Report Z 98-07 Robert Bein, William Frost & Associates RESOLUTION NO. 2000-01 A RESOLUTION OF INTENTION TO ANNEX TERRITORY TO MAINTENANCE DISTRICT NO. 1 OF THE CITY OF GILROY. ARELLANO Phil Buchanan, Park & Recreation Commission Chairman, noted the accomplishments of the Commission for 1999, including the skateboard park, the naming of two new parks, development of the Parks Master Plan, host of the first inter-commission BBQ, preparation of guidelines for the youth council, and renaming of and installation of flagpoles at Las Animas Veterans Park. He noted their work in progress, including developing the avenue of the flags for sister cities at Christmas Hill Park, implementing the Parks Master Plan, placing signs noting Gilroy as a Tree City USA, development of the Gilroy Sports Park, review of the public relations program, updating the Street Tree Program, and reviewing the recreation programming. The Mayor noted an Ordinance of the City Council of the City of Gilroy amending Section 37 (Sign Regulations) of the Gilroy Zoning Ordinance by adding a new section 37.58 (Regional-Serving Commercial Development) to the Gilroy Zoning Ordinance, Z 98-07, City of Gilroy, applicant. Motion was made by Councilman Sudol, seconded by Councilman Pinheiro and carried (Councilman P. Arellano absent) to read the Ordinance by title only and waive further reading of the Ordinance. The City Clerk read the Ordinance by title only. Motion was made by Councilman Sudol, seconded by Councilman Pinheiro and carried (Councilmembers G. Arellano and Morales voting no and Councilman P. Arellano absent) to introduce the Ordinance approving the Zoning Ordinance text amendment. Arellano absent) to appoint Susan Murphey Patereau and Beverly Kludt to the unexpired vacancies on the Physically Challenged Board of Appeals. The Mayor asked if there was anyone in the audience wishing to speak on any item not on the agenda. There was no comment from anyone in the audience. Customer Service: Letter of appreciation from Celia McCormack to Officer Gilbert Gallo and Officer Robert Locke-Paddon for their assistance with an incident; E-mail of thanks from Kathy McHenry to all who made Santa's visit to the fire station so fun (especially "Elf Amaro"); and E-mail from Art Gillespie to Teri Davis-Patane noting that because of her customer service, a business owner dropped off a car load of toys for the Toys for Tots Program for Gilroy. Perez, Silicon Valley Private Industry Council regarding collaboration under the Workforce Investment Act. The minutes of the Planning Commission meeting of December 2, 1999 were noted. The report of the special Planning Commission meeting of December 16, 1999 was noted. Council on Aging The minutes of the Advisory Council of the Council on Aging meeting of 12-6-99 December 6, 1999 were noted. The City Administrator requested a joint workshop be set on the Public Art Policy with the Arts & Culture Commission, and January 20, 2000 from 5:30-6:30 was set. He reminded the Council of their retreat February 9 & 10,2000 and requested they submit by January 10,2000 five or six items to discuss at the retreat. He stated that the School District is discussing the third Junior High School, noting that the City is assessing a possible partnership for a gymnasium. He noted the next Council/School Board quarterly meeting is March 8, 2000. The Mayor complimented staff on the work they have done over the past two years so that the City of Gilroy had no problems with Y2K. Councilmember G. Arellano wished everyone a Happy New Year. She stated that she would no longer be able to be the representative for the Gilroy Visitors Bureau since they have changed their meeting schedule, and Councilman Pinheiro agreed to be the representative. She requested Council cancel the tentative meeting for February 14,2000, and Council concurred. She questioned the results of the current grant consultant, and was told that the City only received one grant through this effort. The Mayor thanked Teri Davis-Patane for her customer service, which led to a citizen donating toys for Toys for Tots in Gilroy because of her actions.
