City Administrator Wood noted that such a Project would
have to be completed on lands outside the City since Farm Housing
Administrati,on qualifiCations are based upon a community of less
than 5,500 population and stated that sewer "and water facilities
would be requested of the City. It was noted that this coulcf be
accomplished by an Agreement between the property owners and the
City because othese services are not ordinarily furnished to land
not annexed to the City. Further that in said proposed Agreement
a stipulation could be included that after completion of said
Self-Help Project the property owners would agree to be annexed
to the City of Gilroy. Council concurred with this arrangement
and noted that it was not the City's policy to provide City
services to territory outside the City but that this type of
arrangement could possibly be negotiated.
