Gilroy, California
The Mayor stated that it was the time and place scheduled
for a Hearing to consider revocation of a City of Gilroy Dance
Hall Permit issued to Sandra Larson at 420 First Street, Gilroy,
California and on the appeal of the denied renewal application of
a regulatory bar permit issued to Sandrino's at 420 First Street,
Gilroy, California.
The City Attorney explained the procedures to be followed
at the hearing.
Mr. Donald Tenenbaum, Attorney for Sandrino's, addressed
the Council requesting continuance of the hearing until after
April 9, 1991 to determine the Judge's ruling on the
constitutionality of the ordinances.
The City Attorney advised the Council to proceed with the
scheduled hearing.
Mr. Donald Tenenbaum, Attorney requested that the hearing
not be held as the Council were provided with information from
the Police Department in regard to the matter and were not coming
into the hearing with an open mind.
Councilman Kloecker referred to letters from Jack Kazanjian
and Rappazini in regard to Sandrino's dance permit and regulatory
bar permit.
Present: Councilmembers: Donald F. Gage, Leonard A. Hale,
Paul V. Kloecker, Larry Mussallem, Sara C. Nelson, Pete Valdez,
Jr. and Roberta H. Hughan;
City Administrator Baksa presented the City's
recommendation to revoke the Dance Hall Permit and not renew the
Regulatory Bar Permit and further explained same.
Police Chief Sumisaki, addressed the Council, further
explaining his recommendation to revoke the Dance Hall Permit and
not renew the Regulatory Bar Permit further explaining same and
presented the following witnesses who testified on his behalf and
further answered questions of Councilmembers:
Gilroy Police Officers: (Donald Tenebaum, Attorney also
questioned each witness.)
Vernon Gardner, Assistant Police Chief;
Gary Rowan, Sergeant; and
Ron Latronica, Corporal
At 8:52 p.m. the Mayor declared a Recess and reconvened the
meeting at 9:06 p.m.

Police Chief Sumisaki called on the following who testified
on his behalf, recommending revoking the Dance Hall Permit and
not renewing the regulatory Bar Permit:: (Each also answered
questions of Council members and further questioned by Donald
Tenebaum, Attorney for sandrino's);
Chris O'Hanlon, ABC Agent, also noted a formal hearing
regarding Sandrino's has been scheduled for May 13th-17, 1991
before the Alcoholic Beverage Control Board in the Gilroy Council
Chambers.

David Bettencourt, 7831 Hanna Street;
Mark Komoroski, 7821 Hanna Street;
At 10:52 p.m. the Mayor declared a Recess to allow time to
change the video tape and reconvened the meeting at 10:54 p.m.
Mark Komoroski continued to answer questions of Mr.
Tenenbaum.
At 11:02 p.m. the Mayor declared a Recess and reconvened
the meeting at 11:08 p.m.
The following addressed the Council on behalf of Police
Chief Sumisaki: (Each also answered questions of Council members
and further questioned by Donald Tenebaum, Attorney for
Sandrino's)

Hanna Street;

Officer Jim Callahan;
At 12:55 a.m., Wednesday, March 27, 1991 the Mayor
continued the Special Meeting to April 1, 1991, time to be
announced.
