The regular meeting of the City Council was called to order by
His Honor Kenneth L. Petersen at 8:04 p.m.
Roll Call
Present: Council Members: John' E. Allemand, George T. Duffin,

Minutes
The minutes of the regular Council Meeting of June 6, 1966were
approved as mailed and recorded. The minutes of the Special Council
Meeting of June 14, 1966 were approved as mailed and recorded.
Chf.Librarian The Mayor introduced Mrs. Mary L. Goshert, Chief Librarian,

Bids re:Paint- The Mayor stated that it was the time and place scheduled for

Paint Co. - $4,200.00. The low bid was referred to the City Attorney
for checking. Director of Public Works Kludt reviewed the proposed
project. The City Attorney reported that the Bid of Ted Chavez to be
in order. Motion was made by Councilman Goodrich seconded by Council-
man Allemand and carried that the Bid of Ted Chavez, Gilroy T. & R.
Paint Co., in the amount of $4,200.00 be awarded for Interior and Ex-
terior Painting of Wheeler Auditorium.
Pub.Hear.1966- The Mayor stated .hat it ~as the time and place scheduled
67 Budget for the Publ ic Hearing on the 1966-67 Budget. City Administrator Wood
reviewed Council Review Changes and an Additional Request for Summer
and Winter Recreational Programs in the amount of $6,640.00. The
Mayor asked if anyone i~ the audience wished to speak for or against
the proposed 1966-67 Budget. There was no comment from anyone in the
audience. Motion was made by Councilman Wentworth seconded by Council-
man Duffin and carried that the Public Hearing be closed.

The City Clerk presented and read in part Resolution No. 1018. Motion
was made by Councilman Wentworth seconded by Councilman Goodrich and
carried that the reading of Resolution No. 1018 be waived and that it
be adopted.

It was noted that the total anticipated expenditures of the 1966-,67 Budget
did not include the $6,640.00 request for Summer and Winter Recreational
Programs as presented. Motion was made by Councilman Wentworth seconded
by Councilman Allemand and carried that the total anticipated expenditures
of the 1966~67 &udget be corrected to $1,292,252.00 which includes the
$6,640.00 for Summer and Winter Recreational Programs as requested by
the Parks & Recreation Director.

The Mayor deferred action to Declare a Publ ic Alley in Tract No.
506 "Castlewood Park, Unit No. 1'1 to later on in the Agenda.
Proclamation City Administrator Wood presented and read a request from the
re:7-4-66 Gilroy Elks Lodge for a Mayor's Proclamation commemorating the Independence
of our Nation on July 4, 1966, by Joining into a National Effort to Ring
Community Bells. Motion was made by Councilman Quartiroli seconded by
Councilman Allemand and carried that the Mayor be authorized to issue
the Proclamation requested by the Gilroy Elks Lodge.

City Administrator Wood explained the locations of each of the
proposed annexations. The City Attorney presented Resolution No. 1019
setting a Public Hearing date of July 5, 1966 on proposal to annex terri-
tory to be kmown as Kern-Tatum Annexation 66-1. Motion was made by
Councilman Wentworth seconded by Councilman Goodrich that the reading of
Resolution No. 1019 be waived and that it be adopted.

Councilman George T. Duffin abstained from voting on all Reso-
lutions No. 1026 through and including No. 1033 and stated that he was
a property owner affected by this project.
Director of Pu~ ic Works Kludt reviewed the matter of the pro-
posed Publ ic Alley in Tract #506 "Castlewood Park, Unit No. I". Mr.
Trevis Berry and Mr. James Spencer addressed the Council and opposed
the declaration of a Public Alley in said Tract #506. Discussion was
had on the matter:
Council tabled action of declaring a Public Alley in said Tract #506,
Castlewood Park, Unit No. I "to Tuesday, July 5, 1966 in order to allow
additional time for property owners to present additional information
on said matter.
At 10:03 p.m. the Mayor declared a Recess and Reconvened at
10: 13 p.m.
Personnel Director, Reinsch presented proposed Classifications
and Salary Ranges for Police Lieutenant and Fire Captain positions.
City Admi n i s trator Wood recommended that the phrase "F ire Company'l under
Duties of Fire Captain as presented be changed to "Fire Station on an
assigned shift". Motion was made by Councilman Wentworth seconded
by Councilman Allemand and carried that the Classifications and Salary
Ranges for Police Lieutenant and Fire Captain positions be approved
and Salary Classifications established as presented and corrected.
The Summary of Mont~ly Reports of May 1966 was presented and
ordered filed.
The Report of Disbursements from May 11, 1966 to June 10,
1966 was presented and ordered filed.
Salary Increases City Administrator Wood presented and recommended approval
of Step Increases in the Salary Pay Plan for the following employees:
Alice Ortega, Account Clerk, Range 16 from Step "B" $387.00 to Step
"C" $407.00 and Robert Gummow, Pol ice Cadet, Range 13 from Step "A"
$319.00 to Step "B" $335.00 to become effective July I, 1966. Motion
was made by Councilman Duffin seconded by Councilman Wentworth and
carried that the Step Increases be approved as recommemded.

Proposal
City Administrator Wood reported on the Proposed Extension
of South Alexander Street. Discussion was had on the matter. Council
authorized Staff to proceed on said proposal which included a '60 ft.
width street on Alexander Street and a 86 ft. width on Luchessa Avenue.
City Administrator Wood recommended approval of Budget Amend-
ments to the 1965-66 Budget to increase the following Accounts: IB4-
$537.00, IB60 - $176.00, 2B3 - $1,105.00, 2B7 - $210.00, llB49 -
$1,015.00, 21Bl - $2,114.00, and 21Bl2 - $415.00. Motion was made by
Councilman Wentworth seconded by Councilman Duffin and carried that the
1965-66 Budget be increased in the Accounts as requested by the City
Administrator.
City Administrator Wood requested approval of $200.00 as the
City's Contribution on the State Attorney General IS Suit on Pipe Pro-
ducts Price Fixing Case. Motion was made by Councilman Eckard seconded
by Councilman Wentworth and carried that the $200.00 be authorized as
requested for the City's contribution on the Pipe Products Suit.
City Administrator Wood requested continuance of study on
the proposed Cigarette Tax to allow Mr. LeNeave to present additional
information on said matter. Council concurred with the request.
Final Acceptance Director of Public Works Kludt requested Final Acceptance
Wi lIard Crt. of "Wi lIard Court, Tract No. 3769 and "Wrenhaven Tract No. 3979'1. The
& Wrenhaven City Clerk presented ~esolution No. 1034. Motion was made by Council-

REGULATING THE CONDUCT OF CARDROOMS IN THE CITY OF GILROY.

The City Attorney distributed to each Council Member copies of
a proposeq Sewer Service Charge Ordinance for study and introduction at
the next Council Meeting.
City Administrator Wood presented a request from the Gilroy
Auxiliary Police Department to sponsor a Carnival of West Coast Shows,
thc. on July 7, 1966 through July 10, 1966. Motion was made by Council-
man Allemand seconded by Counci Iman Wentworth and carried that the
Gilroy Auxil iary Pol ice Department be allowed permission to sponsor a
Carnival of the West Coast Shows, Inc. as requested.
Marjorie Grodhaus City Administrator Wood reported that retiring Librarian,
Book Donation Marjorie Grodhaus desires the $50.00 gift of the Council to be used
for purchase of books for the Children's Library with a name plate that
indicates that said books were donated by Mrs. Grodhaus. Council con-
curred and instructed City Administrator Wood to write Mrs. Grodhaus
thanking ~er for this donation.

City Administrator Wood reported that a No Host Retirement
Dinner for Marjorie Grodhaus has tentatively been scheduled for July
6, 1966.
City Administrator Wood noted the 68th Annual League of Calif.
Cities Conference in San Di~go October 16-19th, 1966. Council request-
ed reservations be forwarded for the El Cortez Hotel as a first choice
and the Kona Kai Club as second choice.
Councilman Goodrich reported on the 9th Biennial Mayor and
Councilmen Institute at Monterey that he attended May 22-25, 1966.
