This regular monthly meeting is called to order by His Honor Ken-
neth L. Petersen.
Present: Council Members: Chester R. Eckard, George T. Duffin,
Norman B. Goodrich, Wilford E. Jordan, Charles F. Quartiroli, Everett C. Went-
worth and Kenneth L. Petersen.
The Mayor asks if all Council Members have received copies of the
regular meetings of February 4th and 18, 1963. All Councilmen present answer
in the affirmative. The Mayor now asks if there are any errors or omissions in
the minutes as presented. No errors or omissions are noted. The Mayor now d&
clares the minutes of the regular meetings of February 4th and 18, 1963 approved.
The Mayor states that this is the time and place for opening of
bids for the sanitary sewer I ine in the "Second Southern Addition'l.
City Engineer Hanna Jr. opens the bids and they read as follows:
Fellion and McGranahan of Santa Cruz - $16,649.00; Bilardi Construction Company
of San Jose - $18,895.14; Granite Construction Company - $16,973.10; George C.
Renz Construction Company - $16,026.70; and Samuel R. Spencer - $21,473.33.
The low bid of George Renz Construction Company is referred to the
City Engineer and City Attorney for checking.
The Mayor states that this is the time and place for the public
hearing on the proposed annexation of the "Sixth Western Addition". The Mayor
asks if anyone in the audience has anything to say for or against the proposed
annexation.
A citizen asks the location of the proposed annexation. Discussion
is had.
Motion by Councilman Quartirol i second by Councilman Wentworth and
carried that this public hearing be closed.
The City Attorney presents and reads Ordinance No. 694.
Motion by Councilman Jordan second by Councilman Goodrich that
Ordinance No. 694 be adopted.
ORDINANCE NO. 694
AN ORDINANCE PROVIDING FOR THE ALTERATIONS OF THE BOUNDARIES OF THE CITY OF
GILROY BY THE ANNEXATION THERETO OF CERTAIN UNINHABITED TERRITORY DESIGNATED
AS 'ISIXTH WESTERN ADDITION (1-63) TO THE CITY OF GILROY" AND FOR THE INCORPORA-
TION OF SUCH ANNEXED TERRITORY IN AND AS A PART OF SUCH MUNICIPALITY FOR THE
GOVERNMENT AND MUNICIPAL CONTROL THEREOF.

A spokesman asks about the building regulations on the property when
rezoned. Discussion is had.
Motion by Councilman Jordan second by Councilman Eckard and carried
that this public hearing be closed.
The City Attorney presents and reads a proposed ordinance rezoning the
Chiesa Property.
Motion by Councilman Goodrich second by Councilman Wentworth and car-
ried that the proposed ordinance be introduced and publ ished by title and sum-
mary.
An application for on-sale beer license from Jimmy Duran at Arnoldls
Place is presented.
Chief of Police Laizure states that he does not have sufficient grounds
to deny this application however requests that the application be tabled for
study of the location of the bar and type of premises.
Motion by Councilman Goodrich second by Councilman Duffin and carried
that the application for on-sale beer license be tabled and presented at the
next meeting after further investigation by the Pol ice Department.
An application for a taxicab owners permit from RobertA. Silva is
presented and read. The City Administrator states that he has received no ob-
jection from the Pol ice Department on this appl ication.
City Administrator Carr presents and reads Resolution No. 738.
Motion by Councilman Goodrich second by Councilman Quartiroli that
Resolution No. 738 be adopted.
RESOLUTION NO. 738
A RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY GRANTING AN OWNERS PERMIT TO
ROBERT A. SILVA TO OPERATE THE GILROY TAXICAB COMPANY, THE J. & M. TAXICAB
COMPANY AND THE YELLOW CAB COMPANY IN GILROY.
PASSED AND ADOPTED this 4th day of March, 1963, by the following vote:

The Mayor welcomes Mr. Silva who thanks the Council for granting the
appl ication.
The City Attorney states that the low bid of George C. Renz Construc-
tion Company is in order.
Motion by Councilman Goodrich second by Councilman Quartiroli and car-
ried that the contract for the sanitary sewer line in the IISecond Southern
Addition" be awarded to George C. Renz Construction Company in the amount of
$16,973.70.
A letter from the Library and Culture Commission is presented and
read requesting official recognition of a historicaf museum and recognition
of Armand White as official Historian.
The Council agrees to naming Armand White as Historian and declaring
the historical museum as requested by the Library and Culture Commission.
The Mayor instructs the City Attorney to prepare a resolution incor-
porating the Library and Culture Commissions. request.
A letter is presented and read from the Parks and Recreation Commission
recommending final approval of the Christmas Hill Park plan.
Mr. Arthur Hyde, consultant, addresses the Council and explains the change
in the pJan and a suggested schedule for the development of the park. Discussion
is had.
Motion by Councilman Quartiroli second by Councilman Jordan and carried
that the final plan of Christmas Hill Park be approved as presented.
A letter is presented and read from City Engineer Hanna Jr. recommend-
ing a proposed amendment to the drainage element of the General Plan by estab-
lishing an additional drainage zone and setting off-site drainage fees in this
zone.
Discussion is had.
Motion by Councilman Wentworth second by Councilman Duffin and carried
that the proposed amendment to the drainage element be referred to the Planning
Commission.
City Administrator Carr requests final Council determination on the
1963-1968 Capital Outlay Program. and carried

1963-1968 Capital Outlay Program be approved as presented.
Director of Public Works Kludt explains a proposed off- site water

charge to property developers.
Discussion is had.
Motion by Councilman Jordan second by Councilman Eckard and carried
that the City accept the recommendation from the water study requiring an 8n
water line in the grid pattern as opposed to the 10" suggested requirement of
the Director of Public Works and that an amendment to the subdivision ordinance
embodying the off-site water fees be prepared for adoption at the next meeting.
The City Attorney prasents and reads a proposed ordinance requiring
subdividers to pay the expense of testing public works projects in subdivisions.
Motion by Councilman Eckard second by Councilman Wentworth and carried
that the proposed ordinance be introduced and published by title and summary.
A letter is presented and read from the Division of Highways regarding
rerouting of Route 32 to connect with Seventh Street.
City Administrator Carr presents and reads Resolution No. 739.
Motion by Councilman Goodrich second by Councilman Jordan that Resolu-
tion No. 739 be adopted.
RESOLUTION NO. 739
A RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY REQUESTING THE CALIFORNIA
HIGHWAY COMMISSION TO APPROVE THE RE-ROUTING OF ROUTE 32 IN GILROY IN SUCH A
MANNER AS TO PERMIT A DIRECT CONNECTION WITH SEVENTH STREET AT ROUTE 2.

City Administrator Carr reports that there will be a Loma Prieta Soil
Conservation meeting tomorrow at 7:30 p.m. that he will attend and if any of the
Council wish to go with him to please let him know.
A copy of ~ letter to the Loma Prieta Soil Conservation District from
the Division of Soil Conservation is read regarding alternate Miller Slough
Diversion.

the 1961 Uniform Electrical Code.

City Administrator Carr reports that he has appointed Charles Gorman
to replace the vacancy in the Fi re Department created by George Brooks, Fi reman
Engineer.
The Mayor introduces Mr. Gorman.
A letter of thanks from the Road Buggy's Car Club for use of Wheeler
Auditorium is read.
Water samples taken by the Santa Clara County Health Department are
presented and read. All samples are satisfactory.
The Mayor states that all Council Members have received copies of
the reports of the police Department, Poundmaster, and Building Inspector; pro-
gress reports of City Officers; reports of receipts of City Officers; financial
report of February 1963; and the City Auditor's report from July 1, 1962 to
February 28, 1963.
Motion by Councilman Goodrich second by Councilman Wentworth and car-
ried that the reports be accepted as presented.
Mayor Petersen states that there is a vacancy on the Planning Com-
mission and requests appointment of a new Commissioner.
Motion by Councilman Duffin second by Councilman Wentworth and car-
ried that Ben Gutierrez be appointed to the Planning Commission to fill the unex-
pired term of Chester Eckard, expiring January I, 1966.
The Mayor states that the vacancy on the Parks and Recreation Com-
mission created by Ben Gutierrez will be appointed at a later date.
Councilman Duffin asks if the Council can do anything to expedite the
proposed freeway.
City Administrator Carr suggests that the City staff and Council meet
with the Highway Commission to determine when the proposed freeway is scheduled
for construction.
Discussion is had regarding the traffic problem through Gilroy.
The Council agree that the City should not have to hire extra patrol-
men to regulate traffic at peak hours on week-ends. They agree that traffic
should only be controlled at Leavesley Road, Sixth, and Ninth Streets to accomo-
date the local citizens. The Council wishes to have traffic counts taken on wee~
ends in order to have some statistics available when they meet with the Highway
Commission.
City Administrator Carr states that he will find out when the Highway
Commission meets.
Discussion is had regarding the proposed Off-Street Parking District.
The City Attorney presents and reads Resolution No. 740.
Motion by Councilman Quartirol i second by Councilman Wentworth that
Resolution No. 740 be adopted.

RESOLUTION OF THE CITY OF GILROY ACCEPTING A ONE-FOOT STRIP OF LAND ALONG THE
SOUTHERLY LINE OF WALNUT AVENUE IN WALNUT ORCHARD PARK TRACT NUMBER 1051 A SUB-
DIVISION IN THE CITY OF GILROY RESERVED FOR FUTURE PUBLIC ROAD ON THE OFFICIAL
MAP OF SAID SUBDIVISION UNTIL THE SAME IS ACCEPTED BY THE CITY OF GILROY.

The City Attorney reports that he received a complaint from Frank Vigna con-
cerning the unsightly garbage situation in back of Purity Super Save on First
Street.
The Council agree that a letter should be written to Purity Stores
informing them of the garbage complaint at their local store.
Councilman Wentworth asks when the deadline for removal of Phillip
Velasco's barn was scheduled. It is stated that the deadline was scheduled
for Apri 1 I, 1963.
Mayor Petersen reports that all property owners in the proposed Third
Southern Addition are not in agreement to annexation. He suggests that the
City Administrator write to the property owners inviting them to meet with
the Administrative Staff to explain the proposed annexation.
Motion by Councilman Goodrich second by Councilman Wentworth and car-
ried that this Council meeting adjourn at 11:00 p.m.
