Petersen at 8:00 p.m. Present: Council Members: George T. Duffin, Chester R. Eckard, Norman B. Goodrich, Wilford E. Jordan, Everett C. Wentworth, and Kenneth L. Petersen. Absent: Council Member: Charles F. Quartitol i. The Mayor stated that the last Council meeting had been specifically adjourned in order to discuss the plans and specifications for the Police Administration and Jail Facility. City Administrator Wood called on Mr. John Hughan, Architect. to explain the final plans for said facility. Mr. John Hughan came forward and explained the changes in the pro- posed final plans as reviewed by Council Committee. Discussion was had on the matter specifically regardirig'the parking adjacent to the building, changes in the floor plan and elevation of said building. It was decided that Slump-stone be used on the jail facil ity opposed to concrete, to conform to the elevation of the Administration Building and the Justice Court Building. It was also agreed that the over- hang on the Administration Building not be continued on the Jail Facil ity portion of the plans. Mr. Hughan stated that an approximate estimate for the Facil ity would be $180,000.00 which would include the paving of the parking lot, how- ever, the paving would not be included in the specifications at this time but on an alternate bid with other street paving projects. 2416 Discussion was had regarding the possibility of ~uture expansion to the proposed Police Building and to the existing City'Administrative Offices. City Administrator Wood recommended that no action be taken at this time approving the plans and specifications for the Police Administration and Jail FactI ity to allow additional time for the Architect to complete the design of the s~orm drain and plumbing facility and the etectrical system for said building. Mr. Hughan indicated that the plans and specifications would be completed at the next regular Council Meeting of February 1, 1965. The matter was tabled until that time. The Mayor recommended a salary adjustment iH the amount of $1,000.00 per year for City Administrator Wood. He stated 'that at the time Mr. Wood was hired he agreed to take the positio~ at $1,000.00 per year less than his then current salary provided Council would review his work in December of 1964, and if satisfied with his work at that time a salary adjustment of $1,000.00 per year be made at that time. Motion was made by Coun~ilman Eckard seconded by Councilman Wentworth and carried that a salary adjustment for City Administrator Wood be approved in the amount of $1,000.00 per year effective January 1, 1965. Director of Publ ic Works Kludt presented material specifications for installation of the turf and sprinkler system at Christmas Hill Park. He stated that the specifications were the same specifications previously submitted when the project was first bid. He recommended that the bid opening for Materials be set for February 15, 1965. Motion was made by Councilman Wentworth seconded by Councilman Duffin and carried to approve the Material Specifications for the Sprinkler and Turf Project at Christmas Hill Park. The City Attorney presented and read Resolution No. 891. Motion was made by Councilman Goodrich seconded by Councilman Eckard to adopt Resolution No. 891. RESOLUTION NO. 891 RESOLUTION OF THE COUNCIL OF THE CITY Of GILROY DECLARING THAT PROJECT FOR THE PLANTING OF TURF AND FOR THE PROCURING AND INSTALLATION OF A SPRINKLER SYSTEM ON THE PREM I SES KNOWN AS CHR I STMAS HILL PARK, BELONG I NG TO THE CITY OF GILROY CAN BE DONE MORE ECONOMICALLY BY DAY LABOR AND THE MATERIALS AND SUPPLIES THEREFOR FURNISHED AT A LOWER PRICE ON THE OPEN MARKET THAN CAN BE OBTAINED BY SUBMITTING THE PROJECT TO BIDS. _ ~A$SED AND ADOPTED this 25th day of January, 1965, by the following vote: AYES: COUNCIL MEMBERS: Duffin, Eckard, Goodrich, Jordan, Wentworth, NOES: COUNCIL MEMBERS: None and Petersen ABSENT:: COUNCIL MEMBERS: Quartiroli. City Administrator Wood reported on the Publ ic Utility Commission Hearing regarding Radio-Telephone Util ity Hearing stating that the franchise would primarily effect San Jose and Milpitas and recommending that the report be filed. Council agreed. City Administrator Wood presented prel iminary signs on highway congestion to be erected at the North and South entrances to Gilroy on High- way 101. The Council instructed Staff to include a traffic signal on said signs and authorized the work to be put to bid. City Administrator Wood presented a proposal fron Gordon Farotte accompanied by a check in the amount of $7,900.00 for purchase of Lot #1 of the Gymkhana Ground Property. City Administrator Wood stated that the figure is in accord with the price set by the Council and recommends -tl1a t the p roposa 1 be accep ted. . Discussion had. The City Attorney presented and read Resolution No. 892. Motion was made by Councilman Duffin seconded by Councilman Wentworth to adopt Resolution No. 892. RESOLUTION NO. 892 RESOLUTION OF THE roUNCIL OF THE CITY OF GILROY AUTHORIZING SALE AND CON- VEYANCE OF REAL PROPERTY TO GORDON FAROTTE. PASSED AND ADOPTED this 25th day of January, 1965, by the following vote: AYES: COUNCIL MEMBEBS: Duffin, Eckard, Goodrich, Jordan, Wentworth and Petersen NOES: COUNC I L MEMBERS: None ABSENT: COUNCIL MEMBERS: Quartirol i ,), 4 ~f ,.., -,_1./ Motion was made by Councilman Eckard seconded by Councilman Went- worth and carr.ied that the l1et proceeds from the sale of the Gymkhana Ground Property be allocated to the Capital Outlay Recreation Fund. The Council instructed Staff to request Republ ic Powdered Metals Corporation to agree to the improvement of Casey Lane in writing, as an alternative arrange said improvement under an Assessment District. Councilman Wentworth reported that the City of San Jose recently adopted the Room Tax Ordinance. City Administrator Wood noted Councils' previous intention to defer any action on the matter unless a majority of the Cities adopt said Ordinance. City Administrator Wood reported that Referendum Petitions regarding Ordinance No. 730 had been filed with City Clerk on January 25, 1965 at 12:25 p.m. and \hat the Registrar of Voters anticipates completing a check of the signatures by the next Council Meeting. He then generally outl ined the alternate procedures that could be taken by the Council upon receipt of qualified petitions. Councilman Duffin requested that Or. Joseph G. McCormack be notified of the fil ing of said petitions. Mr. Otmar Silberstein addressed the Council and stated that the petitfon referred to definitely stated that the signers wish repeal of Ordinance No. 730 and if this action is not taken that the ordinance be placed on the ballot for a vote by the electors of the City. City Administrator Wood presented and read a letter from Mrs. Agnes Doyle regarding a brochure mailed to residents of Gilroy re: recent book purchases by the Library.
