Minutes 1966/09/26 0,hg-O." ~uJ~ Gilroy, California September 26, 1966 The special meeting of the City Council was called to order by His Honor Mayor Protempore Everett C. Wentworth at 8:31 p.m. Roll Call Present: Council Members: John E. Allemand, George T. Duffin, Norman B. Goodrich, and Everett C. Wentworth. Absent: Council Members: Chester R. Eckard, Charles F. Quar- tiroli, and Kenneth L. Petersen. City Administrator Wood explained that the purpose of this Council Meeting was called to discuss the proposed sale of San Martin Water System and Improvements of Luchessa Lane between Route 101 and S.P.R.R. San Martin Water Sys. City Administrator Wood reported that the Council Committee co~ sisting of Councilmen Wentworth, Eckard, and Duffin (who was not pre- sent but informed of said meeting), Director of Public Works Kludt, City Engineer Hanna, and himself met on the site with Mr. George Robin- son, Realtor to inspect said San Martin Water System. He reported that the Committee requested a report from the Santa Clara County Health Department as to the condition of said Water System; proposed costs with additional detail; investigation of the Pressure System; and well logs. City Administrator Wood reported that Health Department stated that in general said system was no problem to the Department with the exception of occassional rust and sand present in said Water System. Director of Public Works Kludt reported on pressure tests taken at Chester, Colony, and Roosevelt Avenues. Councilman Quartiroli entered at 8:37 p.m. and took his seat at the Council table. Director of Public Works Kludt continued his report and stated that the maximum out-put at the Colony Avenue well site could be 600 gallons per minute. He also stated that the evidence of sand could be corrected, and that the rust problem could probably be eliminated by not allowing the well, to remain standing for a longer period than three days. City Engineer Hanna reported on the Public Utilities Commission estimates of 1963 regarding the value of said water system. City Administrator Wood further explained the advantages and disadvantages regarding purchase of said San Martin Water System. Dis- cussion was had on the matter. The Council present voiced their opinIons regarding purchase of said system, and instructed the City Administrator to notify the owner of the San Martin Water System that the City of Gilroy is not interested in purchasing said System at this time. Mayor Petersen entered at 9:01 p.m. and took his seat at the Council table. Luchessa Lane City Administrator Wood presented a report on the improvements improve- of Luchessa Lane between Route 101 and S.P.R.R. Discussion was had re- ments garding said matter. Motion was made by Councilman Duffin seconded by Councilman Wentworth and carried that approval be given to completion of the entire portion of Luchessa Lane as presented by the City Admini~ trator and that authorization be given for the City to assume the $1,648.30 deficit not being paid by the nondeveloping adjacent property owner, and that $1,248.72 be authorized for an additional ten (10) foot right-of-way required from Mr. William Boyle in order to avoid the Gub- ser Warehouse under the proposed street widening project. Discussion was had regardfng the City.s policy of paving certain City streets including curb and gutter installation. City Administrator Wood stated that said matter would be on the next Council Agenda for discussion since this Council Meeting is a Special Council Meeting and Info re: North-side Park Ap. 0-: .r-) ',) .,..uOo the City Attorney reported that no action could be taken on matters not included on this Agenda. Councilman Duffin inquired of the fil ing of the application for Federal Funds regarding the development of the proposed North- side Park. City Administrator Wood reported that he had just re- cently received the legal description of said proposal from the City Engineer and that two appraisers are working on the project. These reports are a p~e-requisite to filing said application. Fur- ther that the County and ABAG blessings are required as a pre- requisite to filing with the, Federal Agency for final approval.
