The Special Meeting of the City Council was called to order by His
Honor Kenneth L. Petersen at 8:08 p.m. .
The Mayor stated that it was the time and place for ,the continued Pub-
lic Hearing from July 6, 1964 on the Parking District #1.
The City Administrator presented and read a petition and letter of
protes't submitted prior to 8:00 p.m. on July 6, 1964; petitions and letters of
protest submitted after 8:00 p.m. on July 6, 1964; 22 petitions of protest sub-
mitted on August 10, 1964 at 4:10p.m.; petitions and letters favorin~ said
District submitted prior to July 6, 1964 and a petition submitted at 9:03 p.m. on
August 10, 1964 opposing said District. .
The City Administrator reported on the weight of the protests in accord
with the procedure under City O~dinance No. 645 and the public notices were in
the amount of 13% of the proposed Parking District's area and consequently do
not constitute a majority protest. .
The Mayor asked if an'yone in the au'dience opposing the D"istrict wished
,to speak.
Mr. Paul Scheck of 63 S. Eigleberry St.; Mr. Jerome Chappell of 1001-
2nd St.; and Mr. Thomas Casey Jr., Attorney for the Casey property included in
the District, addressed the Council respectively and sited verbal comments dis-
approving formation of said District.
The Mayor asked if anyone in the audience wis'hed to speak for the pro-
pos ed D i s t r i c t.
Mr. Jim Pray, of 95-4th Street and Mr. Bob Weske of 141 N. M6nterey
Street addressed the Council respectively and sited verbal ~omments in favor of
formation of said District.
Mr. Ernest Wilson, legal advisor for the Parking District answered
questions regarding formation of said District.
Dr. Leon Melkonian sited the 75~ per $100. assessed valuation tax
limitation. It was noted by Mr. Wilson that the 75~ tax limitation does not
apply in a chartered city.
Mr. Jerome Chappell and Mr. John Cimino objected to inclusion of the
old City Hall property in the District since the tax payers have already paid
for this property at one time.
City Administrator Wood further explained and clarified questions
raised by Mr. Paul Scheck regardi.ng land area calculations.
Mr. Ernest Wilson .recommended legal procedure necessary at this time.
At 10:15 p.m. motion was made by Councilman Eckard ~econded by Coun-
cilman Wentworth and carried to close the Public Hearing.
The Mayor asked the Council to comment on formation of the Parking
Di stri ct.
Councilman Goodrich suggested that all the land lying South of Sixth
Street be excluded from the District; that Parking Lot "A" and "B" be excluded
from the District; and that the 2 lots on Eigleberry Street between 4th and 6th

Streets be developed at this time. He also stated that the City Parking Lot on
Monterey Street remain as is and not include the City Hall property on Sixth &
Monterey Streets. He also stated that the City encourage property owners on the
east side of Monterey Street between Martin and Sixth'Streets to improve the back
of their property for additional parking.
Councilman Eckard stated that no action has been taken by'the City to
demolish the City Hall on Sixth & Monterey Streets. He also s~ated that formation
of the Parking District was requested by various property owners and not initiated
by the City.
Councilman Wentworth agreed with modifications of the proposed District
sited by Councilman Goodrich.:
Councilman Quartiroli stated that publ ic parking is the only solution
in the down-town area because the off-site parking restrictions and the necessary
land needed would be too costly'for one property owner to provide.
The City Attorney stated and explained that due'to the technical details
in connection with a Public Improvement District it is necessary to select an
Attorney for formation of the Parking District'who specializes in this type of work
and that is why Mr. Ernest Wilson was selected as Counsel for the Parking District.
Mr. Wilson sited various Council actions necessary to modify said
District and to be further adopted by Resolution.
Motion was made by Councilman Eckard seconded by Councilman WentWDrth
and carried to delete proposed Parking Lot liE" and all of the area lying South of
Sixth Street from the proposed Parking District #1.
Motion was made by Councilman Goodrich seconded by Councilman Eckard
and carried to delete proposed Parking Lot "A" from said Parking District #1.
Motion was made by Councilman Eckard seconded by Councilman Wentworth
and carried to delete proposed Parking Lot "B" from the proposed Parking District
and to not include the City Hall property in said District.
Motion was made by Councilman Eckard seconded by Councilman Wentworth
and carried to substitute in place of Parking Lot "B" a parcel of land 80 ft. wide
163 ft. long, 60 ft. South of Martin Street on the west side of the alley west of
the railroad.
Mr. Ernest Wilson then prepared a resolution for Council consideration
embodying the above Council actions.
City Administrator Wood presented and read Resolution No. 849.
Mr. Wilson presented a copy of said resolution to Mr. Thomas Casey Jr.
for viewing.
Motion was made by Councilman Etkard seconded by Councilman Wentworth

A RESOLUTION OF PRELIMINARY DETERMINATION AND OF INTENTION TO MAKE CHANGES AND
MODIFICATIONS. PARKING DISTRICT NO. 1 PROJECT NO. 64-1
PASSED AND ADOPTED THIS 10th day of August, 1964 by the following vote:
AYES: COUNCIL MEMBERS: Eckard,Goodrich,Quartirol i ,Wentworth, and 'Petersen.
NOES: COUNC I L MEMBERS': None
ABSENT: COUNCIL MEMBERS: Duffin and Jordan
