The Adjourned Regular Meeting of the Gilroy City Council was
called to order byHis Honor Mayor Norman B. Goodrich at 5:09 p.m.
Present: Council Members: George T. Duffin, Mark E. Kennedy,
John E. Pate, Everett C. Wentworth, and Norman B. Goodrich.
Absent: Council Members: Fred P. Batrez and Anthony C. Silva *.
* Councilman Silva entered immediately following Roll Call and
took his seat at the Council table.
City Administrator Wood Reported on Comprehensive Insurance
Coverage Proposal of Winnlnsurance and Voorhies & Parrish Insurance
Companies.
It was noted that Winn Insurance Company is unable to furnish
the City insurance coverage as per the specifications, but could pro-
vide riot insurance at $3,000 per year.
It was noted that the annual premium of Voorhies & Parrish for
comprehensive Liabil ity Insurance excluding coverage for perils of
Errors and Omissions, Malpractive, and Riot to be in the amount of
$21,929.00; to increase the limits from $1,000,000 liabil ity to
$2,000,000 , an umbrella policy could be written for an additional
annual premium of $975.00.

City Administrator Wood recommended authorization to seek a
proposal through out-of-town Insurance Brokers; that this meeting be
adjourned to September 2, 1970 in order to present any such proposals
to Counc i 1 at that ti me.
Motion was made by Councilman Wentworth seconded by Councilman
Duffin and carried that the City Administrator be authorized to pursue
additional proposals through insurance brokers outside the City of
Gilroy as recommended.
City Administrator Wood presented and read the title of Ordinance
No. 896 Calling a Special Municipal Election to Obtain Approval of
Increasing Interest Rate on Unissued Portion of $950,000 of Bonds
authorized at the April 8, 1969 Election.
Mr. Philip D. Assaf, Bond Attorney, introduced his associate
Mr. Sherrod Davis~ who reported on the municipal bond index reco~-
mending that the City pursue legal requirements for increasing the
interest rate for said Library Bonds as outl ined in Ordinance No. 896.
Motion was made by Councilman Kennedy seconded yy Councilman
Wentworth that the reading of Ordinance No. 896 be waived am that it
be adopted.

AN ORDINANCE CALLING A SPECIAL MUNICIPAL ELECTION TO OBTAIN APPROVAL
OF INCREASING IN[EREST RATE ON THE UNISSUED PORTI ON OF $950,000 OF
BONDS AUTHORIZED APRIL 8, 1969.

Mr. Davis, Attorney, noted that it would be necessary for
Council to adopt a resolution appointing the Council to develop and
sign arguments for the measure. Motion was made by Councilman Pate
seconded by Councilman Wentworth that the reading of Resolution No.
1507 Authorizing Filing of a Written Argument for the City Measure be
waived and that it be adopted.

It was noted by Mr. Davis that the deadline foreliminating the
City Measure from the Ballot of the November 3, 1970 General Election
is September 11, 1970.
Mr. Assaf, Attorney, noted that if the municipal bond index
should be lower at the time the Notice for Calling Bids for the
Library Bonds is authorized and if the maximum interest rate is
increased to 7%, said notice Calling Bods could advertise for a
maximum of 6%.
Mr. Firman Voorhies, Insurance Broker, addressed the Council
in regard to hi s companj,J s proposa 1 for the City 1 S comprehens i ve
liability insurance.coverage. He noted that the riot coverage is
for claims of personal damage only; that damage to City property and
equipment would be covered under the 1 iability proposal. He also
reported that the City.s past experience record and growth of the
City were factors attributing to the premium increase over last year's
proposa 1.
