The Regular Meeting of the Gilroy City Council was
called to order by His Honor Mayor Norman B. Goodrich at 8:00 p.m.
Present: Al lemand,Duffin,Kennedy,Quartiroli ,Wentworth,Silva, and
Goodrich.
The Mayor presented Certificates of Service to retiring
Commissioners Mr. Louis DeLorenzo and Mr. Layton Rice, and noted
that retiring Commissioner Mrs. Ruth Taylor would not be present
to receive her certificate.

The Mayor tabled the Public Hearing regarding the Card
Room License at 154 North Monterey Street, Gilroy to later during
the meeting for Mr. Leon Welco's presence (operator of Gilroy Bow)).
The Mayor stated that it was the time and place scheduled
for the Public Hearing on the Determination of the Council of the
Cost of Demolishing and Removing the Building at 126 South Church
Street, Gilroy, Constituting a Special Assessment Against the said
Premises. He asked if anyone in the audience wished to speak for or
against the proposal. There was no comment from anyone in the
audience. The City Attorney presented and explained Resolution No.
1199. City Administrator Wood noted the bids received for demoli-
tion of said building. The City Attorney further explained the
situation. Motion was made by Councilman Quartiroli seconded by
Councilman Allemand and carried that the Public Hearing be closed.
Motion was made by Councilman Kennedy seconded by Councilman Went-
worth that Resolution No. 1199 be adopted.
RESOLUTION NO. 1199
RESOLUTION OF THE COUNCIL OF THE CITY OF GILROY PROVIDING THAT
NO OBJECTIONS HAVE BEEN MADE TO THE DEMOLISHING AND REMOVAL OF THE
DWELLING FORMERLY LOCATED AT AND KNOWN AS NO. 126 SOUTH CHURCH
STREET IN GILROY, CALIFORNIA, AFTER NOTICE DULY GIVEN AND THAT THE
COST OF SUCH DEMOLITION AND REMOVAL SHALL BE CHARGED TO THE OWNERS
OF THE PROPERTY AS A SPECIAL ASSESSMENT ON THE LAND ON WHICH THE
BUILDING WAS LOCATED AND THAT THE SAME SHALL BE COLLECTED IN THE
MANNER AS A SPECIAL ASSESSMENT.

Mr. Fred H. Pearson, Jr., Attorney for Mr. Welco, addressed the
Council and requested information regardiQg the revocation of said
1 icense.
Chief of Police La~zure presented inform~tion a~d reasons
for his pre+ious recommendation to the Council for revocation of
said license. Discussion was had further on the matter. City
Administrator Wood presented Council excerpts from the minutes of
three meetings in which said card room license was discussed.
Mr. Pearson further commented on the matter and noted
that there should not have been any consideration given between the
license card table and the request for the additional card table
at said premises.

Motion was made by Councilman Duffin seconded by Council-
man Wentworth and carried that the Public Hearing be closed.
Further discussion was had by the Council on said matter.
Motion was made by Councilman Allemand seconded by Councilman Kennedy
and carried that the card room license for the one card table at
Gilroy Bowl, 154 North Monterey Street, be revoked.
The Report of the Parks & Recreation Commission Meeting
of December 19, 1967 was presented and explained by Assistant City
Administrator Reinsch. Discussion was had regarding the proposed
plans for the Amphi-theatre stage structure. Council tabled action
on the proposal to the next regular Council meeting in order ~6r
Council to view the site and other localities where a similar
structure may be located, to determine if the proposed size of same
would be adequate for the City of Gilroy's needs.
The Mayor introduced Miss Agate Karavoll, foreign
eHchange student from Norway, present at this Council Meeting as a
guest of Mr. & Mrs. Dale Connell. Miss Karavoll noted that her
grandmother was a member of the Norweigan City Council in a City
in Norway.

The Report on satisfactory Water Samples taken by the
Santa Clara County Health Department was noted and ordered filed.
City Administrator Wood presented and explained a Report
on Multi-Residential Unit Sewer Service Rates. Discussion was had
on the matter. The City Attorney presented and read a proposed
ordinance for amendment to the Sewer Service Rates as recommended.
Motion was made by Councilman Wentworth seconded by Councilman
Allemand and carried that the proposed ordinance by introduced and
published by title and summary.
City Administrator Wood reported on the Cigarette Tax
Claims. Council tabled action of same in order to receive an
opinion from the State Board of Equalization on said matter as
recommended by the City Administrator.
The City Attorney reported on certain annexed territories
recently removed from the Rural Fire Protection District on December
4, 1967 to be removed by detachment proceedings under the District
Reorganization Act of 1965 recinding Resolutions 1169 to 1181 inclu-
sive. He presented Resolution Nos. 1200 through and including No.
1212 requesting detachment of territory from the Rural Fire Protect-
ion District.

Motion was made by Councilman Kennedy seconded by
Councilman Silva and carried that Mr. Bruce M. Jacobs be appointed
City Attorney effective January 3, 1968 to replace retiring City
Attorney Sydney S. Johnson. The Mayor noted the retiring City
Attorney's previous service.
Refuse Service City Administrator Wood reported that Mr. C. R. Acker,
Study Meet. owner of South Valley Refuse Disposal Company, would meet with the
Council regarding the proposed Rate Increase Request on Refuse
Service. Council set Monday, January 8, 1968 at 8:00 p.m. in the
Council Chambers to discuss said matter with Mr. Acker and Council
Committee of Councilman Quartiroli, Chairman, Councilmen Silva and
Kennedy.

City Administrator Wood presented and read a letter
from the Gilroy Golf and Country Club in regard to Improving the
Eighth Green at said location. Discussion was had regarding said
matter. Council referred same to the Council Committee (Chairman
Duffin, Wentworth, and Kennedy) for study to review same with the
Golf Course Board of Directors and determine if there is still a
need for their previous request for improvement to the restroom
facilities at the Golf Course not mentioned in the present request.
Councilman Wentworth recommended th~t Council act favorably on the
request for improvement to the Eighth Green-but suggested that
future requests be included in the Capital Improvement Program if
there is not sufficient money available in the present budget.
First & Church Councilman Duffin inquired of the progress of traffic
signalization signalization at First and Church Streets. City Engineer Henry
reported that he did not have any further information on said
matter.

Councilman Duffin inqurred of the progress of determin-
ing the condition of Well #1. City Administrator Wood reported
that Staff is proceeding on the basis previously reported, specifi-
cally removing the oil and taking additional photographs, pmmping
for forty-eight hours, installing conduit and raising the pump
above ground level.
Motion was made by Councilman Duffin seconded by
Councilman Wentworth and carried that the City Administrator's
salary be increased in the amount of $1 000.00 per year effective
January 1, 1968. '

Councilman Wentworth reported failures in the railroad
crossings at Sixth, Martin, and Lewis Streets. Director of Public
Works Henry noted that the crossing at I.O.O.F. Avenue is also
faulty and that he will see that same is corrected.
Councilman Wentworth reported that Hanna Street pavement
between Sixth and First Streets is in poor condition, specifically
cracking and suggests that a sealer be used to correct same. Dir-
ector of Public Works Henry reported on other such failures within
the City and noted that he was aware of same and would proceed with
correction of same as soon as possible.

Councilman Silva noted that North Forest Street pavement
is also in poor condition. Director of Public Works Henry reported
that the proposed Assessment District for improvement of said
street would correct said condition.
Discussion was also had regarding the ditch on Forest
Street and Swanston Lane. Councilman Wentworth noted that the
City agreed to maintain said ditch but did not agree to install
pipe at said location at the request of private property owners.
Councilman Silva noted a street failure on Welburn
Avenue within the Northwood Subdivision. City Engineer Henry
explained that same was caused by a util ity installation at said
location and that the contractor (Samuel R. Spencer) and P.G.& E.
have been notified and will be required to correct said street
fa i 1 ure.
Councilman Silva noted that the leasee on John Stelling1s
property on Sixth Street and Miller Avenue will have the storm
dr~ n ditch installed soon.

Coundlman Kennedy r.equested a Study Meeting.between the
Council and Administrative officials regarding communication
between the Departments. The Mayor noted that same would be
arranged for the near future.
Planning Commissioner Childers inquired of the recent
sewer problem on Wren Avenue. Director of Publ ic Works Henry
reported that the City is attempting to correct the situation at
said location to alleviate said problem.
Planning Commissioner Representative Malinoff inquired
if the City is attempting to pattern the proposed Amphi-theatre at
Christmas Hill Park after the Frost Theatre at Stanford University,
and noted that said theatre is a turfed arrangement.
City Administrator Wood reported that the South County
Community Council representative will be present at the next regular
Council meeting of January 15, 1968 to further explain their request
for support for Medical and Dental Services.

CATV Incorpora- City Administrator Wood presented a request of CATV for
tion incorporation under their franchise with the City of Gilroy for
Cable TV. Motion was made by Councilman Wentworth seconded by
Councilman Silva and carried that the request be granted.

City Administrator Wood noted the recent Editorial in
the Gilroy Evening Dispatch regarding need for better cooperation
between the City and the Chamber of Commerce. Discussion was had
and Council authorized Staff to attempt to arrange a Joint meeting

ways and means of using their members to personally contact pro-
posed industries for the City.
The Mayor noted the Inter-City Council Meeting of
January 4, 1968 in Mt. View and instructed the City Clerk to confirm
reservations previously discussed.
At 10: 11 p.m. the Mayor declared the meeting adjourned.
