Minutes 1962/06/18 1L 2201 Gilroy, California June 18, 1962 This regular monthly meeting is called to order by His Honor Sig Sanchez. n ~ Present: Council Members: George T. Duffin, Wilford E. Jordan, Everett C. Wentworth, and Sig Sanchez. Absent: Council Members: Norman B. Goodrich, Kenneth L. Petersen, and Charles F. Quartiroli. The Mayor states that Councilman Petersen and Planning Commissioner Kennedy are attending a Flood Control meeting In Morgan Hill regarding public law 566. He also states that the Planning Commission is representing the Coun- cil at the school meeting on the Junior College matter. A petition for annexation of the "First Eastern Addition", proper- ties of Renz, Rush, Smith, and Lemos, is presented. Discussion is had regarding this proposed annexation. Councilman Goodrich enters and takes his seat at the Council table. City Administrator Carr reads the petition. Discussion is had regarding the sewer and water supply for the anne- xation. The City Attorney presents aod reads Resolution No. 691. Motion by Councilman Jordan second by Councilman Wentworth that Resolution No. 691 be adopted. RESOLUTION NO. 691 RESOLUTION GIVING NOTICE OF PROPOSED ANNEXATION TO CITY OF GILROY OF UNINHABITED TERRITORY DESCRIBED HEREIN AND DESIGNATED "FIRST EASTERN ADDITION (7-62) TO THE CITY OF GllROY" AND GI,VING NOTICE OF TIME AND PLACE FOR HEARING OF PROTESTS THERETO. ADOPTED THIS 18th day of June, 1962, by the following vote: AYES: COUNCIL MEMBERS: Duffin,Goodrich,Jordan,Wentworth, and Sanchez. NOES: COUNCIL MEMBERS: None ABSENT: COUNCIL MEMBERS: Petersen and Quartiroli ] A report of the Planning Commission is presented. Councilman Quartiroli enters and takes his seat at the Council table. The Planning Commission letter is read regarding plan lines on leavesley Road and for the northerly extension of Church Street; informing the Counci 1 of dates of July 5th and August 2nd for a publ ic hearing before the Com- mission on the General land Use Plan; and stating that the Commission goes on record as not opposing relocation of the High School Vocational Agricultural facilities on Kern Avenue. Discussion is had regarding the map of the General Larld Use Plan. The Mayor states that all Council members present have received a copy of the report of the Personnel Commission. City Administrator Carr reads the report regarding service pins for employees. Discussion is had. The Mayor suggests that certificates be presented to employees at the annual barbecue since the service pins will not be available by that date. Motion by Councilman Duffin second by Councilman Wentworth and car- ried that the service pins for City employees be approved. City Administrator Carr presents and reads Resolution No. 692. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY AUTHORIZING THE FILING OF WATER RIGHTS ON LITTLE ARTHUR CREEK. PASSED AND ADOPTED the 18th day of June, 1962 by the following vote: AYES: COUNCIL MEMBERS: Duffin,Goodrich,Jordan,Quartiroli ,Wentworth, and Sanchez. NOES: COUNCIL MEMBERS: None ABSENT: COUNCIL MEMBERS: Petersen City Administrator Carr states that the fee for filing an applica- tion for water rights on the Little Arthur Creek is $105.00. Director of Public Works Kludt presents and reads his report of the State and County Officials meeting on the Leavesley Road project. Discussion is had. Motion by Councilman Duffin second by Councilman Wentworth that Reso- lution No. 693 be adopted. 2' nOr) .6 ~ () RESOLUTION NO. 693 RESOLUTION OF THE CITY OF GILROY DECLARING THE IMPROVEMENT OF LEAVESLEY ROAD TO BE ESSENTIAL AND IN THE OPINION OF CITY AND COUNTY WOULD QUALIFY AS AN EXTENSION OF SAID FEDERAL-AID SECONDARY PROJECT. PASSED AND ADOPTED by the City Counci I of the City of Gilroy this 18th day of June, 1962, by the following vote: AYES: COUNCI L MEMBERS: Duffin,GoodHch,Jordan,Quartirol i ,Wentworth, and Sanchez. NOES: COUNCIL MEMBERS: None ABSENT: COUNCIL MEMBERS: Petersen City Administrator Carr presents and reads the agreement for improve- ment of Leavesley Road. City Administrator Carr states that it will be necessary to have a public hearing on the 1962-1963 Budget before the next Council meeting in July. Motion by Councilman Goodrich second by Councilman Jordan that the public hearing on the 1962-1963 Budget be set for June 29, 1962 at 8:00 p.m. in the Counci I Chambers. City Administrator Carr requests a review of the 1962-1963 budget. All Councilmen agree to discuss this matter at the end of this meeting if time permits. A letter from Chief of Police Laizure is read recommending perma- nemt status for A. Doyle Stubblefield and advancement to the next step in his salary range 20 - $415.00 to $436.00. Motion by Counci Iman Goodrich second by Counci Iman Jordan and car- ried that A. Doyle Stubblefield, Police Patrolman, be advanced to the next step in his salary range 20 - $415.00 to $436.00 to be effective J u I y I, 1962. Councilma;n Goodrich suggests that in the future new salaried employ- ees be invited to attend the Council meeting fo~ introduction. A letter is read from Director of Public Works Kludt recommending permanent status for Waymon Montgomery and advan:cement to the next':step in his salary range 24 - $505.00 to $530.00. Motion .by Councilman Goodrich second by Councilman Wentworth that Waymon Montgomery, Building Inspector be advanced to the next step in his salary range 24 - $505.00 to $530.00, effective July 1, 1962. A claim against the City is read from Ruben Martinez as a result of an accident at the intersection of Eighth and Monterey Streets. The pol ice report of this accident is also presented and read. Discussion is had. Motion by Councilman Goodrich second by Councilman Wentworth and carried that the claim be referred to the City Attorney and that it be denied. The Mayor states that all Councilmembers present have received copies of the City Auditor's report of disbursements from May 10th to June 10, 1962. Discussion Is had. Director of Public Works Kludt reports that Mr. Andrew Trinchero re- quests the City to install curb and gutters on his property at First and Henna Streets in exchange for the right-of-way requested by the City and an agreement from the City stating that no additional widening will be requested in front of the Hecker Pass Inn. Discussion is had. The Mayor suggests that .Director of Publ ic Works Kludt inform Mr. Trinchero that curbs and gutters and sidewalk In front of the motel must be pqid by him and that the City can only replace that portion of the curb and sidewalk that is existing if it is necessary to replace it. ;The City Engineer suggests that if it is impossible to negotiate with Mr. Trinchero that the State terminate paving at the alley. I The Mayor instructs Director of Public Works Kludt, Councilman Goodrich and himself to meet with Mr. Trinchero ~t 1:00 p.m. June 19th to attempt to negotiate right-of-way on his property. Councilman Duffin suggests that grass clippings and leaves be put into containers instead of on the streets because of its unsightly ap- pearance throughout the City. Discussion is had. The Mayor instructs Director of Public Works to conduct a cost study of handling grass clippings with the street sweeper vs having them picked up in containers. The Mayor states that he was informed by Norman Mcintire, NuJ.aid President, that this company has installed thei,r new equipment ,in the ~ I . .J ~ ,......, I ... 2:203 Turlock plant rather than at the proposed Gilroy site due to the construction strike and that construction at the Gilroy plant has been suspended. "DIscussion Is had regarding the proposed Industrial Sewer Line that was to be installed specifically for the Nulaid Plant. City Administrator Carr is Instructed to determine what the contractoris terms are to terminate the con- tract for the industrial sewer line. Councilman Wentworth leaves this Council meeting. The Mayor calls on Mr. Roy Westphalinger and asks what took place at the school meeting regarding a Jr. College in this area. Mr. Westphalinger reports that all districts concerned agreed on the pro- posed Junior College to be located in Gilroy. Mr. Westphalinger extends a cordial invitation to the Council to attend the ribbon ceremony for the Travel Advisory Agency, Tuesday, June 19th at 3:15 p.m. At t~is time the Council reviews the 1962-1963 proposed budget.
