Goodrich at 8:02 p.m. Present: Council Members: William Childers, Dennis L. DeBell; George T. Duffin, Marion T. Link, John E. Pate, David V. Stout and Norman B. Goodrich. The Mayor introduced Mary Edwards, representing the "Valley l~orld" newspaper. Consent Calendar Approva 1 of. Approved the Minutes of the Regular Council Meeting of January 19, 1976; Adopted Ordinance No. 76-2 Enacting Division 4 of Chapter 15, Article Vi, re: Regulating Parking of Motor Vehicles Upon Private and Local Agency Property in the City; ORDINANCE NO. 76-2 AN ORDINANCE OF THE CITY OF GILROY ENACTING DIVISION 4 OF CHAPTER 15, ARTICLE VI OF THE GILROY CITY CODE SO AS TO REGULATE PARKING OF MOTOR VEHICLES UPON PRIVATE AND LOCAL AGENCY PROPERTY IN THE CITY. So. Valley Water Mr. George Azevedo, Vice-Chairman of the South Valley Water District Dist. addressed the Council in regard to water conservation. School Dist. Dr. Robert Infelise, superintendent, addressed the Council and Tax Election explained the Gilroy Unified School District's Tax Continuation Election of March 1, 1976. ~ W a te r " Conservation _. S . Recl amati on Inter-Ci ty Counc i 1 Councilman Link requested that his letter in regard to water conservation be tabled later in the meeting at the time the City Adminis- trator's report on Water Conservation is discussed. Noted a letter from the Santa Clara Valley Water District in regard to water reclamation. Mr. David Gill, Advance Planner, addressed the Council in regard to said proposal and further requested support to erect a reclamation plant of domestic sewage water to serve some agri- culture water use. Motion was made by Councilman Pate seconded by Council- man Stout and carried that the City supports the project and authorizes Staff to cooperate with the Water District to investigate the possibility of said water reclamation and authorized the .City Administrator to co-sign necessary documents involved in this proposed project. The Inter-City Council ~1eeting of February 5, 1976, was noted and reservations for the scheduled tour of Marriott Park at 3:00 p.m: were requested. National Women's A request of the National Women's Political Caucus of Santa Clara Policital County in regard to U. S. National Women's Agenda waS noted. Motion was Caucus made by Councilman Stout seconded by Councilman Childers and carried that the matter be tabled. - . Catholic Social Serv. -Nutri- tional Prog. -- Noted a letter from the Catholic Social Service of Santa Clara County requesting City participation in funding the Nutritional Meals Program. Discussion was had. Heard from Mrs. Marjorie Wear, District Manager, and Mr. Manuel Lerma, representing the Catholic Social Service. Discussion was had on the matter. Motion was made by Councilman Stout seconded by Councilman Childers and carried that the City participate in the subject program for the remainder of this fiscal year and the 1976-77 fiscal year. Staff was requested to investigate the possibility of con- tributing toward capital outlay equipment at the Center for this program rather than actual funds for meals if possible. Mrs. Marjorie Wear noted that she would investiage same and thought that as long as they had the budgeted funds from the County and City this could be worked out. An n u a 1 Report Fi re Hydrants Di sbursements Water Conser- vation Res. #76-5 re: Abandonment of Easement At 9:11 p.m., the Mayor declared a recess and reconvened at 9:17 p.m. A letter from the Library and Culture Commission Chairperson was noted in appreciation of the Museum restoration. City Administrator Wood noted that he would send letters to those City personnel involved in the project. A letter from the Food Bank, E.S. Co., Inc., was noted requesting City cooperation in a Food Drive for Senior Citizens. Discussion was had on the matter. Council requested additional informaiton on this project in detail particularly in regard to where distribution of said food items would take place after it is collected. -- A Summary Report on Solic Waste Management Plan for Santa Clara County was noted. - Letters from Assemblyman Richard D. HaYden in re: to SB 1294 and A.C.A.-71 were noted with no separate discussion on same. The Minutes of the Parks and Recreation Commission Meeting of January 27, 1976, were noted. The Report of the Personnel commission Meeting of January 28, 1976, was noted. The Minutes of the Library and Culture Commission Meeting of January 6, 1976, were noted. The Report of disbursements from January 1, 1976, through January 31, 1976, was noted and discussed. The Annual Report of the Gilroy Police Department was noted and discussed. - A Report on Fire Hydrant Painting in connection with the Bi- centennial was noted. Motion was made by Councilman Childers seconded by Councilman Stout and carried that the painting of the fire hYdrants' for the Bicentennial be limited to those on First Street and Monterey Street within the business districts as recommended. .""';4 An additional report on City Warrant #3106 previously re- quested by Council for additional information was noted. City Administrator Wood presented and explained a report on proposed water conservation plans, primarily recommending voluntary conservation, at the immediate time. Discussion was had on the matter. Councilman Link noted that water conservation should be on a long-range plan. Discussion was had in regard to the lake at Las Animas Park and flowers in the downtown beautification project. Aft~r further discussion on the matter, Council accepted the City Adminis-. trator's Report for proposed water conservation plans. Director of Public Works-City Engineer Hansen recommended abandonment of an easement on Lots 178 and 179 in Westwood, Unit #3, Tract 4582. Motion was made by Councilman Pate seconded by Council- man Link that the reading of Resolution No. 76-5 be waived and that it be adopted. - RESOLUTION NO. 76-5 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY ABANDONING PORTIONS OF A PUBLIC UTILITY EASEMENT ON TWO LOTS ON JUNIPER DRIVE. Agree. M. Chiesa Hearing re: Sidewalk Repai r 3773 Director of Public Works-City Engineer Hansen recommended acceptance of a Development Agreement with M. Chiesa. Motion was made by Councilman Childers seconded by Councilman Duffin and carried that the Development Agreement with M. Chiesa as presented and recommended by accepted and that same be executed. Director of Public Works-City Engineer Hansen recommended that Council set a hearing date for Sidewalk Repair Costs. Motion was made by Councilman Duffin seconded by Councilman Pate and carried that a Hearing for sidewalk repair costs be set for March 1, 1976. Garbage & Garden A proposed ordinance regarding garbage and garden refuse receptacles Refuse-Intro. and placement thereof was presented for introduction. Motion was made by Ord. Councilman Stout seconded by Councilman Childers and carried that the reading of the proposed ordinance be waived, that it be introduced and published by title and summary. - Intro. Ord. Plumbing Fixtures Bocci Ball- Forest St. re: A proposed ordinance regarding regulation of plumbing fixtures for water conservation was presented for introducti on. Moti on was made by Councilman Pate seconded by Councilman Duffin and carried that the reading of the proposed ordinance be waived, that it be introduced and published by title and summary. Councilman Stout noted that the Bocci Ball Project at Forest Street Park is progressing. Study Session re: A request of Mayor Days of Morgan Hill was noted for interested Problems of cities in the County within an hour's drive to meet at a designated Small cities place with a representative from the League of California Cities to dis- cuss mutual problems of small cities. Council noted that if same were scheduled, the City would have a representative present. Downtown Retail Letters from the Downtown Retail Merchants' Association were Merchants' presented requesting closing of Monterey Street from Fourth to Sixth Streets Assoc. on July 3, 1976, in regard to a Bicentennial Sidewalk Sale, and requesting permission to fly flags on Monterey Street from February 9-14, 1976 in regard to the Bicentennial Celebration. Motion was made by Councilman Pate seconded by Councilman Childers and carried that the requests of the Downtown Retail Merchants' Association to close Monterey Street and fly the flags on the requested dates be approved. ......... - Golf Course , "Re-Roofing Planning Director Annua 1 Report IIIIMIII .. Adj ournment Sewer Com. Meeting A letter from the Golf Course Board of Directors in answer to the recent request for re-roofing of the Clubhouse without prior approval of same by Council was presented. City Administrator Wood recommended appointment of Mr. Michel Bedaux as Planning Director at the third Step of the Range ($1,530). Motion was made by Councilman Duffin seconded by Councilman Childers and carried that Mr. Michel Bedaux be appointed Planning Director at the salary recommended. City Administrator Wood recommended publication of an Annual Report of the City at an estimated cost of $1,400. Discussion was had on the matter. Motion was made by Councilman Pate seconded by Councilman DeBell that publication of an Annual Report be approved as recommended. Motion was not carried by the following Roll Call Vote: AYes: Council Members: DeBell, Pate and Goodrich; Noes: Council Members: Childers, Duffin, Link, and Stout. At 11:04 p.m., motion was made by Councilman Link seconded by Coun- cilman Childers and carried to adjourn to Tuesday, February 17, 1976, at 8:00 p.m., due to February 16,1976, being a legal holiday.
