The regular meeting of the City Council was called to order by His
Honor Kenneth L. Petersen at 8:00 p.m.
Present: Council Members: John E. Allemand, George T. Duffin, Ches-
ter R. Eckard, Norman B. Goodrich, Charles F. Quartiroli, Everett C.
Wentworth, and Kenneth L. Petersen.
Absent: Council Members: None
The minutes of the regular Council Meeting of February 21, 1966
were approved as mailed and recorded.
The Mayor stated that it was the time and place scheduled for the
Public Hearing on the Disposition of the Old City Hall located at 3 East
Sixth Street. City Administrator Wood presented and read the Structural
Engineer's Reports of Brunnier and Brewster & Greulich on the condition
of the Old City Hall. The following persons from the audience spoke in
favor of preserving the Old City Hall: George Porcella, Ruth Weston,
Margaret Thomas, Helen Berta, Edward Duerr, Architect; Eddys Thomas,
Courtland Rush, Herb Sheldon and several unidentified citizens spoke and
asked questions regarding the Engineer1s reports. Edward Duerr, Archi-
tect requested that in the event the building is demolished a model of
the structure should be made and placed in the City Museum.
A letter from Mr. Carl Bolfing was presented and read requesting
preservation of said City Hall.
Motion was made by Councilman Eckard seconded by Councilman Went-
worth, and carried to close the Publ ic Hearing. Council Members discus-
sed the matter. Motion was made by Councilman AUement seconded by
Councilman Wentworth and'carried that the matter of preserving the Old
City Hall be placed on the ballot of the June Primary Election as a Bond
Issue proposal.
The report of the Planning Commiss}on Meeting of Thursday, March
3, 1966 was presented informing the Council of a Public Hearing held
before the Commission on a Conditional Use Permit request of the Union
Oil Co. of Calif. to construct an automobile service station at 900
South Monterey Street and granting said permit subject to certain condi-
tions; recommending approval of the Final Map of I'Westwood Acres Unit
No. 3" subject to the provision of adequate Public Utility Easements,
the execution of an improvement agreement and the posting of satisfac-
tory bonds.
Discussion was had regarding the Final Map of I'Westwood Acres,
Un it No. 31', Mot i on was maae by Counc i 1 man Duff i n seconded by Counc i 1-
man Goodrich and carried that the final map of Westwood Acres, Unit No.
3 be approved subject to the conditions requested and recommended by the
Commission.
City Administrator Wood presented and explained the proposed South
County Uniform House Numbering Plan. Motion was made by Councilman Duf-
fin seconded by Councilman Quartiroli and carried that the South County
Uniform House Numbering plan as presented be approved.
City Administrator Wood presented a proposed acquisition Agreement
for the purchase of the Gilroy Telephone Company.s Alexander Street ware-
house property for the Tenth Street Extension Project. Discussion was
had. Motion was made by Councilman Quartiroli seconded by Councilman
Wentworth and carried that the Agreement with the Gilroy Telephone Com-
pany be approved as presented. City Administrator Wood noted that said
Agreement would be submitted to the County of Santa Clara for their
app rova 1 .
City Administrator Wood presented a report on Off-Site Sanitary
Sewer Fees for Motels. Discussion was had. Motion was made by Coun-
ncilman Quartiroli seconded by Councilman Wentworth and carried that the
rate of Off-Site Sanitary Sewer Fees for Motels be set at $25.00 per
unit. It was agreed that the said fees be applied to the Motel 6 build-
ing permit and that a refund be given to Mr. Bill Boyle for overpayment
of the Off-Site Sanitary Sewer Fees.

Development Costs City Administrator Wood reported on a Joint Council-Gilroy Elemen-
re:El Roble tary School District Meeting in regard to Development Costs for the
School Site Planned El Roble School Site. Council concurred with the joint agree-
ment established at said meeting and instructed the City Administrator
to prepare an Agreement containing the adjustments agreed upon.

Director of Public Works Kludt presented and explained a proposed
Amendment to the Agreement for Maintenance of State Highways in the City.
Resolution No. 998 was presented. Motion was made by Councilman Goodrich
seconded by Councilman Wentworth that the reading of Resolution No. 998
be waived and that it be adopted.

NUMBER 2 TO AGREEMENT FOR MAINTENANCE OF STATE HIGHWAY IN THE CITY OF

Director of Public Works Kludt recommended final acceptance of
"Casa Loma Estates", Tract No. 3959. Discussion was had regarding the
lift station located within Casa Loma Estates, Tract #3959. The City
Attorney presented and read R~solution No. 999. Motion was made by
Councilman Eckard seconded by Councilman Goodrich to adopt Resolution
No. 999.

RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY ACCEPTING IMPROVEMENTS
MADE BY DEVELOPERS OF THE SUBDIVISION KNOWN AS "CASA LOMA ESTATES, TRACT
NO. 3959".

The City Attorney presented and read Resolution No. 1000 advising
the Attorney General that the City of Gilroy wishes to become a party
to action brought by the State on Anti-Trust Vi~lations to recover
overcharge on pipe purchased by the City. Motion was made by Councilman
Goodrich seconded by Coancilman Eckard to adopt Resolution No. 1000.

City Engineer Hanna Jr., presented and explained the Plans and
Specifications for Seventh Street. Motion was made by Councilman Went-
worth seconded by Councilman Ec~ rd and carried that the Plans and Speci-
fications for Seventh Street be approved and that the call for bids be
set for March 21, 1966.
Ordinance No. 763 amending Sections 17.9 and 17.10 cr the City
Code relating to the "Basic Pay Plan" previously introduced and pub-
lished by title and summary was presented for adoption. Motion was made
by Councilman Goodrich seconded by Councilman Wentworth to adopt Ordin-
ance No. 763.

A letter from the Gavilan College was presented requesting
assistance in case of fire at the new Thomas Road Campus site. Council
concurred with the Fire Chief1s recommendation regarding City response
subject to a direct request from the Gilroy Rural Fire Department
under the Mutua) Aid Agreement between the Gilroy Fire Department
and the Gilroy Rural Fire District.
Discussion was had regarding the proposed Sewer and Water
Agreement with Gavilan College. City Administrator Wood reported that
he would review the Water Agreement with the City Attorney.
City Administrator Wood reported on the filing of the Notice
of Completion of the Police Facility on Friday, March 4, 1966 a~d r&
cordation on March 7, 1966.
City Administrator Wood reported on a Meeting scheduled with
the High School Recreation Committee at 8:00 p.m. on March 9, 1966
at the Coun~il Chambers.
City Administrator Wood reported on a tentative meeting sche-
duled for March 10, 1966 at 8:00 p.m. regarding the Housing Authority
Acts to be studied by the Council Committee.
The Dedication Ceremonies and Open House of the Gilroy
Police Building on March 12, 1966 at 2:00 p.m. was noted.

O.P.L.'s Councilman Wentworth suggested that Official Plan Lines be adopted
Murray Ave. from Murray Avenue (East Side) to I .O.O.F. Avenue, South to Sixth Street
& Kern and Kern Avenue from Hecker Pass Highway to Day Road.

Council referred said matter, to the Planning Commission for recom-
mendation, and referral to the City Planning Consultant.
Church St. Councilman Wentworth inquired about the cost estimates for extending
Ext. Church Street to the North. City Admi~istrator Wood presented cost estimates
of the City Engineer for completion of improvements on the Extension of
Church Street North to Ronan Avenue. Discussion was had"on stopping said
extension at Pierce Street. Council agreed with the City Administrator's
recommendation for Staff to set up an equitable Assessment District pro-
cedure for the extension, and bring the estimated costs back to Council
for approval, and if the distribution of costs are acceptable to Council
we can then contact the property owners affected. /
Gilroy Tele- Discussion was had regarding the telephone poles existing on 101
phone Co. Highway. The City Administrator was instructed to determine from the
poles Gilroy Telephone Company what they intend to do about these existing poles.

Counci Iman Duffin inquired about the proposed Agreement with the
Gilroy Golf and Country Club. City Administrator Wood reported that he
had received the Agreement from the City Attorney this morning and that
when it has been reviewed copies will be forwarded to the Golf and Country
Club.
Councilman Duffin inquired about the City's Street Maintenance
Program. Director of Publ ic Works Kludt reported that the 1965-66 Program
has been completed, with the exception of the work on Murray Avenue and
that Staff will request Council approval to advertise for bids sometime
in June after approval of the 1966-67 Budget for Street Maintenance this
yea r .
Discussion was had regarding the installation of sidewalks on
Miller Avenue. Director of Public Works Kludt reported that he would
check to determine if the deadline for said installations had expired.

Councilman Duffin and carried to adjourn.
