The Mayor led the Pledge of Allegiance to the Flag.
Father Jim Wilson, st. Stephens' Church, gave the
Invocation.
The City Clerk noted that the Agenda had been posted on
May 13, 1993 at 8:19 a.m.
Present: Councilmembers: Mike Gilroy, Leonard A. Hale, Paul
V. Kloecker, Suellen C. Rowlison, Pete Valdez Jr. and Donald F.
Gage; Absent: Councilmember: Sara C. Nelson.
The Mayor introduced New Employee, Eligio Parraz, Grounds-
keeper I.
The Mayor presented the Employee Award for the Month of
April, 1993 to Joshua Valverde, Fire Fighter.
Motion was made by Councilman Kloecker, seconded by Coun-
cilwoman Rowlison that the following items under the Consent
Calendar be approved, by the following Roll Call Vote: Ayes:

Approved Fifth Amendment to Agreement to Provide Local Law
Enforcement Agency Access to the California Identification System
as recommended; and
Denied Claims of Carol M. Corrasco and David Price as
recommended.
Motion was made by Councilman Valdez seconded by Councilman
Kloecker and carried to continue the Public Hearing to Consider a
General Plan Map Amendment on 16 acres from Low Density Residen-
tial to Medium Density Residential and Local Co~ercial, located
at the southwest and southeast corner of future Tenth Street and
Thomas Road, Bill Reimal and Don Christopher, Applicants (GPA 92-
04) to July 19, 1993. It was noted that the Planning Commission
continued their hearing to July 1, 1993 meeting.
Motion was made by Councilman Kloecker seconded by Coun-
cilwoman Rowlison and carried to continue the Public Hearing to
consider a General Plan Map Amendment on 123.6 acres within the
20 year planning area of the General Plan, located at the south-
west corner of Monterey Street and Thomas Road, Richard Blocher,
applicant, (GPA 92-08) to June 21, 1993 requested by applicant.
The Mayor recommended the appointment of Martha L. Martinez
as Parks & Recreation Commissioner to fill the unexpired term
January 1, 1996.
Motion was made by Councilman Kloecker seconded by Council-
man Valdez and carried that Martha L. Martinez be appointed Parks
& Recreation Commissioner to fill the unexpired term, expiring
January 1, 1996 as recommended.
The Mayor called upon Mr. Russ Antenpenko, local manager of
Contel of California, to explain a proposed merger of Contel with
GTE.
Mr. Russ Antenpenko, addressed the Council and explained
the proposed merger requesting Council support.
Motion was made by Councilwoman Rowlison seconded by
Councilman Kloecker and carried that a letter of support of the
proposed merger of Contel with GTE be forwarded as requested.
The Mayor asked if there was anyone further in the audience
wishing to speak on any matter not on the agenda. There was no
comment from anyone in the audience.
A request of the County of Santa Clara was noted for
adoption of an Emergency Medical Services ~ulance Ordinance.
The Staff Report and recommendation was noted and further
explained by Fire Chief Gillespie.
Motion was made by Councilman Hale seconded by Councilwoman
Rowlison and unanimously carried that the proposed ordinance be
read by title only. The City Clerk read the title of the
ordinance.
Motion was made by Councilman Hale seconded by Councilwoman
Rowlison that the proposed ordinance adding Article XI to Chapter
15 of the Gilroy City Code Regulating and Requiring Permits for
Ambulance Services be introduced and published by title and
summary.

The Report of the Planning Commission Meeting of May 6,
1993 was noted.
The recommendation to direct Staff to initiate contact with
projects ranked #1 through #14 re: Residential Development
Ordinance applications was noted.
City Administrator Baksa gave an update on Water
Conservation Program.
Motion was made by Councilman Gilroy seconded by Councilman
Hale and carried that the volunteer water prohibitions be adopted
as presented.
Distributed City'S Purchasing Manual for Counicl review.
City Administrator Baksa noted that the ADA Transition
Plan had not been formally approved by Council. He distributed
same and noted that it would be agendized for a future meeting.
Council concurred with including a Time Capsule in the Old
City Hall reconstruction project.
City Administrator Baksa presented and distributed the
1993-98 Financial Plan and gave the Budget Message; further
explaining same.
The Mayor presented a model ordinance regarding storage and
display of spray paint and mark~ng pens for Council considera-
tion. Council concurred that a proposed ordinance be presented
to Council for consideration. Councilman Kloecker requested the
City review the ordinance from the City of Sunnyvale regarding
this matter.
The Mayor distributed sample petitions prepared by the City
of Saratoga for Council to distribute at meetings, community

events, etc. to obtain signatures in opposition to the Governor's
proposed State Budget plans.
Councilman Gilroy requested additional information regard-
ing the RDO ranking; specifically, those projects that already
have infrastructure and amount of infrastructure in place.
Councilman Gilroy requested legal explanation regarding
public employees' salaries.
Councilman Kloecker requested additional information
regarding the RDO process; specifically, Staff's recommendation
on build-out of their rankings not included in the packet to
Council; format for ranking and build-out for each Council to
complete.
Councilwoman Rowlison inquired of the Planning Commission's
recommendation on the Ranking of II through 114. It was noted
that the developers should be required to reassess their build-
out requests.
Councilman Kloecker requested information on the current
status of backlog prior to June 7, 1993 Public Hearing with not
just numbers, but specifics.
Councilman Valdez requested information on the backlog of
in-fill category, etc.
Councilman Hale requested that the television lighting be
adjusted out of the eyes of Council.
Deputy City Attorney Cumpston noted that the letter to the
newspaper regarding public employees' salaries was not of a
confidential nature.
