are.
Motion by Councilman Duffin second by Councilman Wentworth and carried that
this Council meeting adjourn.
