The Adjourned Regular Meeting of the Gilroy City Council was'
called to order by His Honor Mayor Norman B. Goodrich at 2:03 p.m.
Present: Council Members: William E. Childers, Brian D. Cunningham,
Roberta H. Hughan, Marion T. Link, David V. Stout and Norman B. Goodrich.
Absent: Council Member: John E. Pate.
The Mayor stated that at the June 26, 1978 Adjourned Regular
Meeting of the Gilroy City Council the Public Hearing on the 1978-79
Proposed Budget be reopened.
The Mayor asked if there was anyone in the audience wishing to
speak for or against the proposed revised budget.
The following interested citizens requested completion of El
Roble Park: Karen Brown, 1391-3rd Street; Kim Spurgeo, 1096 Hacienda Drive;
and Cindy Calhoun, 7615 Wren Avenue.
The Mayor asked if there was anyone further in the audience
wishing to speak for or against the proposed revised Budget. There was no
comment from anyone in the audience.
Motion was made by Councilman Link seconded by Councilman Stout
and carried that the Public Hearing be closed.
Discussion was had by Council in regard to changing the ordinance
regarding Capital Outlay Recreation Funds to apply to maintenance of parks.
Motion was made by Councilman Stout seconded by Councilman Link
and not carried by the following Roll Call vote to remove the $160,000.00
Funding for El Roble Park from the Budget and not proceed with construc-
tion of said park in 1978-79. Ayes: Council Members: Childers, Link and
Stout; Noes: Council Members: Cunningham, Hughan, Goodrich; Absent: Council

Member: Pate.
City Administrator Wood reported that if and when State surplus funds
were distributed that the City of Gilroy could only qualify for approximately
$125,000.00 under the present formula.
Salary Motion was made by Councilman Stout seconded by Councilman Link that
Increases the City proceed with upholding City Employees I Three (3) Year Memorandum of
Understanding which would provide for an 8% increase in salaries.
Mr. Bill Callahan, representing Local 101, addressed the Council re-
questing Council to uphold said memorandum of understanding agreements.
Motion carried by the following Roll Call Vote: Ayes: Council Members: ...
Childers, Hughan, Link, Stout and Goodrich; Noes: Council Member: Cunningham;
Absent: Council Member: Pate.
Agreement- Motion was made by Councilman Stout seconded by Councilman Link and
Fire carried by the following Roll Call vote that the Agreement as negotiated with
Assoc. the Fire Department Employees be approved: Ayes: Council Members: Childers,
Cunningham, Hughan, Link, Stout and Goodrich; Absent: Council Member: Pate.
Supervisory Motion was made by Councilman Stout seconded by Councilman Childers
Personnel and carried by the following Roll Call vote that the Supervisory Personnel
Salary be granted a 4% increase not to exceed $1,000.00 per year. Ayes: Council
Increases Members: Childers, Hughan, Stout and Goodrich; Noes: Council Members: Cun-
ningham and Link; Absent: Council Member: Pate.
City Motion was made by Councilman Stout seconded by Councilman Cunningham
Vehicles and carried that the City Administrator be instructed to reoort back to
Council on the status of Supervisory Personnel use of city vehicles.
City Admin. Motion was made by Councilman Stout seconded by Councilwoman Hughan
& Attor- and carried that the City Administrator's Salary be set at $35,000.00 per
ney year and no change in the City Attorney's salary of $12,000.00 per year.
Salaries Council Members: Cunningham and Link voted "no" on the motion.
77-78 Carry- Motion was made by Councilman Stout seconded by Councilwoman Hughan
overs- and carried that 1977-78 Carry-Overs in the Budget be approved in the amount
Amend.78- of $42,294.00 as recommended, noting that same would amend the 1978-79 Bud-
79 Budget get.

Project
Motion was made by Councilman Link seconded by Councilman Stout and
and carried by the following Roll Call vote that $290,000.00 be deleted
from the 1978-79 Budget for additional land acquisition purchases for the
new City Hall Project, noting that land acquisition purchases for sameal-
ready committed would be upheld: Ayes: Council Members: Childers, Cunningh-
ham, Link and Stout; Noes: Council Members: Hughan and Goodrich; Absent:
Council Member: Pate.

It was noted that the revised Budget included deleting $127,000.00
from the 1978-79 Budget for renovating the Old City Hall.
Res.#78-43 Motion was made by Councilman Link seconded by Councilman Childers
that the reading of Resolution No. 78-43 adopting the 1978-79 Budget as
revised and further revised this meetinq be waived and that it be adopted.

Res. #78-44 Motion was made by Councilman Childers seconded by Councilman Stout
that the reading of Resolution No. 78-44 approving Salary Schedule to be
in accord with today's Council action be waived and that it be adooted.

The Mayor called a Joint Study Session of the Council and Plan-
ning Commission for Monday, July 10, 1978 at 8:00 p.m. in the Council
Chambers.
Adjournment At 3:22 p.m. motion was made by Councilman Link seconded by
Councilman Cunningham and carried that the meeting adjourn to an adjourned
regular meeting of the City Council on Wednesday, July 5, 1978 at 8:00 p.m.
