Mayor Protempore Valiquette announced that the Council had adjourned from a
Closed Session regarding Conference with Labor Negotiator pursuant to Government
Code Section 54957.6 and that no action had been taken.
Mayor Protempore Valiquette led the Pledge of Allegiance to the flag.
There was no invocation given.
City Clerk Pellin noted that the agenda had been posted on April 12, 2006 at
11 :00 a.m. and the revised agenda had been posted on April 14, 2006 at 1: 15 p.m.

Orders of the Day
Mayor Protempore Valiquette announced that this meeting would be adjourned in
memory of former City employee Sean Merriman.
Presentations & Proclamations
Mayor Protempore Valiquette presented the Volunteer of the Month of February,
2006 award to Gay Rush.
Mayor Protempore Valiquette noted a certificate of service for retired South County
Joint Planning Advisory Committee member Howard Franklin, who was not present to
accept the certificate.
Mayor Protempore Valiquette noted a certificate of service for Personnel Commission
member John Young, whose family was not present to accept the certificate.
Mayor Protempore Valiquette noted a certificate of service for retired
BicyclelPedestrian Advisory Board member Gretchen Yoder-Schrock, who was not
present to accept the certificate.
Mayor Protempore Valiquette noted a certificate of service for retired Youth
Commission member Bobby Kovacs, who was not present to accept the certificate.
Mayor Protempore Valiquette noted a presentation by Lisa Jensema, Environmental
Programs Coordinator, regarding the upcoming Earth Day activities on April 29, 2006.
Mayor Protempore Valiquette presented the Employee Award for the Month of April,
2006 to Gena Pinheiro, Intern, Community Services Department.
Mayor Protempore Valiquette presented a proclamation for Sexual Assault
Awareness Month - April, 2006 to Debbie Ruiz, Community Solutions.
Mayor Protempore Valiquette noted a presentation by South Valley Disposal &
Recycling, Inc. of the 2005 Business Recycler of the Year to The Printing Spot and the
2005 Residential Recycler of the Year to the Hernandez Family.
Presentations by members of the public for items not on the agenda, but within the subject matter
jurisdiction of the City Council.
Dee Sutton, United Way Silicon Valley, reviewed a new service to be offered from
United Way Silicon Valley. She stated that they want to improve the lives of the people
in this County in the area of health and human care concern. She thanked the City of
Gilroy for the yearly employee giving campaign and for the many volunteers who assist
the United Way. She asked the Council to think about what would happen if there was a
devastating disaster in this area. She noted a new service available in January of next
year, 2-1-1, which is a new toll-free number to call for assistance in a crisis or with the
need for access to a community service.

Motion was made by Councilman Arellano, seconded by Councilman Gartman and
carried (Councilman Correa and Mayor Pinheiro absent) to approve the Consent
Calendar.

Resignation of Joe Curro, Building Board of Appeals member.
Motion was made by Councilman Gartman, seconded by Councilman Arellano and
carried (Councilman Correa and Mayor Pinheiro absent) to accept resignation with
regrets.
Motion was made by Councilman Gartman, seconded by Councilman Arellano and
carried (Councilman Correa and Mayor Pinheiro absent) to include recruitment for this
opening in the next scheduled recruitment at the end of this year.
City Administrator's Report
City Administrator Baksa stated that there will be a study session regarding EI
Rancho San Benito on May 15 at 6:00 p.m. and distributed the Executive Summary to
review for the May 15th meeting.
He announced that a tentative date of July 14, 2006 has been set for the next City
Council mini-Policy Summit date.
Council Members Report
Councilman Bracco offered his condolences and prayers to the Correa family.
Councilman Arellano also noted his concerns for the Correa family and asked that
everyone pray for them. He asked if someone was going to the VisionIV alues!Solutions
Summit on April 25, and was told that usually someone from the City does attend.
Councilman Velasco questioned the budget session on May 8th, and was told that it
would cover everything.
Councilman Gartman also extended his condolences to the Correa family.
Mayor's Report
Mayor Protempore Valiquette gave his congratulations to the Youth Commission on
working with Morgan Hill Youth Commission last Friday with their dinner and bingo.
He also noted, on behalf of the entire Council, his condolences to Paul Correa and his
family on the loss of his mother.
He noted several dates, including that May 3rd is the joint City Council/Planning
Commission workshop on affordable housing and the budget workshop on May 8th.
