Petersen at 8:00 P.M. Present: Council Members: George T. Duffin, Chester R~ Eckard, Wilford E. Jordan, Charles F. Quartiroli, Everett C. Wentworth, and Kenneth L. Petersen. Absent: Council Members: Norman B. Goodrich. A letter is read from the Chamber of Commerce requesting permission to hold a Chi Idren1s Christmas parade and free use of the Wheeler Auditorium on December 7, 1963. Counci Iman Goodrich enters and takes his seat at the Council table. Discussion is had. Motion by Councilman Quartiroli second by Couci Iman Wentworth and carried that the request of the Chamber of Commerce be granted. A report of the Planning Commission for their meeting of November 7th is presented and read reporting on review of density requirements In IIR-3" zones; reporting on a map denoting future IIBII combing zones in Gi Iroy Planning Area; and reporting on a request for immediate acquisition of aerial photo map. Director of Public Works presents and reviews temporary map designating "B" 'zones which was presented to the Planning Commission at their November 7th meeting. Director of Public Works Kludt states that he received a report from County Assistant Director of Public Works at the request of Supervisor Sig Sanchez, that a contract will be let at the end of this year for aerial photo's and copies would be available in March. The mayor a~ks if Planning Commissioner Martin has anything to say concerning this matter. Commissioner Martin addresses the Council and states that at the League of California Cities Conference, long range planning was stressed and the need for an adequate map was necessary to carry out the project. Discussion is had. All Council Members present agree to defer the purchase of the map unti I early next year to see If County maps wi II be ready by that time. Motion by Counci Iman Duffin second by Counci Iman Wentworth and carried that the proposed Uvas Parkway Policy be adopted. The City Attorney was directed to prepare a resolution adopting the policy. John Kent, representative of Woodside Homes addresses the Council and asks for an answer to Woodside Homes Inc. previous proposal that the City purchase 4.58 acre parcel of land. Discussion is had. The Mayor instructs the City Attorney to advise the Council on this matter at the next meeting. City Administrator Carr requests Councils authorization to advertise for bids for an additional police vehicle. Discussion is had. Motion by Councilman Goodrich second by Counci Iman Quartiroli and carried that bids be advertised for an additional police vehicle. The City Administrator requests that the Special Committee on Pol ice and Fire Facilities meet right after this meeting to set a date to interview architects. A letter is. read from the City Engineer giving cost estimates for sewer service for Gavilan College. Discussion is had on the estimates of the three proposed routes. Motion by Councilman Jordan second by Councilman Goodrich and carried that the cost estimates be forwarded to Gavilan College. The City Attorney presents and reads a proposed Qrdinance amending Section 15.69 of the City Code limiting parking on designated streets. Motion by Counci Iman Wentworth second by Counci lman Duffin and carried that the proposed ordinance be introduced and publ ished by title and summary. City Administrator Carr presents recommendations for salary advance- ment for the following employees: Ted Carpenetti, Public Works Dept.; Raymond Fortado, Police Dept.; and Ceci I Reinsch, Assistant City Administrator. Motion by Councilman Goodrich second by Counci Iman Wentworth and carried that the following employees be advanced in their respective salary ranges, effective December I, 1963: Ted Carpenetti, Range 17.3, $427 - $449; Ray Fortado, Range 20.3, $495 - $520; Cecil Reinsch, Range 26.3, $663 - $696. The City Administrator reports that two bad flood situations exist in the area of the proposed Wayland Lane Storm Drain. City Engineer Walt Hanna states that he can have preliminary plans drawn in 30 days for the Wayland Lane Storm Drain. Discussion is had. Councilman Jordan moves second by Councilman Goodrich and carried that plans proceed with the Wayland Lane Storm Drain project. City Administrator Carr reports that the Taxicab Insurance has been cancelled on the taxi cab company owned by Mr. Robert Si Iva, because of too many accidents. The City Attorney rules that the taxi permit be suspended unti I Mr. Silva gets insurance coverage. A claim from Wi Iliam G. Filice, Attorney for David Carpenter, minor is presented and read for injuries acquired at the Gi Iroy Union High School swimming pool. Discussion is had. Motion by Counci Iman Goodrich second by Counci Iman Wentworth and carried that the claim be denied and referred to the City Attorney. A letter from Mr. Sutherland is in favor of the property exchange but the matter is being handled through his attorney. The mayor states that all Council Members present have received copies of the City Auditorls report from July I, 1963 to October 31, 1963; report of disburse- ments from October 10th to November 10, 1963. Motion by Councilman Duffin second by Counci Iman Goodrich and carried that the reports be accepted. The City Administrator reports that the State Personnel Service Board will conduct the complete examinations for the job of City Administrator. It will require a full 3 months. The oral interviews will be conducted in Gi Iroy and it is recommended that a special committee of the Counci I sit in the audience at this inter- view. Three top candidates wi I I be recommended to the Council as a whole, to inter- view and make an appointment. The Mayor states that the League of California Cities - Peninsula Division meeting is November 21, 1963 In Palo Alto for those Council Members interested. Councilman Goodrich asks about the correction to the paving on South ".<. Church Street. Director of Public Works states that nothing has been done due to rains. Councilman Eckard asks what has been done about installation of curbs, gutters and sidewalks in various sections of town. City Administrator Carr states that the property owner cannot be forced to install curbs and gutters unless more than 50% in a block has these improvements. The City Attorney explains that if more than 50% of the property owners in a block file a petition for such improvements the City can require these Improve- ments installed in the entire block. ~iscussion is had. The City Administrator suggests that the City Attorney outline the procedures necessary to require the installation of these improvements by property owners and present them at the next Council meeting.
