The City Clerk noted that the Agenda had been posted on July 19,2000
at 2:00 p.m.
Roll Call
Present: Councilmembers: Guadalupe Arellano, Peter D. Arellano, Charles S.
Morales, Al Pinheiro, Anthonye. Sudol III, Roland Velasco, and Thomas W.
Springer - 7:03 p.m.
Ballot Measures The Mayor noted a discussion of proposed ballot measures for an admissions
tax and an increase in the transient occupancy tax.
The City Administrator reviewed the need to find funding for the staffing of a
third fire station. He noted that this meeting is for continued discussion by the
Council and citizens on the proposed ballot measures. He noted the final action on
this item needs to be on the August 7, 2000 meeting to get it on the November 7,
2000 election. He thanked the Gilroy Garlic Festival Association, the Chamber of
Commerce, and Bonfante Gardens for their help and noted the changes they
requested have been incorporated into the draft Ordinance. He noted that in
March, June, and November of2001 there could be special elections called. He
noted that a parcel tax could not be placed on the March, 2001 special election,
because a year would not quite have passed since the March 7, 2000 special
election.
J olie Houston, at the request of Councilman Morales, stated that she could
look at exemptions for religious activities.
Jim Habing, 2000 President of the Garlic Festival Association, noted that the
Board of Directors are opposed to the admissions tax. He noted that they could
commit to endorse a parcel tax.
Lynda Trelut, Vice-President ofBonfante Gardens, noted the placing a 5%
admissions tax is a de-incentive to Bonfante Gardens. She stated that they would
be the only attraction to have an admission tax. She stated that if a 5% admissions
tax is approved, she would like a cap be placed on it.

Susan Jacobson, Chamber of Commerce, noted there was a unanimous vote of
the Board to not approve the admissions tax. She stated that the Board would like
to be assured that all options have been explored before an admissions tax is
considered.
Susan Bassi, promoter, stated that she is not in favor of the event tax. She
stated that the City should not rely on taxes on events, as they are too risky.
The City Attorney stated that the funds from this tax will be placed into the
General Fund, and is not a special tax to fund the fire station.
Motion was made by Councilman Sudol, seconded by Councilman P. Arellano
and carried (Councilmembers Pinheiro and Velasco voting no) to direct staff to
prepare a resolution to place a 5% admission tax on the November, 2000 ballot.
Councilman Pinheiro stated for the record that the majority of the Council is in
favor of the admissions tax and stated that he will not come out against it; that he
will follow the majority of our Council.
Motion was made by Councilman Sudol, seconded by Councilman Pinheiro
and carried to direct staff to prepare a resolution to increase the Transient
Occupancy Tax to 10% on the November, 2000 ballot.
At 9:09 p.m., the Mayor called for a five minute recess, after which he recalled
the meeting to order.
(Councilman Morales returned to the meeting at 9:20 p.m.)
Transportation
Planning
Activities
The Mayor noted a discussion of 20 year transportation planning activities.
Mike Evanhoe, Santa Clara Valley Transportation Authority, reviewed the
VTP 2020 projects. He reviewed the Project Selection Process and timeline. He
noted the 20 year revenues and expenditures for transportation. He noted that
meetings have been scheduled to determine whether to place on the ballot an
extension of the existing sales tax for an additional 20 years to finance the
proposed projects.
Larry Carr, Silicon Valley Manufacturing Group, noted that local government
can work as shown in the tax relief initiative. He noted that 79% of the citizens
polled want to be able to vote on this initiative. He stated that the Silicon Valley
Manufacturing Group is in support of the tax relief initiative. He invited everyone
to attend the Transportation Summit from 2:00 p.m. to 9:00 p.m. on August 2,
2000 at the City of Santa Clara Convention Center. He requested the support of
South County for the tax relief initiative.
(At 10:22 p.m. Councilman Morales left the Council Chambers and returned at
10:23 p.m.)
(At 10:28 p.m. Councilman P. Arellano left the Council Chambers and returned
at 10:29 p.m.)
Motion was made by Councilman Velasco, seconded by Councilmember G.
Arellano and carried (Councilmembers Sudol and Springer voting no) to oppose
the proposed November, 2000 transportation sales tax extension and send a letter
to the Board of Supervisors stating our position.
