Mayor Hughan led the Pledge of Allegiance to the Flag.
The Regular Meeting of the Gilroy City Council was called
to order by Her Honor Roberta H. Hughan at 8:03 p.m.

Council Member: Sharon A. Albert.
The Mayor introduced new employee, Renee Furtado, Recrea-
tion Coordinator.
At 8:04 p.m., Councilwoman Albert entered and took her seat
at the Council table.
Motion was made by Councilman Pate seconded by Councilman
Gage that the following items under the Consent Calendar be ap-

City Administrator Baksa presented a report and recommendation
for bids received for the electrical improvements to the Senior Citizens
Center.

to the Senior Citizens Center in the amount of $5,991.00 be awarded as
recommended.
Test- City Administrator Baksa presented a recommendation on bids
received for the testing of the Sanitary Sewer Systen Project 1984-5.
Motion was ma(}e by Councilm?m Jllussa1lem seconded by Councilman
Gage and carried that the bid of Pacific Pipeline Survey for the testing
of the Sanitary Sewer System Project 1984-5 he awarded in the amount of
$9,243.00 as recon~ended.
City Administrator naksa presented a recommendation on bids
received for treated sawdust for the new Gavilan Park Site.
Motion was Y:lade by CO':Ulcj_lman Pate seconded by Councilman Gage
and carried that the bid of U-Save Rockery be awarded in the amount of
$9,340.05 for treated sawdus't for the nE'~v7 Gavilan Park Site as recommended.
City Administrator presented bids received for the electrical
work at the Wastewater Treatment l\eration System reconmending award of
the bid to Noonan & Son Electrical in the amount of $49,898.90, noting
that this recommendation would be presented at the Joint Powers Sewer
Advisory Committee Meeting October 2, 1984.
Motion was made by Councilman Gage seconded by Councilman Kloecker
and carried that the bid of Noonan & Son Electrical for electrial work
at the Wastewater Treatment Aeration System be awarded in the amount of
$49,898.90 as recommended.
Ci ty Admini,:;trator Baksa presented a recommendation on bids re-
ceived for the drainage project at the Museum.

Motion was made by Councilman Gage seconded by Councilman
Kloecker and carried that the bid of R. J. Paredes Construction
in the amount of $5,200.00 be awarded for the drainage project at
the Museum, as recommended.
For the benefit of the government students present in the
audience, the Mayor summarized the above bids awarded for various
projects. Councilman Kloecker suggested that a complete Council
packet be made available for the High Schoo~ Government Class,
upon request.

The Mayor asked if there was anyone in the audience wishing
to speak on any matter not on the agenda. There was no comment from
anyone in the audience.

The following informational items were noted with no sepa-
rate discussion on same:
Gavilan College District re: agreement for development'and
maintenance of the Softball/Soccer Complex; and
Letter in resonse re: City of San Jose's Revised Draft Envi-
ronmental Impact Report for Horizon 2000 General Plan Amendment.

of September 18, 1984, and the Minutes of the Senior Citizens'
Advisory Council Meeting of August 1984 were noted.

City Administrator Baksa gave an update on Proposition 36
and presented a recommended resolution in opposition to same.
Discussion was had by Council on the matter, and the League
of California Cities' Annual Conference in Anaheim.

re: Motion was made by Councilman Pate seconded by Councilman
Mussallem that the reading of Resolution No. 84-68 be waived and
that it be adopted to include two additional paragraphs that would
indicate the effect of Proposition 36 on the City of Gilroy in par-
ticular.

The Mayor suggested that the government students study this
proposition and the effect same will have on the schools, if passed.
City Administrator Baksa noted Proposition 41 date further
explained by Councilwoman Albert. Council requested additional in-
formation prior to taking a position on Proposition 41 and requested
that same be agendized for the October 15 Council Meeting.

City Administrator Baksa gave an update and summary of the
International City Managers' Association (ICMA) Conference that he
recently attended in Texas.

City Administrator Baksa noted the Golf Course Advisory Com-
mittee Meeting scheduled with the Board of Directors on October 16,
1984, at 7:30 p.m. at the Golf Course Clubhouse.
City Administrator Baksa presented the contract with Earth
Metrics for the EIR for the Long-term Sewer Study recommending ap-
proval of same.

Motion was made by Counci+man Gage seconded by Councilman Mussallem
and carried that the contract with Earth Metrics for the EIR Long-term
Sewer Study be approved as recommended.
City Administrator Baksa distributed a Staff Report for the
Zoning Ordinance Text Changes to Council for their review in preparation
for the Joint Council/Planning Commission Study Session October 8, 1984.
Councilman Gage gave the City Administrator a copy of the County's
Disaster Preparedness Manual noting the City needs to update the contract
and approve the manual.
Councilman Gage noted the Joint Powers Advisory Committee Meeting
October 2, 1984, at 8:30 a.m. He further noted the Special Meeting with
the Monterey County Board of Supervisors October 3, 1984 at 1:00 p.m.
in pajaro (Watsonville) to discuss long-range plans.
The Mayor noted the October 3, 1984, a.m. Ground-breaking
Ceremonies for the Pacheco Pass Project (Cal-Trans).
The Mayor noted the Joint City Council/Planning Commission Study
Session re: proposed Zoning Ordinance amendments October 8, 1984 at
7:30 p.m. in the Employees' Lounge, 7351 Rosanna Street, Gilroy, CA.
The Mayor noted that she, Councilwoman Albert, and the City
Administrator will be attending a workshop October 16-18, 1984.
At 8:48 p.m., the Mayor adjourned to a Closed Session re: per-
sonnel matters.
At 10:15 p.m., the Mayor reconvened the meeting and further
adjourned.
