The Mayor announced that the Council had adjourned from a Closed Session
regarding Conference with Labor Negotiator, pursuant to Government Code
Section 54957.6 and that no action had been taken.
The Mayor led the Pledge of Allegiance to the Flag.
Father Richard Young, St. Mary's Catholic Church, gave the Invocation.
The City Clerk noted that the Agenda had been posted on June 17, 1999
at 10: 17 a.m.

Shelter
Guidelines
M 99-02
The Mayor requested the Homeless Shelter Guidelin:es to set forth criteria
for the location and operation of homeless shelters within the City of Gilroy,
City of Gilroy, applicant, M 99-02 be moved forward in the agenda. He noted a
request to table the issue and set a study session to discuss this.
Motion was made by Councilman Morales, seconded by Councilman Springer
and carried (Councilmember Gifford absent) to table the Homeless Shelter
Guidelines to a July 12, 1999 Study Session at 7:00 p.m. regarding regional issues
and to a July 26, 1999 Study Session at 7:00 p.m. regarding local issues.
Don Gage verified that the July 12 study session is for regional issues and the
July 26 session is to be regarding local issues, both at 7:00 p.m. here.
Lee Neish questioned whether citizens are invited to both sessions and was
told they are always welcome at Council meetings and study sessions.
Dina Campeau, Emergency Housing Consortium, invited Councilmembers to
tour the San Jose Regional Reception Center.
The Mayor returned to the regular order of the agenda.
Admin. Services Administrative Services Director Dorn noted they have issued Gilroy's portion
Report of the SCR W A refunding bond with considerable savings. He stated that Request
for Proposals have been sent out for the Old City Hall. He noted and distributed
the Internal Services Surveys for 1998. He reviewed the procedures being taken
to insure Y2K compliance.

Bid-Custodial City Administrator Baksa presented recommendations to award the bid of
Services Cleaning Services, Inc. in the amount of $67,500.00 for Custodial Services (99-
ASD-510).
Motion was made by Councilman Sudol, seconded by Councilman Morales and
carried (Councilmember Gifford absent) that the bid by Cleaning Services, Inc. in
the amount of $67,500.00 be awarded for Custodial Services (99-ASD-510).

The Mayor stated it was the time and place scheduled for a continued Public
Hearing on a Zoning Ordinance Text Amendment request to amend Zoning
Ordinance Section 37 Sign Regulations, to set forth standards for Regional
Commercial Uses. City of Gilroy, applicant, Z 98-07.
The staff report was noted and further explained by Planner II Durkin.

the 1999-2004 Financial Plan of the City of Gilroy.
The City Administrator noted the approvals needed tonight on the Financial
Plan, Gann Limits, and the SCR W A Budget.

Carol Thomson, Gilroy Visitors Bureau, distributed information on the Visitors
Bureau budget, which she will review further at the July 6, 1999 Council meeting.
She thanked the City for their financial commitment.

Res. 99-58 Motion was made by Councilwoman Rowlison, seconded by Councilman
Sudol and carried to adopt Resolution No. 99-58 adopting the City Budget for
Fiscal Year 1999-2000, removing $1.5 million in the Park Development Fund for
Las Animas Park drainage improvements, leaving the funds unallocated until the
City Council approves the Park Master Plan.

Section 6.1
The Mayor stated it was the time and place scheduled for a Public Hearing to
consider amending Section 6.1 of the Gilroy City Code to adopt the Uniform Code
for Building Conservation and the California Historical Building Code and to
delete the Uniform Swimming Pool and Uniform Energy Codes.
The City Administrator eXplained the need for adoption of the Emergency
Ordinance and the regular Ordinance tonight due to the need for the Codes to be in
effect on July 1, 1999.
Manager/Building Official Adame answered questions posed by
Councilmembers.
The Mayor opened the Public Hearing. There was no comment from anyone in
the audience. The Mayor closed the Public Hearing. '
Emerg.Ord. Motion was made by Councilmember Arellano, seconded by Councilman
Morales and carried (Councilmember Gifford absent) to read the Emergency
Ordinance by title only and waive further reading of the emergency ordinance. The
City Clerk read the Emergency Ordinance by title only.
Ord. 99-7 Motion was made by Councilman Sudol, seconded by Councilman Springer
and carried to adopt Emergency Ordinance No. 99-7 amending Section 6.1 of the
Gilroy City Code to adopt the Uniform Code for Building Conservation and the
California Historical Building Code and to delete the Uniform Swimming Pool and
Uniform Energy Codes, replacing the words Silicon Valley with Santa Clara
County.

Uniform Code for Building Conservation, Uniform Plumbing Code, Uniform
Mechanical Code, and the Uniform Fire Code, the 1998 Edition of the California
Historical Building Code, and the 1996 Edition of the National Electrical Code,
with certain amendments, pursuant to Gilroy City Code Sections 6.1 and 10.9.

Councilman Springer noted a letter to be sent to Supervisor Donald F. Gage
regarding Measure B Draft Base Case Implementation Plan.
Traffic Engineer Abrams remarked on a fax by Supervisor Beall's office
regarding this issue.

Motion was made by Councilman Sudol, seconded by Councilman Morales and
carried (Councilmember Gifford absent) to approve sending the letter to
Supervisor Gage, with one amendment to add San Ysidro Elementary School as a
safety concern.

The minutes of the Senior Advisory Board meeting of May 17, 1999 were

The minutes of the South County Regional Wastewater Authority meetings of
May 11 and 18, 1999.
The City Administrator distributed a memo from Traffic Engineer Abrams
regarding the Highway 101 Median Barrier Project, with a tentative
groundbreaking ceremony scheduled for June 28 at 10:00 a.m. at the Masten Road
over-crossing. Council agreed to a study session to review the golf course analysis
on Thursday, July 15 at 7:00 p.m. It was noted regarding the ballot measure, that
assessed valuation cannot be used for operational issues, that a Mello-Roos
District must be set up, which can be done for the March, 2000 primary election.
It was noted that assessed valuation could be done for the Police Department,
streets, or sidewalks issues.
The Mayor questioned the status on the Veteran's flag pole. It was noted that
this issue is on the next Parks and Recreation Commission agenda. It was also
noted that a group of citizens may be coming to the next Council meeting to
request renaming a park as Veterans Park, and have suggested renaming Las
Animas Park as Las Animas Veterans Memorial Park. It was also noted that a
fundraiser is underway to purchase a flag pole, and that group is proposing placing
it at Christmas Hill Park.
Motion was made by Councilman Springer, seconded by Councilman Morales
and carried (Councilmember Gifford absent) to refer to the Parks & Recreation
Commission the issue of an appropriate park site to name as a Veteran's Memorial
Park.
Councilman Sudol gave an update regarding the General Plan revision, noting
that a minority report has been submitted regarding differences of opinion on
issues. Council requested copies of the draft General Plan, the draft EIR, and the
minority report.
Councilman Springer introduced the "Tag You Lose" Program, which Gilroy
joined with the rest of the Santa Clara County cities. He noted that posters will be
displayed in businesses and facilities around Gilroy and bumper stickers will soon
be available also. He stated that taggers will lose their drivers license, lose their
weekends due to painting out graffiti, and lose their money in fines.
Councilwoman Rowlison stated that she attended an open house for
Chamberlain's, a mental health agency for families and children. She stated that
"No U Turn" signs are up at Castro Valley Road.
Councilman Morales congratulated the downtown organizers for the Antique
Show on Fathers Day.
Councilmember Arellano stated that it was excellent event on Fathers Day.
Councilman Springer agreed that everyone did a good job on the Father's Day
event.
