The Mayor led the Pledge of Allegiance to the Flag.
Pastor Malcolm MCPhail, New Hope community church, gave the
Invocation.
The city Clerk noted that the Agenda had been posted on
January 18, 1996 - 9:00 a.m.
Present: councilmembers: K. A. Mike Gilroy, Charles S.
Morales, connie Rogers, Suellen C. Rowlison, Thomas W. springer,
Pete Valdez, Jr. and Donald F. Gage. 7:00 p.m.
The Mayor presented certificates of service to Retired Parks
& Recreation Commissioner, Lucretia zimmershead and Library &
culture commissioner, Mary Maldonado.

Councilman valdez, Representative on the Santa Clara Trans-
portation Agency Board, presented a certificate of Appreciation to
Retired Councilman Paul v. Kloecker from the Transportation Agency
as the city's Representative during his tenure with the city.
Motion was made by Councilwoman Rogers, seconded by council-
man springer that the following item under the Consent calendar be
approved by the following Roll Call Vote: Ayes: councilmembers: K.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GILROY ESTABLISHING
1996 SALARY SCHEDULES FOR MISCELLANEOUS, EXEMPT, POLICE AND FIRE
PERSONNEL.

The Curfew Center Report was noted and further explained by
Officer Guisiana. Discussion was had by Council.
The Mayor asked if there was anyone in the audience wishing
to speak on the matter.
Matthew Drummond addressed the council in support of the
Curfew Center proposal.
Miguel paredes, 7781 church street, addressed the Council
and noted the percentage and age group causing problems needs to
be identified.
Motion was made by councilwoman Rowlison seconded by
Councilman Morales and carried that the curfew center report and
recommendation be approved in concept and that staff be directed
to pursue the proposal as presented to include pursuing funding
for this project and research cost recovery implementation.
A recommendation to amend city Code section 15.67 re:
Abandoned vehicles was noted and explained by city Administrator
Baksa.
Motion was made by councilman Gilroy seconded by council-
woman Rowlison and carried that staff be directed to prepare an
ordinance amending city Code section 15.67 as recommended.
The Mayor asked if there was anyone in the audience wishing

Gary Muraoka, P. o. Box 2532, Gilroy, addressed the council
regarding the Joint city/school Liaison committee Meeting of
January 22, 1996 to discuss a police officer on the high school
campus. He stated that it is unreasonable for the city to pay for
a police officer on the school campus.
The following informational items were noted with no
separate discussion on same:

Gavilan college Instructor In Appreciation of Assistance
from Gilroy Museum staff;
Kaiser permanente In Appreciation of the Gilroy police
Department;
city's Request of Emergency Housing consortium to the
National Guard Armory to Change client Hour of Release Time;
city's support to Center for Employment Training (CET) In
their Housing and Training Employment Programs;
Toys for Tots Marine corps Reserve's Appreciation of the
Gilroy Fire Department's support and Efforts for successful
project;
south county Agricultural Preserve study Task Force Meeting
of January 18, 1996;
League of california cities Legislative Bulletin #2 - 1996;
RDO Performance Agreement update, 1-16-96; and
city's Response and support to city of Temecula In Their
Effort to Regain State Library Funding.
The Minutes of the Parks & Recreation commission Meeting of
December 19, 1995 were noted.
city Administrator Baksa requested councilmembers who have
not returned the Retreat forms to him, to do so by tomorrow.
city Administrator Baksa requested council review council
committees and Representatives and return with any changes noted.
city Administrator Baksa gave an update on cable TV refran-
chising and noted a scheduled meeting in Hollister on February 27,
1996 at 7:00 p.m. and a scheduled Public Meeting in Gilroy on
April 8, 1996 at 7:00 p.m. regarding the ascertainment process.
city Administrator Baksa Distributed 4th Quarter Year end
Reports.
city Administrator Baksa noted a Public Hearing on February
26, 1996 for the county Integrated Waste Management and siting
Element and summary for council to review; copy available from the
city clerk.
councilwoman Rogers noted that she is the South County
Representative on the Hazardous Materials Advisory committee.
councilman Morales reported on the South county Agriculture
Preserve Task Force.
councilwoman Rogers requested a map to indicate the city'S
20 Year plan for review.
councilman Gilroy gave an update on the Joint city/school
Liaison committee Meeting held immediately prior to this meeting
noting the School's representatives would present proposed plan F
to the school Board and requested the city share the cost of an

officer on the high school campus and requested the items that the
city offers under plan F be changed to "would" provide. It was
announced that the next Joint city/School Liaison committee
Meeting would be held on January 29, 1996.
pursuant to GC Sec. 54954.2 motion was made by councilman
Gilroy seconded by councilman valdez and unanimously agreed and
determined to agendize an item of business not appearing on the
posted agenda because of a need to take immediate action on the
matter of the city's position to fund a police officer on the high
school campus because the next Joint city/school Liaison committee
Meeting is January 29, 1996 and the council will not meet again
before that date. Also, the need for action came to the attention
of the city after the regular meeting agenda had been posted.
Discussion was had in regard to the city's position on
funding of a police officer on the high school campus.
Motion was made by councilwoman Rowlison seconded by Coun-
cilman Morales and approved by the following Roll call Vote that
the city of Gilroy will not fund a police officer on the high
school campus but would provide in-kind services and equipment and
assist in exploring alternate funding for a long-range solution
and agreed that the in-kind services, etc. under plan F be changed
to "would" in place of "could": Ayes: councilmembers: Morales,
Rogers, Rowlison, Valdez and Gage; Noes: councilmembers: Gilroy
and springer. council requested this action be submitted at the
next Joint city/school Liaison committee Meeting scheduled for
January 29, 1996.
