The regular meeting of the City Council was called to order
by His Honor Kenneth L. Petersen at $:00 p.m.
Present: Council Members: John E. Allemand, Chester R. Eckard,
Norman B. Goodrich, Charles F. Quartiroli, Everett C. Wentworth,
and Kenneth L. Petersen.
Absent: Council Members: George T. Duffin.
The Mayor presented a certificate of merit to Mrs. Edith
Edde, for serving on the Library and Culture Commission, and
recently resigned from said Com~ission.
A letter from the Gilroy Gliders Folk Dance Group was
presented requesting use of Wheeler Auditorium, November 13, 1965
at the minimum fee of j15.00 and use of the foyer for serving
refreshments.
Motion was made by Councilman Allemand seconded by Council-
man Goodrich and carried that the Gilroy Gliders be allowed to use
Wheeler Auditorium as requested at the minimum fee.
City Administrator Wood presented a proposal to annex 6.67
acre parcel of land to be known as "Monterey Northwest Annexation
No.3". He also explained the location of said proposal.
The City Attorney presented a~ explained Resolution No. 962.
Motion was made by Councilman Eckard seconded by Councilman
Wentworth that the reading of Resolution No. 962 be waived and that
it be adopted.

City Adrrunistrator Wood presented a letter from Superintendent
of Schools requesting permission to appear before the Council re:
City Football League scheduling. It was noted that said matter
should be deferred to later on in the meeting because of Mr. Edmond
Bullard's absence.
A letter was presented from the Republican Central Comrrattee
of Santa Clara County, requesting permission to solicit funds within
the City from September 27th through October 2, 1965.
City Administrator Wood recommended that the license fee be
waived.
Motion was made by Councilman Wentworth seconded by Council-
man Allemand and carried that the request of the Republican Central
Committee be granted as requested and recommended.
The report of the Planning Commission Meeting of
September 16, 1965 was presented and explained by Secretary of the
Commission Kludt, informing the Council of two Public Hearings
held on the proposal to rezone a portion of the "Fifth Northern

Addi tion - Revised" and a portion of the IlIVlonterey Northwest
Annexation No.1" which was deferred to determine the Councils'
thinking on the matter of that portion fronting Monterey Street;
and on the proposal to rezone the Northeast corner of Sixth and
Alexander Streets from "R-3" to "R-3X" which was denied.
The Council referred the matter of rezoning the UFifth
Northern Addition - Revised" and III,Ionterey Northwest Annexation
No. III to the Planning Commission recommending a 150 foot depth
of the proposed "C-2" (Commercial) zoning abutting Monterey High-
way.
City Administrator Wood presented a letter from Woodside
Homes, Inc. and Kenneth Cooper, appealing the decision of the Plan-
ning Commission on the proposal to rezone the Northeast corner
of Sixth and Alexander Streets from "R-3" to "R-3X".
Motion was made by Councilman Eckard seconded by. Councilman
Wentworth and carried that October 4, 1965 at 8:00 p.m. be set for
the Public Hearing date to hear said appeal.
The Planning Commission also informed the Council of receipt
and review of a preliminary map for the proposed development of
40 acres bounded by Rosanna, Tenth, Princevalle Streets, and the
Princevalle Storm Drain.
Mr. Hale and Mr. Leonard Bernstein, representing said develop-
ment further explained the proposal to the Council.
City Administrator Wood presented a letter from Hr. Albert
Filice, requesting annexation of said property to the City. The
Council indicated their desire to proceed with annexation of this
territory.
City Administrator Wood presented a memorandum from the
Library and Culture Corr@ission, recommending approval of a Supple-
mental Agreement with the Santa Clara Valley Library System
allowing the City of Mountain View to become a member of the System.
The City Administrator explained the proposed changes in the
Agreement.
Mr. George Farrier, County Librarian, further explained the
changes to said Agreement.
The City Clerk presented and read Resolution No. 964.
Motion was DBde by Councilman Goodrich seconded by Council-
man Quartiroli to adopt Resolution No. 964.

A letter from Rev. Ernest Tufft, Library and Culture
Commission, was presented notifying City of his resignation from
the Cormnission. The Mayor thanked Rev. Tufft for his services as
a C ommi ssioner.
Mr. Edmond Bullard, Supt. of Schools, addressed the Council
and explained the School Boards' reason for denying use of school
property in re: to City Football League Scheduling.
Discussion was had.
The Mayor appointed Council lviembers: Eckard, Allemand and ]
Quartiroli, as a C ommi ttee to discuss. the scheduling of future - ,..
recreational activities and authorized Staff to negotiate with
Supt. of Schools for possible solution to the immediate problem.
Ci ty Administrator .vl/ood presented the summary of r'Ionthly
Reports and noted a correction in the nunmer of Business Licenses
effective August 31, 1965 from 797 to 704.
The report of Disbursements from August 11, 1965 to September
11, 1965 was presented and ordered filed.
Ci ty Administrator \vood recommended a step increase in the
salary pay plan for James Calvino, Police Patrolman, from Eange

1965.

City Administrator Wood requested authorization to
Execute and Accept a Water Easement Indenture Agreement from
San Martin Vineyards for the consideration of ~105.00.
The City Attorney presented and read Resolution No. 965.
Motion was made by Councilman 'v'Jentworth seconded by
Councilman Goodrich to adopt Resolution No. 965.

City Administrator Wood recommended tabling action on the
application for a Card Room License by Jiw~ie C. Queen at the
request of Mr. Queen.
City Administrator Wood requested City to pay Eye Exam-
inations for 8 City Employees at ).7.00 per employee as a result
of visual tests given to all City employees by the City's
Insurance carrier.
Motion was made by Councilman Wentworth seconded by
Councilman Goodrich and carried that Eye Examinations for certain
City Employees be allovJed as reconmlended.
Director of Public Works Kludt summarized the minutes of
the Santa Clara County Trafficways Conmlittee IVIeeting of August 11,
1965.
Councilman Wentworth reported that Councilman Duffin
asked to be excused from this Council Meeting due to illness.
The Mayor excused Councilman Duffin.
The City Attorney presented and read a proposed ordinance
re: l-late Adjustments for the Gilroy Taxicab Company previously
introduced with additional changes at this time.

Mrs. Taylor addressed the Council and requested the City
to reconsider purchase of the Howley Thomas house on Fifth and
Rosanna Streets, and noted the price to the City of $18,000.00.

the October 4, 1965 Council Meeting.

The rvlayor tabled the matter of appointments to the Library
and Culture Commission to fill the vacancies created by Mrs. Edith
Edde and Reverend Ernest Tufft to the next Council Meeting.
Motion was made by CouncilnBn Goodrich seconded by Council-
man Wentworth and carried that Rev. Ernest Tufft's letter of resig-
nation from the Library and Culture Commission be accepted with
regrets and that a Certificate of Merit be prepared for his
services on the Commission.
The City Attorney presented and read a proposed Underground
Utility ordinance.
Discussion was had regarding City'S Control of installation
of large transformers in subdivisions where all utilities are
underground. The City Administrator stated he would investigate
this matter.
Motion was made by Councilman Goodrich seconded by Council-
man Wentworth and carried that the proposed Underground Utility
Ordinance be introduced and published by title and summary.
The City Attorney presented and read Resolution No. 966
authorizing the Execution and Acceptance of a Water Easement from
Gilroy Elementary School District in conjunction with the San
Martin Vineyards Easement.

No. 37 September - October 1965 was noted and ordered filed.
A notice of a Hegional Conference for San Mateo and Santa
Clara Counties at Foothill College, Los Altos Hills on October 9,
1965 from 9 a.m. to 4 p.m. was noted.
A letter from the Sports Car Racing Association of the
Monterey Peninpula re: Laguna Seca Sports Car races October 15 -
17, 1965 was presented.
Councilman Quartiroli accepted the invitation to attend.
City Administrator Wood stated that he would request tickets for
those wishing to attend.
A letter from James G. Zizzo requesting a crosswalk at First
Street and Miller Avenue was presented.
Discussion was had regarding installation of traffic signal
lights at some location on First Street from Church Street to
]\Iiller Avenue.

Staff was instructed to contact the Division of Highways
requesting installation of traffic signal lights on First Street
at Church Street and at Miller Avenue, and determine the possi-
bility of painting a crosswalk on First Street (State Highway)
from the Southwest corner to the Northwest corner to alleviate
foot traffic at that location (City to paint additional cross-
walk on Miller Avenue from the Southwest corner to the Southeast
corner. )
Councilman Goodrich requested Staff to pursue the matter
of requiring sidewalk installation on the west side of Miller
Avenue.
A letter from the Division of Highways was presented
notifying the City of a Public Meeting at the City Hall in
Gilroy, October 15, 1965 re: studies to determine the location
for State Sign Route 152 and location of Route 156. City
Administrator Wood recommended the City to request said study.
Councilman Wentworth requested Staff to notify the
Board of Supervisors that the City is presently accepting gar-
bage and refuse at the City Dump from residents living outside
the City of Gilroy.
City Administrator Wood presented an invitation from the
Lucky Hereford Ranch to tour property proposed to be used for
two golf courses. Council indicated Saturday, September 25,
1965 at 10:00 a.m. would be acceptable for said tour.
City Administrator Wood presented an invitation fr.om the
City of Santa Clara to attend the Dedication Ceremonies of the
New Headquarters Fire Station, Sept. 26, 1965 at 10:00 a.m.
City Adr~nistrator Wood reported on an allegation of
limited rights to water at the Gavilan College well site and
read a letter from Attorney, Francis Crawford, notifying the
School District of said matter.
Discussion was had. Council took no action pending
investigation by the City Attorney on said matter.
Discussion was had regarding the matter of a Poultry
Processing Plant seeking a location to operate in Gilroy.
Council agreed that they could not accept this industry
with the information provided.
Discussion was had .on the matter of purchasing additional
lands for Sewer Plant purposes. Staff was instructed to inform
the Citizens' Sewer Committee of the Councils' thinkin~ in re:
to expansion and obtaining additional lands for industrial
sewerage in the vicinity of the Pajaro River. During an interim
the City would continue to use the present plant for domestic
sewer and ultimately locate this facility to the south.
Chief of Police Laizure requested a written policy re-
garding activities allowed at Miller Park.
Discussion was had. Said matter was referred to Staff.
Chief of Police Laizure reported on the Truck Routes
recently established.
Discussion was had. Council instructed Chief of Police
Laizure to enforce the Truck Route Ordinance.
Councilman Allemand requested that his hotel reserva-
tions for the League of California Cities Conference October
10-13, 1965 be cancelled.
Councilman Allemand requested.hiring of a Planning Con-
sultant in re: to review of the General Plan. City Administrator
Wood noted he has been contacting Planning Consultants in this
regard and the County Planning Dept.
At 11:46 p.m. motion was made by Councilman Goodrich
seconded by Councilman Wentworth and carried to adjourn.
