This regular monthly meeting of the City Council Is called to order by
His Honor Sig Sanchez.
Present: Council Members: George T. Duffin, Norman B. Goodrich, Kenneth
L. Petersen, Charles F. Quartlroli, Everett C. Wentworth, and Sig Sanchez.
Absent: Council Member: Wilford E. Jordan.
A letter is read from Howson's Inc. requesting release from the bond
for Howson Street.
City Administrator Carr explains that the question is whether Howson
Brothers or the City shall be responsible for the water connection into the line
on Monterey Street.
Director of Public Works Kludt explains the situation and states that
the estimated cost of the required tap Into the six Inch water line on Monterey
Street will be approximately $250.00.
City Administrator Carr reports that Howson Brothers feel that since
they have installed more water pipe on Howson Street than the original agreement
required ~hat the City should assume the cost of the connection at Monterey Street.
Mr. Robert Howson addresses the Council and states that Howson Inc.
installed 272 extra feet of eight Inch sewer p,ipe at their expense and the agree-
ment called for a six inch line. He states that they also completed 97 feet of
water pipe not called for in the agreement.
Mr. Howson states that they feel that they have done their share on
this project and bel ieves that the City should make the connection at Monterey
Street.
The Mayor asks the City Attorney his opinion if Howson's Inc. have
complied with the agreement of Howson Street.
The City Attorney states that in his opinion Howson's have complied
with the agreement.
Motion by Councilman Goodrich second by Councilman Wentworth and car-
ried that Howson's Inc. be released from the bond for Howson Street.
Ordinance No. 669 is presented. Motion by Councilman Wentworth second
by Councilman Duffin that Ordinance No. 669 be adopted.

ORDINANCE OF THE CITY OF GILROY AMENDING ORDINANCE NO. 422 (ZONING ORDINANCE)
BY SPECIFYING AND DESCRIBING THE AREAS IN THE CITY OF GILROY TO BE INCLUDED
IN "S" DISTRICTS.

ORDINANCE AMENDING SEC. 15.69 OF THE GILROY CITY CODE BY EXTENDING THE
RESTRICTIONS RELATING TO PARKING OF VEHICLES ON I.O.O.F. AVENUE AND MURRAY
AVENUE.

City Administrator Carr reports that" the Council previously accepted a
61 foot streetcon First Street between Carmel and Hanna Streets, however,
It seems that the trees are still in the way and the" scheol Is willing to
remove them, which will allow a 66 foot street if the Council wishes to accept
the wider street.
Director of Public Works Kludt reports that the school will also allow
the City to change the radius of the Southeast corner of Carmel Street at
First Street if the Council desire this change.
Discussion is had.
Motion by Councilman Petersen second by Councilman Quartiroli and
carried that the City accept the 66 foot street on First Street between
Carmel and Hanna Streets and improve the radius of the Southeast corner of
Carmel Street at First Street.
City Administrator Carr reports that the three property owners will
dedicate rights of way for the proposed extension of Church Street to Wel-
burn Avenue under certain conditions. He states that Howson Inc. requests
a drainage improvement at the intersection whichwill be taken care of by a
short underground storm drain.
Mr. Ted Nauer will dedicate a portion of his property with no stipula-
tions.
Filper Corporation require a cyclone fence on both sides of the proposed
extension, fence gates, and two curb openings of sufficient width to pro-
vide access to both parcels of their property. They also want all of these
stipulations to be embodied In an agreement for their approval.
Motion by Councilman Wentworth second by Councilman Goodrich and carried
that the City Administrator proceed with obtaining rights-of-way from the
three property owners and have the necessary deeds prepared for the proposed
extension of Church Street to Welburn Avenue.
City Administrator Carr reports that at this time Gus Steele was to
have been recommended for an advance in salary, however, today he resigned
because he has accepted a position with Santa Clara County.
A letter is read from the California Highway Patrol thanking the Coun-
cil for traffic control on Monterey Street after the Laguna Seca Sports
Ca r races.
A letter is read from the Gi lroy Chamber of Commerce thanking the City
for the police protection when Santa Claus arrived.
The Mayor states that copies of the report of disbursements from
November 10th to December 10th and copies of the City Auditor's report from
July 1st to November 30, 1961, have been submitted.
Reports of water samples taken by the Santa Clara County Health Depart-
ment are presented. City Administrator Carr reports that three samples are
satisfactory and three samples show slight contamination and that the County
will take additional samples to check the previou~ report.
Discussion is had on the water level of the City's wells. It is report-
ed that the water level Is not raising appreciably.
.Councilman Wentworth requests a longer green light of the traffic signal
on First Street at Monterey Street for vehicles proceeding east.and turning
north on Monterey Street.
Discussion is had.
Chief of Police Laizure reports that the timing of the traffic signals
at this intersection is controlled by the State and the only thing that
the City can do is request a review of this matter.

The Mayor Instructs:Clty Administrator Carr to request a study and review of
this matter with the State.
Councilman Peters~n reports that there are no services available for the
welfare people in the City of Gilroy and states that this is a deplorable
situation.
The Mayor states that the St. Joseph's Welfare Center have set up the
clothing center for welfare cases and propose to join the United Fund under
the Catholic Ladies Aid Society who organized the St. Joseph's Welfare Center.
He states that this proposed program will be discussed with the Minister's
Association to determine if the churches will send one member of their board
to aid in this program.
Councilman Quartiroli asks how the position for Bui ldlng Inspector is
progressing. Personnel Director Reinsch reports that eleven candidates are
eligible for the oral examination to be held Thursday, December 21st.
Chief of Police Laizure reports that the Law and Order National Police
Magazine have featured an'article on the Gilroy Police Cadet program and since
the magazine has been distributed he has received a call from the University
of California who will be sending personnel to study the Cadet program in
this City.
He reports that there are no cadets eligible at this time to replace
Gus Steele.
Motion by Councilman Goodrich second by Councilman Duffin and carried
that this Council meeting adjourn.
