The regular meeting of the City Council was called to order by
His Honor Kenneth L. Petersen at 8:00 p.m.
Present: Council Members: John E. Allemand, Chester R. Eckard,
Norman B. Goodrich, Charies F. Quartiroli, Everett C. Wentworth, and
Kenneth L. Petersen.
Absent: Council Member: George T. Duffin.
The minutes of the regular Council Meeting of February 7,
1966 were approved as mailed and recorded.
The Mayor stated that it was the time and place scheduled for
the Public Hearing on the proposed rezoning of a major portion of the
"Southwest Annexation 65-2'1 from "R-I", Single Family Residence Dis-
trict to "R-3" Multiple Residence District. He asked if anyone in the
audience wished to speak for or against the rezoning proposal. There
was no comment from anyone in the audience. Motion was made by Council-
man Goodrich seconded by Councilman Eckard and carried to close the Pub-
lic Hearing. The City Attorney presented and read a proposed ordinance
rezoning the said premises. Motion was made by Councilman Goodrich
seconded by Councilman Wentworth and carried that the proposed ordinance
be introduced and published by title and summary.

Southern Addition" from "R-l", Single Family Residence Dist.rict to
"M-211, Light Industrial District, City Administrator Wood explained the
location of t~e proposed rezoning. Director of Publ ic Works Kludt fur-
ther explained the recommendation of the Planning Commission on the pro-
posed rezoning. The Mayor asked if anyone in the audience wished to
speak for or against the rezoning proposal. There was no comment from
anyone in the audience. Motion was made by Councilman Wentworth
seconded by Councilman Eckard and carried to close the Public Hearing.
The City Attorney presented and read a proposed ordinance rezoning the
said premises. Motion was made by Councilman Goodrich seconded by
Councilman Wentworth and carried that the proposed ordinance be intro-
duced and published by title and summary.

Goodwill Ind. A request of Goodwill Industries of Santa Clara County
Proclamationlnc. for a proclamation of March 26, 1966 as "Good Turn Day" for Boy
on Boy Scout Scouts to solicit donations to benefit Goodwill's vocational rehabili-

A request of the Santa Clara County Girl Scout Council, Inc.
for permission to conduct their annual Cookie Sale from March 4th to
14, 1966. Motion was made by Councilman Eckard seconded by Council-
man Wentworth andcarried that the request be granted.
A letter from the City of Hope was presented requesting to
Conduct its Annual Door-to-Door Fund Drive during May 1966. Motion
was made by Councilman Wentworth seconded by Councilman Allemand and
carried that the request be granted.
The report of the Planning Commission Meeting of Thursday, Feb.
17, 1966, was presented informing the Council of its discussion on
the proposed High School site on Miller Avenue noting that official
action by the Commission on said matter would not be presented to the
Council until the Commission gave final approval to a letter directed
to the local School Board; recommending Council approval of the appli-
cation for 701 Study for Urban Planning Assistance; noting comment of
disapproval on a request of the Santa Clara County Planning Commission
regarding a Tentative Subdivision Map of Mr. Edward Uhl on Fitzgerald
Avenue; and recommending approval of "Exhibit All as the street connect-
ions of Ramona Way, Hanna, Church and Pierce Streets at the proposed
park site in the Crum Tract.
Councilman Quaftiroli stated that he wished to go on record that the
review of the General Plan, as recommended by Mr. Warren Jones, Plan~
ning Consultant, should be completed prior to selecting a location of a ,
new High School site.
The Council approved "Exhibit A" as the street connections of
Ramona Way, Hanna, Church and Pierce Streets at the proposed park site
as recommended by the Commission.
City Administrator Wood presented and read the proposed applica-
tion and Resolution for the 701 Study for Urban Planning Assistance.
Motion was made by Councilman Allemand seconded by Councilman
Wentworth and carried that the Mayor be authorized to'sign the appli-
cation for the 701 Study for Urban Planning Assistance. Motion was
made by Councilman Wentworth seconded by Councilman Eckard and car-
ried that Resolution No. 995 be adopted regarding the application fer
said Planning Grant.

The report of the Personnel Commission meeting of Tuesday, Feb.
8, 1966, was presented recommending establishment of a classification
for the position of Parks and Recreation Director and revision in the
classification and salary range of Chief Librarian.
Mr. John Kent, representing the Parks and Recreation Commission,
addressed the Council and explained the Commissions. thinking on hiring
of a full-time Parks & Recreation Director. The matter of establish-
ing a classification for the position of Parks and Recreation Director
was tabled in order to present the matter to the School Board to dete~
mine what their support in hiring a full-time Parks & Recreation Dire~
tor on a cooperative basis with the School.

Chf.Librarian Motion was made by Councilman Eckard seconded by Councilman
Classification Wentworth and carried to amend the qualifications in the Chi ef Libra-
rian classification as recommended by the'Commission as follows:
"College graduate with 3 yrs. Library experience with increasing respon-
sibility" and the salary range set at $631. to $767.
Monthly Reports The Summary of Monthly reports of January 1966 was presented
and ordered filed.
Report of The Report of Disbursements from January 11, 1966 to February
Disbursements 10, 1966 was presented and discussed.
Water Samples City Administrator Wood presented his report of Water Samples
and withdrew his recommendation to purchase and install a chlorination
unit on Well #4 due to additional satisfactory samples received and to
explore the matter further.
Salary Increases City Administrator Wood presented recommendations for step
increases in the Salary Pay Plan for the following employees: Linda
Blundo, Clerk-Typist, Range 14.8 from Step "D", $387. to Step "E"
$407.; Marlene Enos, Account Clerk, Range 14.8 from Step "C'I, $369~ to
Step "D", $387.; Louis Gagnebin, Building Inspector, Range 25.8 from
Step "D" $663. to Step "E" $696.; and Robert Alonzo, Utility Man, Range
18.8 from Step "B" $427. to Step "C" $449. to become effective March 1,
1966. Motion was made by Councilman Goodrich seconded by Councilman
Eckard and carried that the step increases in the Salary Pay Plan be
approved as recommended to become effective March 1, 1966.
Police Vehicle City Administrator Wood requested retention of the 1964 Rambler
Retention Police Vehicle. Motion was made by Councilman Goodrich seconded by
Councilman Wentworth and carried that the 1965 Rambler Police Vehicle
be retained.
A.B.C. application The City Administrator presented an application to the Alcoho-
lic Beverage Control Board for an On-Sale Beer and Wine License at 595
Old Gilroy Road. Motion was made by Councilman Goodrich seconded by
Councilman Allemand and carried that the City has no objections to the
application presented.

City Administrator Wood presented a report on City and County
Civil Defense Feasibility Study and recommended approval of same.
The City Clerk presented and read Resolution No. 996 approving the
Feasibility Study. Motion was made by Councilman Goodrich seconded by
Councilman Wentworth to adopt Resolution No. 996.

Salary Survey City Administrator Wood presented a report on a Joint Study
Session of the Council and Personnel Commission in re: Annual Imployee's
Salary Survey.
Motion was made by Councilman Wentworth seconded by Council-
man Eckard and carried that the City Attorney.s salary be increased'
from $425.00 to $550. per month to be included in the Salary Schedule
Resolution.
Motion was made by Councilman Wentworth seconded by Council-
man Goodrich and carried that the City Administrator's-salary be in-
creased from $13,500~ per year to $15,000.00 to be effective retroac-
tive from January I, 1966 in accordance with a previous verbal agree-
ment of the Council.
Basic Pay Plan City Administrator Wood presented and read a proposed Ordinance
Changes by Res. allowing changes to be made to the "Basic Pay Plan" by resolution
rather than ordinance as recommended by the Personnel Commission.

Motion was made by Councilman Goodrich seconded by Councilman Wentworth
and carried that the proposed ordinance be introduced and published by
title and summary.
The Council tabled action on the Resolutions establishing
the Basic Pay Plan and Salary Schedule proposed to become effective June
1, 1966 after the Ordinance allowing changes to be made by resolution,
becomes effective.

Migrant
Committee
A letter from the Interfaith Migrant Committee was presented
urging the City Council to appoint a Citizens. Committee to study local
housing needs. Discussion was had. The Mayor appointed Councilman All&
mand Committee Chai rman and Counci Imen Wentworth and Goodrich~and the
City Administrator to study the matter and bring recommendations back to
the Council and also study other programs regarding Federal Aid for said
proj ect.
Trafficways The minutes of the County of Santa Clara Trafficways Policy
Policy Com. Committee Meeting of January 12, 1966 were presented.

ing members of the Armed Forces of this Country fighting in South Viet.

City Engineer reported that this had not been completed.

Councilman Wentworth suggested and recommended that the Council
give future consideration to a $100.00 per month for Councilmen and an
additional amount per month for the Office of Mayor.
Councilman Eckard reguested that the City donate lumber and
materials for a table and benches to be used inside the Boccie Ball
Player's Bui Iding at the Forest Street Playground. Director of Public
Works Kludt reported that a table and benches donated by Mr. & Mrs. Bang
is available for this location since they are not acceptable for out-
door park use.
City Administrator Wood reported that the survey of Off-site fees
for Motels in other communities has not been completed for recommenda-
tion to the Council.
The City Attorney reported and advised the City that they can
JOIn in with the State on action brought on Violations of the Anti-
Trust Act for past overcharging on various types of pipes. Motion was
made by Councilman Eckard seconded by Councilman Wentworth and carried
that the Attorney General be advised that the City wishes to become a
party to action brought by the State on Anti Trust Violations to re-
cover overcharging on pipe purchased by the City.
The City Engineer presented and explained a profile and prelimin-
ary estimate on the proposed Underpass at the Railroad Crossing on
Sixth Street, estimated at $275,000.00. Discussion was had. The City
Engineer also suggested the possibility of telemetering trains travel-
ing through the City with the monitoring board located at the Fire
Station to advise the Fire Department personnel the exact location of
each train. The Council agreed that this matter should be studied
further. The Council also agreed that the City Engineer should proceed
with the preliminary studies for an Overpass at the Railroad on Sixth
Street, estimated study by th~ Engineer is $500.00.
Liqhtinq Stan- Director of Public Works Kludt reported that the original quota-
dards Police tion of Howard Electric Company for lighting standards at the City Hall
Bldq. & City and Police Dept. parking lot in the amount of $1,040.00 was in error.
Hall parkinq He reported that the 8 ft. lighting standards should have been quoted
lot at $286.00 rather than $150.00 and that the 4 ft. standards are $140.00
as originally quoted. Motion was made by Councilman Allemand seconded
by Councilman Wentworth and carried that the five 4 ft. lighting
standards and the estimated three hundred feet of conduit at $1.00 per
ft. be installed at the City Hall and Police Dept. Parking Lots.
The Council also suggested that the Exit and Enter Signs at the
driveways be signed on a pole at both locations rather than on the
pavement as presently indicated.
Hazardous side- Director of Public Works Kludt reported that approximately 160
walks property owners were recently notified by letter of the hazardous side-
walk situations on their property.
Federal Aid re: The City Engineer reported that the City of Hollister is propos-

additions holes at their Golf Course and that Federal Aid is available for ac-
quisition and development if the Course will be used as a multi-recrea-
tional facility. He also reported that a project of this type can be
completed under Revenue Bonds and by Service District.
Alley Spraying Fire Chief Brittain reported that the alleys in the City have
