This regularly' monthly meeting is called to order by His Honor Sig
Sanchez.
Present: Council Members: Norman B. Goodrich, Wilford E. Jordan,
Kenneth L. Petersen, Charles F. Quartiroli, Everett C. Wentworth, and Slg
Sanchez.
Absent: Council Member: George T. Duffin.
The Mayor states that Councilman Duffin will be late.
The Mayor asks if all Council Members present have received copies of.
the regular meetings of August 6th and 20, 1962. All Councilmen present answer
in the affirmative. The Mayor now asks if there are any .errors or omissions ,in
the minutes as presented. No errors or omissions are noted. The M~yor now '

declares the minutes of the regular meetIngs of August 6th and 20~ 1962 approved.
The Mayor states that this is theiltime and place:of the pub,lic' hearing on

Director of PubJic Works Kludt explains the proposal ana states that this
public hear:ing is primarily to, alert the public that this road project, is proposed.
He states that the total right of way of the project Is IIO'feetand,thataccess.
will not be limited. He names the property owners affetted to the Sooth.of the
project. He states that the total project is 0.53 miles.
Mr. James Pot, Assistant Director of Public Works for, Santa Clara County,
comes forward and addresses the Council. He reports that this project has re-
ceived approval of the Traffic Ways Committee as a nonexpressway. Hestates
that W. J. Hanna, Jr. has been instrucged to proceed with the design of the,
project and that: it will be ready for construction in the Sprfng~ofr1963. He
reports that the County endorses this project.
Mr. Allen Fortney representing the Division of Highways is atso present
in the audl ence.
The Mayor asks if anyone in the audience wishes to speak for or against
the proposa I .
Mr. John Scherrer representing Pieters-Wheeler Seed Company comes forward
and addresses the Council stating that it is his impression that the proposed
freeway route has not been approved to date.
The Mayor states that the State has approved the east valley':route adjacent
to the east City limits for the proposed freeway.
Mr. Scherrer asks what is referred to as stacking'lanesbeyond the'shoulder.
City Engineer Hanna Jr. states what is referred to beyond the shoulder of
the proposed project is space provided for future sidewalks and full City develop-
ment.
Director of Public Works Kludt gives the daily traffic figures at the
proposed project site.
The Mayor asks whctt existing permanent,structures.wilLbe'moved.;
Dir:ector of Public Works Kludt states that presently two, the residences
occupied by SebasHan and Thomas Mangano are within the :rlght of way. He states
that the Standard Oil structures are out of the right of way.
Mr. Thomas Mangano comes forward and addresses the Counc,l I and asks if
only a portion of his lot, that is within the right of way, w,ill be purchased.
Mr. James Pot states that if the property owner does not have a buildable
lot left, the County would purchase the lot in its entirety.
,The City Attorney presents a resolution for this public hearing; stating
that it is not a Council resolution.' ;He reads the proposedresol~tion. :

Leavesley Road Project.

Motion by Councilman Goodrich second by Councilman Wentworth and carried
that this public hearing be closed.
The Mayor asks for a motion ,from the audience approving this proposed
project. There is no': response.
Motion by Councilman Jordan second by Councilman P.etersen ahd carried'
that this project be approved.
The motion is carried unanimously.
The Mayor states that this is the time and place of the public hearing
on the General Land Use Plan.

The City Attorney presents and reads Resolution No. 703.
Motion by Councilman Jordan second by Councilman Petersen that Resolution
No. 703 be adopted.

RESOLUTION OF THE COUNCIL OF THE CITY OF GilROY APPROVING AND ADOPTING THE RE-
PORT OF THE PLANNING COMMISSION OF THE CITY OF GILROY PROPOSING A PLAN FOR THE
CITY OF GilROY AS SHOWN UPON THE MAP DESIGNATED AS THE "GENERAL PLAN GilROY,
JUNE, 1962"

An application is read from Donald L. Stone Organization for additional
signs ~dvertislng their subdivision to be located at the north east corner of First
Street and Wren Avenue, on South Monterey Street on the S. & S. Warehouse property,
and an addition to,their present sign located at Welburn Avenue and Wayland Lane.
Motion by Councilman Goodrich second by Councilman Petersen and carried
that Donald l. Stone Organizations. application for 2 signs and an addition to one
of their present signs advertising their subdivision be granted.
A letter is read from Reverend Hood requesting permission to check records
of the Water Department to ascertain new residents moving into Gilroy.
Discussion is had.
Motion by Councilman Goodrich second by Councilman Wentworth and carried
that Reverend Hood be granted permission to check records of the Water Department.
City Administrator Carr;"presents an ordinanc;:e pertaining to taxi fares
for adoption. ,
The Mayor introduce~ Mr. louis Gagnebin recently hired for tbe position
of Building Inspector.
Mr. Gagnebin addresses the Council and expresses his apprec;:iation for
being hired as Building Inspector. ,
City Administrator Carr presents Ordinance No. 684.
Motion by Councilman Petersen second by Councilman Wentworth that
Ordinance No. 684 be adopted.
ORDiNANCE NO. 684
AN ORDINANCE OF THE CITY OF GILROY AMENDING SUBSECTION (I) OF SEC. 23.3 OF THE
GILROY CITY CODE BY INCREASING ,THE MAXIMUM AMOUNT OF THE CHARGE FOR TAXI CAB
SERVICE, FOR THE FIRST ONE-FOURTH MILE FROM 30 CENTS TO 50 CENTS.

collection. The City Attorney rea,ds Section 30f the, proposed or--dinance since the
remainder of the ordinance, was read at the last meeting.
Motion by Couocllman Goodrich second by Councilman Petersen and carried
that the proposed ordinance pertaining to the systematic collection of garden refuse
be introduced and,published by title and summary. ,

The City Attorney presents and reads a proposed ordinance amending Seetioni
15.69 of the Gilroy City Code limiting parking time on portions of Railroad Street.
Discussion is had.
Motion by C0uncilman Goodrich second by Councilman Wentworth and carried
that the proposed ordinance be introduced and publ tshed, by title and summary.
A letter is,read.from the legisladve Committee thaFlking the Council for
act ion taken on the proposed reapporti onment of the State Senate.
Reports of water samples taken' by the County Health Department' are pre-
sented. All samples are satisfact0ry.
The Mayor states that all Councilmen present have received copies of
progress reports'of City Officers; report of the Police Department, Poundmaster,
and Building Inspector; reports of receipts of City Officers; the financial
report for Aggust 1962; and the City Auditor's report from July I, 1962 to August
31, 1962.
Motion by Councilman Goodrich second by Councilman Wentworth and carried
that the reports be accepted.
A letter is read from W. J. Hanna, City Engineer, recommendln~ payment
to Samuel R. Spencer for work on North Church Street.
Motion by Councilman Jordan second by Councilman Petersen and carried
that Samuel R. Spencer's work on North Church Street be accepted and payment
authorized as set forth in the contract.
Councilman Petersen states that since the Seventh Street crossing is a
State Highway that the State will be making the decisions for this crossing.
City Engineer Hanna Jr. states the City is only concerned at tnis time
with extension of Seventh Street to the highway.
Discussion is had regarding an economic study of the two suggested
routes.
Direetor,of Public Works Kludt reports that an economic study will be
conducted when estimates from the State are received.
Councilman Goodrich informs Director of Public Works Kludt that the stop
sign at Third and Carmel Streets is obscured by tree branches.
Disc~ssion is had regarding the'City1s water levet~
Director of Public Works Kludt reports that Samuel R. Spencer was award-
ed the contract for paving on First Street, however, the contract does not include
paving in front of the alley next to Mrs. Giachino's property. He states that
the Division of Highways is considering inclusion of the paving in front of Mrs.
Giac~inols property but no decision has been made to date.
Director of Publtc Works Kludt requests permission to ad~ertlse for'
bids for realignment of the corner at First and Carmel Streets immediately so
that this project might be able to coincide with the State's present paving
contract.
Discussion is had.
Director of Public Works Kludt reports that the Donald L. Stone Organi-
zation will provide t~e major storm drain for their subdivision however It will
be necessary for the City to Install an invert to take the water across Wayland
lane until such time as a storm drain line to Miller Slough Is constructed.
Discussion is had regarding the possibility of this invert being instal-
led by the City crew.
Discussion is had regarding the storm drainage problem on Miller Avenue.
Director of Public Works Kludt states that the City will be able to do
the work foF. thu storm drainage problem at Welburn Avenue ,and Wayland lane.
The Miller/~roPmedrain project will be done by the City crew when the schedule
will allow.
Motion by Councilman Goodrich second by Councilman Petersen and carried
that the City Engineer be authorized to advertise for bids :for street realignment
at the corner at First and Carmel Streets.
Councilman Quartiroli reports that the sidewalk in front of Pasquale La
Macchia's property on Monterey Street is broken.
City Administrator Carr reports that certain milk delivery businesses are
transacting their business in a residential district and the license ordinance
does not permit Issuance of a business license in a residential district. He
asks that the Counci I .consider this matter since an outdated policy sti 11 exists
allowing milk delivery businesses to operate from their homes.
The Mayor states that there will be an Inter-City Counci I Meeting i'n
Gilroy on September 6, 1962.
The Mayor states that the Council have been invited to attend the
Hollister Air Fair on September 9, 1962.
The Mayor states that Gilroy Officials have been Invited to attend the
County Fair on September 13, 1962 and states that Counci.lman Jordan represented
the City of Gilroy last year and suggests that he represent the City again this
yea r .

Chief of Police Laizure reports that due to personnel shortage, accidents
were on the increase last month. He also reports that the City Jail will be
inspected by Youth Authorities Friday and the city will probably not be able to
jail youths after thett inspection. He states that an adult inspection will be
conducted in the near futur.e.
Discussion is had regarding the proposed freeway and the possibility of
obtaining stacking lanes on north Monterey Highway between Morgan Hill and
G i 1 roy.
