Mayor Pinheiro presented the Team of the Month Award to Corporal Rosa Quinones,
Police Officer Mitch Madruga (not present), Police Officer Frank Bozzo (not present),
Police Officer Michael Beebe (not present), CSO Kim Sullivan, CSO Angela Locke-
Paddon, CSO Maria Cabatingan, CSO Maribel Gutierrez, and CSO Nancy Sanchez-
Clark.
Presentations & Proclamations
Mayor Pinheiro presented the Employee Award for the Month of November, 2006 to
Scott Barron, Code Enforcement Officer, Community Development Department.
Introductions
The following new employees were introduced: Casey Main, Firefighter/Paramedic
I, Fire Department; Shari Carlet, Engineer I, Community Development Department; Lisa
Moreno, Engineering Technician/Inspector I, Community Development Department; and
Anna Jatczak, Assistant City Administrator, Administration.

City Clerk Pellin noted that the agenda had been posted on November 29, 2006
at 3:50 p.m.
Father Dan Derry, St. Mary's Catholic Church, gave the invocation.
Mayor Pinheiro announced that City employee Cydney Casper was killed in an
accident over the weekend, asked for a minute of silence for her, and stated that this
meeting would be adjourned in her memory.
Mayor Pinheiro led the Pledge of Allegiance to the flag.

Motion was made by Councilman Arellano, seconded by Councilman Correa and
carried to approve the Consent Calendar.

Bids and Proposals
Police Department
Recommendation to award the bid for a Staffing Study for the Gilroy Police
Department and 911 Center (07-RFQ-PD-302) to Matrix Consulting Group in the amount
of$55,000.00.
City Administrator Baksa presented a recommendation to award the bid for a Staffing
Study for the Gilroy Police Department and 911 Center (07-RFQ-PD-302) to Matrix

Motion was made by Councilman Bracco, seconded by Councilman Correa and
carried (Councilman Gartman voting no) to award the bid for a Staffing Study for the

Oshan, Michael
A continued Public Hearing on a Zone Change request from R3 (Medium Density
Residential) to R3-PUD (Medium Density Residential-Planned Unit Development),
located at 620 Broadway Street. Michael Oshan, applicant, Z 06-12.
Architectural & Site application to allow the removal and replacement of 4 (four)
townhouse units on property zoned R3 (Medium Density Residential), located at 620

Councilman Bracco stated that he reviewed the tape and minutes from November 20,
2006 and would be voting on items related to that meeting.

Councilman Arellano disclosed that he met with the applicant who gave him
information on the balconies.
Motion was made by Councilman Arellano, seconded by Mayor Pinheiro and carried
(Council members Bracco, Gartman, and Valiquette voting no) to direct staff to prepare
an ordinance approving Z 06-12.
Motion was made by Councilman Correa, seconded by Councilman Arellano and
carried (Council members Bracco, Gartman, and Valiquette) to direct staff to prepare a
resolution approving NS-PUD 06-25.

Vesting Tentative Map for the condominium conversion of an existing 30-7unit

Motion was made by Councilman Valiquette, seconded by Councilman Correa and
carried (Council members Arellano and Gartman voting no) to adopt Resolution No.

City of Gilroy - Zoning Ordinance
An Ordinance of the City of Gilroy amending Zoning Ordinance Section 31 by
adding Sections 31.90 through 31.97, authorizing on an interim basis the approval in the
City's Downtown Parking Study Area and Zero Fee Area (as defined by Exhibit "A")
development projects that provide fewer off-street parking spaces than currently required
by the Zoning Ordinance until December 31,2007 or until the City's Parking
Management Plan is adopted. City of Gilroy, applicant, Z 06-16.
Motion was made by Councilman Arellano, seconded by Councilman Correa and
carried to read the ordinance by title only and waive further reading of the ordinance.
The City Clerk read the ordinance by title only.
Motion was made by Councilman Arellano, seconded by Councilman Valiquette and
carried to introduce an Ordinance of the City Council of the City of Gilroy approving

City Administrator's Report
City Administrator Baksa noted that there will be a closed session prior to the CDBG
study session on December 18, 2006 and Council agreed to start the closed session at
5:00 p.m. if that is acceptable to the attorneys involved.
Councilmembers Report
Council members Arellano, Bracco, Gartman, and Velasco expressed their
condolences to Cydney Casper's family and fellow workers.
Mayor's Report
Mayor Pinheiro distributed information regarding placing a resolution on the next
Council agenda regarding Highway 156/Highway 152/Highway 25 traffic issues. On
behalf of the City Council and City staff, Mayor Pinheiro expressed condolences to
Cydney Casper's family.
