This regular monthly meeting is called to order by His Honor Slg
Sanchez.
Present: Council Members: George T. Duffin, Norman B~ Goodrich,
Wilford E. Jordan, Kenneth l~ Petersen and Sig Sanchez.
Absent: Council Members: Charles F. Quartlroli and Everett C. Went-
worth.
The Mayor states that this is the time and place for the public hear-
ing on objections or protests to weed abatement on private property. The
Mayor asks if anyone in the audience wishes to speak for or against the pro-
posal. No one is present in the audience to speak for or against the propo-
sa I.
The City Attorney presents and reads Resolution No. 683.
Councilman Quartiroli enters and takes his seat at the Council table.
Motion by Councilman Petersen second by Councilman Duffin that Reso-
lution No. 683 be adopted.

An application for a general on-sale liquor I icense from Pasquale
Yacovoni at the Sportsman's Club, 31 South Monterey Street is presented. Cl,y
Administrator Carr reports that he has not received any objections from the

Police Department regarding this application. The Mayor orders thisapplica-
tion to be placed on file as no action is necessary.
A petition from property owners 0n Chestnut Street is read request-
ing the City lower the grade on a, section of Chestnut/Street, north of Martin
Street.

Motion by Councilman Petersen second by Counc1lman Goodrich and
carried that the City break out the concrete on Chestnut Street If the,pro~
perty owners will rebuild their driveway approaches and replace the'concrete.
A letter i.s read from Horace Willard requesting fly abatement at the
City garden dump and the cattle pens'at the Gymkhana Grounds.
City Administrator Carr reports that.he has also received another
letter from the 'property owners dn'tihisarea requesting that this situation
be corrected and also that Swanston lane be impl'oved., " ..
He re~rtstthat the School Board is presently negotiating for land
outside of the City Limits for their Future Farmer Program, thus eliminating
the present cattle pens.
The Mayor asks If any steps ,have ,been taken toel Iminate,the';present
garden refuse dump.
Director of Public Works'Kludt reports that during the month of June
the present garden refuse dump will be discontinued, bac~fllted;uand sprayed
on interim periods and theCity'wlll",use the Gilroy Garbage 'Disposal facili-
ties to determine cost and a report wi It be made ,to the'C,ouncn in July.
Motion by Counci,lman Jordan second by Councilman Goodrich and car~
ried that City Administrator Carr be instructed to write the School request~
ing that the Future Farmer Program be'dlscontlnued at th. cattte'pens.
Director of Public Works Kludt reports that nothing'has been scheduled
for repair of Swanston Lane because this would require a major reconstruc-
tion project past the old Gymkhana Grounds to Radio KPER.
The City Engineer reports that a temporary repair of Swanston Lane
would be approximately $1,500.00.
Director of Publ ic Works Kludt reports that he contacted the Gilroy
Grange arid asked them to Install their curbs and gutters in front of their
property on Swanston Lane.
A discussion Is had regarding the condition of Swanston Lane.
The Mayor Instructs City Administrator Carr to write Mr. Horace Wil-
lard informing him what action the Council has taken regarding the ca~~le
pens, what steps the City will be taking at the garden refuse dump, and that
the City is investigating the condition of Swanston lane. The Mayor requests
that the property owners on Swanston lane who signed the petition, be sent
copies of the letter to Horace Willard.
Motion by Councilman Goodrich second by Councilman Jordan and carried
that the City Engineer and Director of Public Works Investigate the condition
of Swanston lane to determine how this street can be repaired and report back
to the Counc i I .
A report of the Planning Commission is read recommending that,a use
permit be granted to the Spanish Southern Baptist Church subject to their
conformance to necessary regulations of the electric and building codes, re-
porting their approval of the preliminary plan line maps for the widening of
First Street and Leavesley Road, the northerly extension of Church Street to
Ronan Avenue and notifying the Council that the proposed southerly extension
of Church Street was:,he I d for fu rther study.
Discussion is had on.the proposed use permit requested by the Spanish
Southern Baptist Church.
A Planning CommissIon resolution regarding the use permit is read.
Motion by Councilman Jordan second by Councilman Quartiroli and
carried that a Use Permit be granted to the Spanish Southern Baptist Church
subject to all of the conditions set forth in the resolution of the Planning
Comml ss ion.
Director of Public Works Kludt explains in :detail, the proposed pre-
liminary official street plan lines under ,consideration.
A discussion is had regarding the proposed street plan lines.
Director of Public Works Kludt reports that a letter is in the County
offices requesting the proper procedure necessary to obtain Federal aid for
the improvement of Leavestey Road.
City Administrator Carr states that the proposed northerly extension
of Church Street should be presented to the County Planning Commission and
Department of Public Works for study as this is outside of the present City
Limits.

signals at Plrst and Monterey Streets as a result of a meeting he had with
an official from the Division of Highways. .'
The City Attorney presents and reads an ordinante amending the
Gilroy City Code pertaining to 'II censi rig' of dogs.
Discussion is had regarding the present leash law.
Motion by Councilman Goodrich second by Councilman Duffin and carried
that the proposed ordinance pertaining to licensing of dogs be introduced and
published by title and summary.

Hall does not have a substantial claim until he can prove that the City Is at
fault in this instance.

for the following employees: Gabriel Filice, Range 21 - $505.00 to $530.00;
June Cadi Ie, Range l2 - $295.00 to $310.00; Helen Eustis, Hourly - $1~79 to
$1.88; and William Kellar, Hourly $1.97 to $2.06.

carried that the recommended employees be'advanced to the n'e.><t'step in their
respective salary and wage ranges. ' :

Satisfactory water samples taken by the Santa Clara County Health
Department are presented.
The Mayor states that all Council Members present have received
copies of,the 'City Auditor'~ r~port of disbursements from April 10th to May

Discussion is had regardfng the water level in the water system.
The Mayor asks about the progress :if any for obtaining water rights
on the Little Arthur Creek. The City Engineer reports that he has started the
application and that he will present costs that should be inCluded in the 1962-
63 budget for preliminary engineering on this project.
City Administrator Carr reports"that the propos~d an~exation north
of the City limits is progressing. ,
City Engineer Hanna Jr. requests that the Council take a good look
at the preliminary official street plan lines to dete~mine what the City is ~
facing regarding the Miller Slough obstruction. '
Further discussion is had regarding the proposed extension of Church ~
and Hanna Streets. " ,
It is the general opinion of the Council that they are not In agree-
ment with the Planning Commission's thinking regarding Church Street termina-
ting at Ronan Avenue. The Mayor refers the preliminary official street plan
lines '~ackto the Planning Commission for further discussion before the plan
lines are referred td the County. ' .

on inviting the Commissions. All Council Members present agree that they will
approve the Barbeque expenditure in the 1962-63 budget and that the Commissioners

Chief of Police laizure reports that the Laguna Seca Sport's Car Races
will be held 0n June 9th and 10th and asks the Council if they desire additional
traffic control on those days. The Mayor says to prepare for this increase in
traffic and have the Auxiliary Police personnel available for traffic control
on the days of the l~guna $eca Races.
