The city Clerk noted that a Notice of the Meeting had been
posted on october 26, 1993 and the Agenda had been posted on
November 15, 1993 at 3:57 p.m.
Present: councilmembers: K. A. Mike Gilroy, Paul v.
Kloecker, charles s. Morales, connie Rogers, suellen C. Rowlison,
Pete valdez, Jr. and Donald F. Gage.
The Mayor stated that the purpose of this special Meeting
was called for discussion and/or decision re: the proposed
community/Youth Center to be located in the old P. G. & E.
Building at sixth and Railroad streets.
A letter from south valley counseling center, was noted.
city Administrator Baksa explained the informational items
forwarded to council for an update on results of PCB analyses and
asbestos status of the property and comments from the parks &
Recreation Director by the Alexander street Neighborhood/com-
munity Group relating to the use of the P. G. & E. Building. He
also distributed a summary of the Alexander street Neighborhood
Meeting.
Nick Amper, Chern control specialist - Fire Department, fur-
ther explained the asbestos issues concerning the neighborhood.
John Garcia, Recreation service Manager explained the
schedule of activities at wheeler center.
Discussion was had by council on the matter.
Mr. George Rosas, Alexander street, addressed the council
and expressed his objection to the P. G. & E. Building used for a
Youth Center.
Further discussion was had by council on the matter.
The Mayor asked if there was anyone in the audience with
new information regarding the proposed community/Youth Center.
The following addressed the council:
John Perkins, Attorney, representing Mr. & Mrs. James, 7409
Alexander street spoke to the following issues:
1) Assurance and Insurance proposed for the activities at
the site.
2) Hours of operation and outdoor noise impacts.
3) proposed use of the alley in conjunction with the
center.
4) supervision proposed to protect the neighborhood
including schedule of hours.
(Mr. perkins further noted that his clients want assurance
that these issues be addressed and enforced.)
5) Requested ability to view some type of structure
proposed for operation of the Center.
6) Requested protection for neighborhood properties.
suggested a Neighborhood committee be established
with some mechanism for positive response from the
city.
councilman Kloecker suggested concerned residents volunteer
for a possible committee to oversee the Youth center if approved.
Nina Cassarez, born and raised in Gilroy, supported a need
for a center and believes the P. G. & E. Building is a perfect
location for such a Center.
Felicia Rosas, Alexander street, noted that most of the
residents near the proposed center are elderly and it would be
difficult for them to volunteer in supervising activities or any
volunteer basis at the proposed Center.
Diane McGinty, presented and read a letter from the youth
at the south valley Recreation Center, encouraging development of
a youth center at the P. G. & E. Building.
Joseph Gallegos, noted that he works with youths as a
pastor of the church on Forest street.
Alma Garcia zimmaron, Hollister, coordinator of 25-50
youths at the Hillcrest Center on her property and spoke to the
positive aspects of the center and the need of same for youths in
Gilroy.

ortencia Vasquez, agreed with the P. G. & E. Building for a
youth center, noting that she has been active in a parent gang
prevention group and suggested that the city activate a youth
center on a trail basis for one year and if it is not successful
at the proposed building, close it.
Helen Trujillo, 7429 Alexander street, opposed to the
center at the P. G. & E. Building because of her concern of
asbestos and hazardous materials on the site.
Leonard Trujillo, 7429 Alexander street, noted that he is a
minister and works with youths in the area and when the building
was used by P. G. & E. they would not allow the youth on their
property because of possible hazardous materials on the site. He
noted his opposition to use of the building as a Youth Center.
Ponce Perra, Gilroy High School student, in support of the
P. G. & E. Building and a Youth Center for gang/drug
intervention.
Motion was made by Councilwoman Rowlison seconded by
councilman Morales and subsequently withdrawn, to move forward on
approval of the P. G. & E. Building for a Youth Center.
Discussion was had in regard to continuing action on this matter
to the November 22, 1993 regular meeting.
Councilman Valdez requested the Board of Education be
contacted for substantial by-in from the school and addressing
some of the issues raised. He further requested that the Parks &
Recreation Department develop a program to reach the youths in
the community in need of a youth center; a long-term solution.
Councilwoman Rowlison withdrew her previous motion to take
action on the P. G. & E. Building for a Youth Center and
Councilman Morales withdrew his second to the motion.
Council agreed that the matter be reagendized on the
November 22, 1993 regular Council Agenda.
At 10:16 p.m. the Mayor adjourned the meeting.
