Present: Council Members: George T. Duffin, Norman B. Goodrich, Wilford E. Jordan, Kenneth L. Petersen, Charles F. Quartl roll, Everett C. Wentworth, and Slg Sanchez. The Mayor asks If all Councilmen have received copies of the regular meetings of October 2nd and October 16, 1961. All Councilmen answer in the af- firmative. The Mayor now asks If there are any errors or omissions in the minutes as presented. No errors or omissions are noted. The Mayor now declares the minutes of the regular meetings of October 2nd and October 16, 1961, approved. The Mayor states that this is the time and place for opening of bids for construction of the Nottheast Sanitary Outfall Sewer Line. Director of Public Works Kludt opens the bids, a copy of which is on record and placed on file in the Office of the City Clerk, 10 South Rosanna Street, Gilroy, California. City Engineer Hanna Jr. recommends that the bids of Bilardi Construction and Granite Construction Company be held for Council decision on which alternate they are going to select. Motion by Councilman Duffin second by Councilman Goodrich and carried that the two lowest bids be held 'for official awarding at a Special Council meeting on Wednesday, November 8, 1961 at 12:00 noon. The Mayor thanks the bidders for participating In this project. The Mayor states that this Is the time and place for opening of bids for a salvage and rescue truck for the Fire Department. Purchasing Agent Reinsch reports that he has received only one bid for this truck, from Bill "Boyle Ford Sales and Service. He opens the bid and it is for $2,070.00. He states that $2,200.00 was budgeted for this vehicle. q 1-. (-) " , i) ~. i.. ~ Motion by Councilman Goodrich second by Councilman Wentworth and carried that the bid from Bill Boyle Ford Sales and Service for a 3/4 ton vehicle be awarded in the amount of $2,070.00 subject to approval of the City Attorney. The Mayor instructs the City Attorney to checK the bid. The Mayor states that this is the time and place for the public hearing on the amendment to the circulation element of the General Plan to reroute an 86 foot street, from Tenth and Church Streets, diagonally to Monterey, and thence easterly on Ninth Street to Pacheco Pass. The Mayor asks If anyone In the audience wishes to speak for or against this proposal. There is no comment. Discussion is had by the Council. The Mayor intoduces and welcomes Mayor and Mrs. Christopher of San Fran- cisco who have just entered this meeting. Mayor Christopher addresses the Coun- ~ cil and explains that he only intends to stay for a few minutes. The discussion on the proposed amendment to the circulation element of ~ the General Plan continues. The City Attorney presents and reads Resolution No. 653. Motion by Coun- cilman Duffin second by Councilman Petersen that Resolution No. 653 be adopted. RESOLUTION NO. 653 RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY APPROVING AMENDMENT TO THE CIR- CULATION ELEMENT OF THE GENERAL PLAN REROUTING A PORTION OF A 86 FOOT THOROUGH- FARE RUNNING FROM THE MESA ROAD TO TENTH STREET AND DOWN TENTH STREET TO MONTEREY STREET AND THENCE OVER A EASTERLY PROLONGATION OF TENTH STREET TO PACHECO PASS ROAD, SO THAT SAID THOROUGHFARE FROM TENTH AND CHURCH STREETS WILL EXTEND DIA- GONALLY TO THE INTERSECTION OF NINTH AND MONTEREY STREETS AND THENCE OVER NINTH STREET IN AN EASTERLY DIRECTION TO ITS INTERSECTION AT THE PACHECO PASS ROAD. Discussion is had on "$" Zones. Motion by Councilman Petersen second by Councilman Goodrich and carried that a publ ic hearing before the Counci I on establ ishment of "S" Zones be set for November 20, 1961. A letter from Nestor Barrett is read clarifying his services in the preparation of a new Zoning Ordinance. Discussion is had. City Administrator Carr presents and reads Resolution No. 654. Motion by Councilman Goodrich second by Councilman Petersen that Resolution No. 654 be adopted. ~ I U RESOLUTION NO. 654 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY REQUESTING THE STATE DEPARTMENT OF FINANCE TO PROVIDE PLANNING ASSISTANCE UNDER AUTHORITY OF CHAPTER 1641, STATUTES OF 1959, WITH SUCH FINANCIAL ASSISTANCE AS MAY BE PROVIDED BY THE URBAN RENEWAL ADMINISTRATION, UNDER AUTHORITY OF SECTION 701 OF THE HOUSING ACT OF 1954, AS AMENDED (PU~LIC LAWS 860, 83rd CONGRESS). City Administrator Carr leaves the Council room to obtain the letter. The City Attorney presents and reads Resolution No. 655. Discussion is had. Motion by Councilman Duffin second by Councilman Quartiroii and carried that Personnel Director Reinsch be authorized to extend the examination date for Building Inspector, readvertise for applications, and change the salary range from 21 to 24. City Administrator Carr explains the changes made by the County in the agreement for joint City-County parking facilities for the Justice Court. The Council has no objections to these changes. The City Attorney presents a proposed ordinance repealing and amend- ing certain sections of the Gilroy City Code pertaining to state administered local sales and use tax, which are required because of changes made by the 1961 State legislature. Motion by Councilman Duffin second by Councilman Wentworth and carried that the proposed ordinance be intorduced, published by title and summary, and the reading, waived.. Copies of the proposed ordinance are given to each Counci 1 member. ' A memorandum is read from Director of Public Works Kludt recommending that "U" turns on Monterey Street be. banned from North to South City I imi ts. The City Attorney presents and reads a proposed ordinance banning IIU" turns on Monterey ~treet. Motion by Councilman Jordan second by Councilman P~~ersen ~nd carried that the proposed ordinance banning "U" turns on Monterey Street be introduced and publ ished by title and summary. A letter from Floyd Emerson is read resigning from the Parks & Recrea- tion Commission. The Mayor instructs Personnel Director Reinsch to prepare a certificate of service for Commissioner Emerson. Discussion is had. . Motion by Councilman Goodrich second by Councilman Jordan and carried that Cpmmlssioner Emerson's resignation be accepted with regret and that a letter be sen~ to him concerning this matter. A report is read from Chief of Police Laizure regarding the status of alley parking. Discussion is had. Motion by Councilman Wentworth second by Councilman Duffin and carried that Cn.lef of Police Laizure be Instructed to follow the ordinance on alley parking by Issuing traffic citations on any vehicle parked In the alleys after two weeks of warning notice through the newspapers or any other means of notifi- cation that he sees fit. Water samples taken by the Santa Clara County Health Department are pr~ sented and read. All samples are satisfactory. Reports of the Building Inspe~tor, Poundmaster, and Police Department are submitted to each Council Member. Reports of receipts of City Officers are presented and read. Reports of receipts and disbursements for July 1st to October 31, 1961 and the financial reports for Octob~r are submitted to each Council Member. Motion by Councilman Petersen second by Councilman Jordan and carried that reports as submitted and read be accepted. Discussion is had concerning the Princevalle Storm Drain. Councilman Wentworth asks if Howson Street is going to be accepted as is with seal coat. Director of Public Works states t~at the street is completed and will have to be accepted the way it is because Qur present standards were not in effect at the time the agreement was entered into for its Improvement. Councilman Jordan asks if First Street paving is completed. Director of Public Works states that the low bidder for this project from Sergeant to Carmel Streets was Renz Construction Company but permission from the State is necessary to do additional paving on this project from Carmel Street to Wayland Lane. He states that the job should begin within the week. Discussion is had on the bids for the Northeast Outfall Sanitary Sewer ~ i ..... J ~ Line.
