The Mayor Protempore led the Pledge of Allegiance to the Flag.
Pastor Kevin A. Wilson of the Gilroy Bible Church led the invocation.
The Community Development Secretary reported that the agenda had been
posted on May 22, 1997 at 10:40 a.m.

Mayor Protempore Rowlison presented the May, 1997 Volunteer ofthe
Month Award to Elizabeth Neves.
Motion was made by Councilman Morales, seconded by Councilman Valdez,
and the motion carried that the following items under the Consent Calendar be

Administrative Services Director Dorn presented the Administrative Services
Department Report. Director Dorn circulated the City of Gilroy Investment
Report, City-wide Automation Project Status Report and Finance procedural
flowcharts.

Action Plan
Mayor Protempore Rowlison stated that it was the time and place scheduled
for a continued Public Hearing on the Draft Annual Action Plan of Gilroy's
Adopted Consolidated Plan for Activities the City of Gilroy Plans to Fund under
the 1997-98 Community Development Block Grant (CDBG) Program.
City Administrator Baksa provided information and explanation regarding the
concept of the Facade Improvement pilot program.
The Staff Report was noted and further explained by HCD Coordinator
Y urutucu.
Mayor Protempore Rowlison asked if there was anyone in the audience
wishing to speak for or against the proposal. There was no comment from
anyone in the audience. The Mayor Protempore closed the public hearing.
Motion was made by Councilman Valdez to approve the Annual Action Plan
of Gilroy's Adopted Consolidated Plan for Activities the City of Gilroy Plans to
Fund under the 1997-98 Community Development Block Grant (CDBG)
Program as recommended by staff, seconded by Councilman Morales. The
motion was approved by a vote of 4-2-0 (Councilmembers Gilroy and Springer
voted no).
The Mayor Protempore called for a break at 9:10 p.m., and reconvened the
meeting at 9: 17 p.m.
Reorg. 97-01. Resolution Approving Reorganization of San Y sidro Avenue Reorganization
97-01, APN 835-04-047, 048, 049, 050, on San Ysidro Avenue, between

Res. 97-31 Motion was made by Councilman Rogers, seconded by Councilman Valdez
and carried that the reading of Resolution No. 97-31 be waived and that it be
adopted;

Motion made by Councilman Gilroy to approve the request of Davis
Amusement Cascadia to hold a carnival at the WalMart parking lot, seconded by
Councilman Valdez, and carried.

City Administrator Baksa advised that the Economic Development Director
has requested a study session with City Council, agreed to set on June 11, 1997 at
7 :00 p.m.
City Administrator Baksa announced a joint study session with City Council,
Parks and Recreation Commission and the Golf Course Advisory Committee, for
the purpose of reviewing options in designing, building and operating the
proposed new golf course. The study session will be held on June 17, 1997 at
7:00 p.m. The Mayor Protempore requested a tour ofthe existing golf course
and proposed golf course site. The City Administrator will schedule a tour for the
entire City Council.
City Attorney Callon distributed an article regarding a foreign city council's
practice.
Councilwoman Rogers reported on AB 488 regarding eliminating the
manufacture and sale of junk guns, and requested a statement of philosophical
support. There was a lack of majority for a formal show of support. It was
agreed that councilmembers who supported AB 488 could write individually.
It was agreed by consensus that Councilman Valdez would draft a letter
expressing the Council's concerns over weapons regarding issues such as product
safety and penalties for providing guns to youth.

Councilman Gilroy commented on the decision of the Library Commission,
regarding its decision to support the position of the County Library Joint Powers
Authority. Motion was made by Councilman Gilroy to agendize the issue of
Internet pornography access to juveniles at the Library, seconded by Councilman
Morales, and carried by a vote of 4-2 (Councilwomen Rogers and Rowlison
voted no). City Administrator Baksa will attempt to agendize the matter for the
June 2, 1997 meeting and will invite County Library staff.
Councilman Springer reported on the Memorial Day ceremonies at Gavilan
Memorial Cemetery.
Councilman Gilroy reported on the downtown clean-up to be held on
May 31,1997.
Mayor Protempore Rowlison reported that South Valley Junior High School
will also be having a clean-up day on May 31, 1997.
Councilman Valdez reported on certain veterans not mentioned in the recent
Memorial Day Dispatch article, in particular, John Wentworth. The Mayor
Protempore also commented that the late Charles Centeno was also omitted from
the article. Councilman Valdez also posed the question of litter pick-up for
special events such as clean-up days, and asked if there would be any impact due
to the new refuse and recycling program. City Administrator Baksa will
investigate as to any impacts.
Councilman Morales reported on the International Summit he recently
attended as ambassador which included attendance by the President of Mexico.
Mayor Protempore Rowlison noted the following meetings/events:
Special Meeting of the Gilroy City Council on Monday, June 16, 1997, from
6:00 p.m. to 7:00 p.m. in the Gilroy City Council Chambers, City Hall, 7351
Rosanna Street, Gilroy, California for an Appeal Hearing From the Decision of
the City Administrator to not renew Bar Permit No. 101222 for Club Nemesis.
Retirement Party for Susanne Steinmetz, Saturday, June 28, 1997,6:00 p.m.,
Gilroy Veteran's Building, 74 W. Sixth Street, Gilroy, California.
