Target Stores The Mayor noted a presentation by Target Stores of a grant in the amount of
$1,000.00 for support of the Summer Concert Series.
Hunger & The Mayor presented a proclamation for Hunger & Homelessness Awareness
Homelessness Week - November 16-22, 2003 to Sean Charpentier, Emergency Housing
Awareness Consortium.

The Mayor asked if there was anyone in the audience wishing to speak on any

The Mayor stated it was the time and place scheduled for a Public Hearing
on a Zone Change request to rezone 1.9 acres, located on Church Street at the
terminus of Woodworth Way, from Rl (Single Family Residential) to Rl - PUD
(Single Family Residential- Planned Unit Development). Mark Hewell, applicant,
Z 03-02.
The staff report was noted and further explained by Planner II Casper.
The Mayor opened the Public Hearing.
Mark Hewell stated that he concurs with staff and that he is in agreement with
all the conditions.
The Mayor closed the Public Hearing.
Motion was made by Councilman Velasco, seconded by Councilman Morales
and carried to direct staff to prepare an ordinance approving Z 03-02.
The Mayor stated it was the time and place scheduled for a Public Hearing on
a Tentative Map request to subdivide 1.9 acres into 11 single family residential
lots, zoned Rl (Single Family Residential), located on Church Street at the
terminus of Woodworth Way. Mark Hewell, applicant, TM 03-01.
The staff report was noted and further explained by Planner II Casper.
The Mayor opened the Public Hearing. There being no comments, the Mayor
closed the Public Hearing.
Motion was made by Councilman Velasco, seconded by Councilman Dillon
and carried to direct staff to prepare a resolution approving TM 03 -0 1.
The Mayor deviated from the regular order of the agenda to accommodate
interested persons in the audience.
The Mayor noted an Architectural & Site review request to allow the
construction of 11 single family homes on property zoned Rl (Single Family
Residential) located on Church Street at the terminus of Woodworth Way. Mark
Hewell, applicant, A/S 03-20.
The staff report was noted and further explained by Planner II Casper.
Motion was made by Councilman Velasco, seconded by Councilman Morales
and carried to direct staff to prepare a resolution approving A/S 03-20.
The Mayor returned to the regular order of the agenda.
The Mayor stated it was the time and place scheduled for a Public Hearing on

The Mayor stated it was the time and place scheduled for a Public Hearing on
a Tentative Map request to subdivide 19.2 acres into 60 single family residential
lots on property zoned Al (Agriculture) located between Miller Avenue and Mesa
Road, north of Thomas Road, at Santa Teresa Boulevard. Mesa Ridge Investors,
LLC, applicant, TM 02-11.
Motion was made by Councilman Arellano, seconded by Councilman Dillon
and carried to continue TM 02-11 to the meeting of December 15, 2003, due to
continuance at the Planning Commission.
The Mayor stated it was the time and place scheduled for a Public Hearing on
a Tentative Map request to subdivide 4. 12 acres into 16 single family residential
lots on property zoned Rl (Single Family Residential) located on the southwest
corner of Tatum Avenue and Wren Avenue. Stewart Fahmy, applicant, TM 03-03.
The staff report was noted and further explained by Planner I Polubinsky.
The Mayor opened the Public Hearing. There being no comment, the Mayor
closed the Public Hearing.
Motion was made by Councilman Dillon, seconded by Councilman Morales
and carried to direct staff to prepare a resolution approving TM 03-03.
The Mayor noted a Conservation and Open Space Easement Program:
Agricultural Mitigation Policy as recommended by the Agricultural Task Force and
as outlined in the General Plan Environmental Impact review, establishing the
criteria for mitigation of agricultural lands converted to urban uses. City of Gilroy,
applicant, M 02-12.
Motion was made by Councilman Morales, seconded by Councilman Dillon
and carried to continue action on this request to March 15, 2004, at the request of
staff.
SHE 03-01 The Mayor noted a Senior Housing Exemption to allot 44 senior housing units
(16 duettes and 28 apartment units) on 4.8 acres, zoned Rl (Single Family
Residential), located at 9325 Monterey Street. Salvatore Oliveri, applicant, SHE
03-01.
The staff report was noted and further explained by Planner II Durkin.
Milton Mintz, representing the owners of the property, reviewed the proposed
projects to be built in the area, noting that the applicant was not in opposition to
the proposed transitional housing center to be built next to this property.
Jeff King, architect, commended staff for their assistance with this project.
Motion was made by Councilman Morales, seconded by Councilman Arellano
and carried to direct staff to prepare a resolution approving SHE 03-01.
Jt.Prosecution! The Mayor noted a request for approval of a Joint ProsecutionlDefense
Defense Confidentiality Agreement.

The minutes of the South County Regional Wastewater Authority meeting of
September 23,2003 were noted.
Downtown Plan The report of the Downtown Specific Plan meeting of October 14, 2003 was
10-14-03 noted.
The City Administrator asked to make sure that all the Councilmembers
received the information via Email regarding the PG & E construction. He
requested Councilmembers call the City Clerk to sign up for a pre-retreat interview
time with the facilitator for December 11, 2003.
The Mayor stated that it has been a pleasure and congratulated all the winners
in the election. He stated that it looks like a great Council coming up. He
commented that it has been a pleasure serving with all of the City Councilmembers
for the last four years as Mayor and the previous four years as Councilmember and
wished them all the best.
Councilman Morales reminded the community that the Salvation Army and St.
Joseph's are in need at this time of year.
Councilman Arellano thanked the Council for working together for the last
four years. He stated that the time has been pleasurable and challenging. He
thanked the people for voting and allowing him to serve the last four years.
Councilman Gartman congratulated the winners of the election. He wished
everyone a Happy Thanksgiving and asked that they be safe in their travels.
Councilman Velasco thanked the citizens for voting and the candidates for
running. He noted the article in Western City Magazine regarding the statewide
ballot initiative.
The Mayor stated that it is difficult out there for a lot of folks and asked the
citizens to help those in need and those less fortunate.
