The Mayor led the Pledge of Allegiance to the Flag.
Pastor David Gish, Grace Evangelical Church gave the
Invocation.
The city Clerk noted that the Agenda had been posted on
January 11, 1996 - 9:30 a.m.
Present: Councilmembers: K. A. Mike Gilroy, charles s.
Morales, Connie Rogers, suellen C. Rowlison, Thomas w. springer,
Donald F. Gage. Absent: councilmember Pete valdez, Jr.-7:03 p.m.
The Mayor introduced New Employees: Randy Decker and Roy
shackel, Firefighters; Rodger Maggio, Deputy Fire Marshal; and
Annabel Yurutucu, HCD Grant coordinator.
The Mayor presented the Employee Award for the Month of
December 1995 to Don Hartley, Traffic & Patrol services
Technician.
Motion was made by councilman Gilroy, seconded by council-
woman Rowlison that the following items under the Consent Calendar
be approved by the following Roll call Vote: Ayes: councilmembers:

Rowlison, Thomas w. springer, and Donald F. Gage; Absent: Council-

Approved the city's Investment policy for 1996 as
recommended; and
Minutes of the Regular Adjourned Council Meeting of January
8, 1996.
The Mayor stated that it was the time and place scheduled
for the following public Hearings continued by the Planning
commission and to be continued to the February 20, 1996 regular
Council Meeting:
Zone change request to amend the zoning Map from R1, RH, and
PF (single Family Residential, Residential Hillside, and
Park/Public Facility) to R1-PUD, RH-PUD and PF-PUD (single Family
Residential-planned Unit Development, Residential Hillside-planned
Unit Development, and Park/Public Facility-planned Unit
Development), on approximately 200.8 acres, on property located
west of Santa Teresa Boulevard, north of Longmeadow Drive,
northeast and northwest of the future extension of Rancho Hills
Drive, and north of sunrise Drive, valley Title Company (Arcadia
Development Co. and Farotte construction), Applicants, Z 95-03;
Tentative Map request to subdivide parcels totalling
approximately 112.2 acres into a 147 lot single Family Residential

Tentative Map request to subdivide parcels totalling
approximately 97.6 acres into a 147 Lot Single Family Residential
subdivision, together with one remainder lot of approximately 65.8
acres, on property located west of Santa Teresa Boulevard, north

Motion was made by Councilman springer seconded by
councilman Morales and carried that the Public Hearings for Z 95-
03; TM 95-02 and TM 95-03 be continued to the February 20, 1996
regular Council Meeting as recommended.
The Mayor stated that it was the time and place scheduled
for the Public Hearing to consider annual destruction of removal
of weeds and/or refuse constituting a public nuisance in the city
of Gilroy.

Discussion was had by council on the matter.
A letter of protest was noted, received from property owner,
Barbara O'Connell Munson, requesting the Public Hearing be
continued.
The Mayor Protempore asked if there was anyone in the
audience wishing to speak for the reorganization of territory.
Mr. Steven Bernard, attorney representing Shapell Industries
addressed the Council and requested Council move forward with
reorganization of the territory.

Mr. Marc shae, representing Barbara O'Connell Munson,
addressed the council and explained the reasoning for requesting
continuance of the matter.
Ms. Barbara o'connell Munson, 2736 Warren street, Santa
Cruz, addressed the Council noting she was not aware of this
public hearing. It was noted by staff that notice of the public
hearing is sent to the address listed on the Santa Clara county
Assessor's Tax Roll and that the notice for Ms. Munson's property
was addressed to a post office box in Gilroy as listed on the
Assessor's Rolls.
Motion was made by councilman Gilroy seconded by council-
woman Rowlison by the following Roll Call Vote that the Public
Hearing be continued to the February 5, 1996 Regular Council Meet-
ing: Ayes: Councilmembers: Gilroy, Rowlison and Rogers. Noes:
councilmembers: Morales and springer. Absent: councilmembers:
Valdez and Gage.
The Mayor resumed his seat as the Chairperson and noted
Architectural and site Design to allow the remodel of a vacant
2,440 square foot building into a packaging and mail service store
on property zoned C2-HN (central District commercial-Historic
Neighborhood), located at 7561 Monterey Street between Fourth and
Fifth streets, A/S 95-33, Gurdeep and surjeet sohal, Applicants.
The staff Report was noted and further explained by planner
stice.
Mr. Al Kaiser, representing the applicants, addressed the
Council and noted approval of staff's recommendation.
Motion was made by councilwoman Rowlison seconded by
Councilman Morales and carried that staff be directed to prepare a
resolution approving A/S 95-33 as presented.
police chief sumisaki introduced Police Officer Guisiana who
presented recommendations on the request of the School District
for a police officer on the High school Campus.
The Mayor asked if there was anyone in the audience wishing
to speak on the matter.
Mr. Larry Hanson, 7790 Santa Barbara Drive, addressed the
council and expressed his opinion that the matter of a police
officer on the High School campus is the School District's
responsibility and not the city's.
Mr. Joseph Porter, 690 Dawn Way, student at the High School,
addressed the council and noted he is opposed to a police officer
on campus; that the school District should provide their own
security and not a uniformed officer.
sharon Holloway, 840 carignane, addressed the council,
opposed to a police officer on campus and noted that in her
opinion there is a break-down between the students and school
rules; noting additional parent and student participation is
needed.
Mr. Edwin Diaz, 1557 EI Dorado Drive, employed by the School
District, addressed the council noting they want a police officer
present on the high school campus but are not expecting a police
officer to solve all of their security problems.
Mr. Vern Gardner, 8765 poplar, representing the school
District, noting they are seeking a partnership with the city and
that the School District would pay for a police officer on campus
and that it would be an asset to the police Department.
At 10:05 p.m. the Mayor declared a Recess and reconvened the
meeting at 10:16 p.m.

recommend plan F or G as recommended by staff to the school Dis-
trict at the January 22, 1996 Joint Liaison committee Meeting; the
city supporting the District with inkind services, training and
equipment; school District to pay the salary and benefits of an
officer.

Motion was made by councilman springer seconded by council-
man Morales and carried that councilwoman Rowlison be reappointed
as the city's representative on the Santa clara valley Water
District Flood control Zone Advisory committee and Santa clara
valley Water commission and that community Development Director
Allen be reappointed as the South Zone Alternate representative as
recommended by the Mayor.

city Administrator Baksa requested the city of San Jose
property Blight Ordinance be retained by council and brought to
the February 12, 1996 study session to discuss under the Economic
Impact Report Issue.
city Administrator Baksa distributed council Retreat infor-
mation to be completed by council and given to him at the January
22, 1996 Regular Meeting in preparation for the Retreat.
The Mayor requested council volunteers for the ct. Joseph's
Fund Raiser on March 16, 1996.
councilman Morales noted he would be reporting on the South
county Agriculture Preservation Task Force January 18 meeting.

Councilwoman Rogers gave an update on the County Library
Commission; Visitor's Bureau; Community Services Policy Committee
of the League of California cities; Transportation Policy
Committee and South County Joint Planning Committee.

Councilwoman Rogers invited all in the community to a Public
Meeting of University Women on January 17, 1996 at 7:30 p.m. in
the Chamber Office Meeting room regarding improving the livability
of the community.
Councilman Gilroy noted he and the Mayor represented the
Council on interviewing candidates for the Economic Development
Director soon to be selected.
Councilwoman Rowlison noted a meeting on Domestic Violence
on January 26, 1996 from 9:00 a.m. to 1:00 p.m. at La Casa, Gilroy
Foods inviting the community and Morgan Hill with Marie Juncker
and her Staff as Facilitators.
City Administrator Baksa reported Staff is working with the
state of california regarding the signs they will allow on a state
highway for the Pop Warner Champions.
The Mayor noted the following meetings and events:

1996 - 5:30 p.m. to 7:00 p.m. re: Issues of Mutual Concern, School
District Meeting Room, 7810 Arroyo Circle, Gilroy, CA 95020;

Council Chambers, City Hall, 7351 Rosanna Street, Gilroy re: 1996-
2001 capital Improvement Budget; and
Council/Manager Retreat, February 9-10, 1996 - Gilroy Senior
Center, 7371 Hanna Street, Gilroy.
Councilwoman Rogers noted the League of california cities
General Membership Meeting on January 25, 1996 in Palo Alto.
